HELLO, EVERYONE. THANKS FOR JOINING US FOR THIS SPECIAL EDITION OF SAN DIEGO WEEK, BLACKOUT
SAN DIEGO. THE COUNTY IS RETURNING TO NORMAL AFTER 12 HOURS WITHOUT POWER TO MUCH OF THE
REGION.
Reporter: THE SUDDEN OUTAGE AT 3:38 YESTERDAY AFTERNOON PLUNGED THE REGION INTO CHAOS, LEAVING
MILLIONS WITHOUT POWER. TRAFFIC SIGNALS WERE OUT AT ALMOST ALL OF THE INTERSECTIONS IN
THE COUNTY, CAUSING GRIDLOCK. PEOPLE WERE STUCK IN ELEVATORS, MANY GAS STATIONS SHUT
DOWN, AND LONG LINES FORMED AT THOSE THAT COULD REMAIN OPEN. MOST BUSINESSES CLOSED,
EVEN GROCERY STORES. PEOPLE SCRAMBLED TO BUY WHAT THEY COULD, FLASHLIGHTS AND WATER, AT
THE FEW STORES THAT COULD OPEN USING EMERGENCY GENERATORS. JUST SOME OF THE SCENES FROM AN
UNPRECEDENTED POWER OUTAGE THAT TOOK THE COUNTY BY SURPRISE AND PUT US ALL ON ALERT AS WE
HEAD INTO THIS 9/11 WEEKEND. TONIGHT, WE'LL TELL YOU WHAT HAPPENED. WE'LL ASK HOW IT HAPPENED,
AND WERE WE PREPARED? AND WE'LL EXPLORE THE ECONOMIC FALLOUT, AS RETAILERS, RESTAURANTS
AND GROCERY STORES WERE FORCED TO CLOSE THEIR DOORS, EVEN THROW AWAY MUCH OF THEIR MERCHANDISE.
FIRST, LET'S LOOK AT WHERE IT ALL BEGAN, IN CENTRAL ARIZONA. THIS IS WHERE MAJOR ELECTRICITY
TRANSMISSION LINES CONNECT. A SHORT CIRCUIT HERE TRIGGERED A CASCADE OF EVENTS THAT SHUT
POWER DOWN AS FAR SOUTH AS TIJUANA, AND BAJA, CALIFORNIA. ALL OF SAN DIEGO COUNTY, AND EVEN
PARTS OF ORANGE COUNTY.
THE OUTAGE ALSO CAUSED A MAJOR SEWAGE SPILL, NEARLY 2 MILLION GALLONS OF SEWAGE SPILLING
INTO THE LASSE LAGOON, CONTAMINATING BEACHES FROM TORREY PINES TO BEACH. ONE PERSON IN
FACT, A POWER COMPANY EMPLOYEE, TRIPPED A BREAKER AT A SUBSTATION IN ARIZONA. THE PRESIDENT
OF SAN DIEGO GAS & ELECTRIC SAYS FAIL SAVES BUILT INTO THE GRID SET OFF THE EXTENDED OUTAGE,
AN OUTAGE THAT COULD HAVE BEEN MORE EXTENSIVE.
WHERE WE HAVE A PROBLEM, YOU'RE STARTING TO SEAT REVERBERATIONS IN THAT AREA, IT WILL
ACT TO PROTECT ITSELF BY SECTIONALIZING AREAS. SOMETIMES YOU SECTIONALIZE SMALL AREAS, SOMETIMES
IT'S LARGER AREAS, AND THOSE CIRCUIT BREAKERS NOT OPERATED TO SEPARATE OUR SYSTEM FROM EDISON,
YOU WOULD HAVE SEEN OTHER PARTS OF THE SYSTEM ALSO INVOLVED. IT WOULD HAVE SPREAD. SO THE
AUTOMATED EQUIPMENT IS DESIGNED TO TRY TO MINIMIZE THE IMPACT, AND SOMETIMES IN A BIG
OUTAGE, YOU SAY, WELL, IT DIDN'T MINIMIZE IT. IF YOU THINK ABOUT IT, IT COULD HAVE BEEN
BIGGER, HAD THEY NOT OPERATED PROPERLY IN THAT KIND OF AN EVENT.
JOINING ME NOW TO TALK ABOUT THE SAN DIEGO POWER GRID IS ERIC FROST, AN EXPERT AT TRACKING
A DISASTER HERE IN SAN DIEGO COUNTY. HE IS DIRECTOR OF THE VISUALIZATION CENTER. AND
BILL POWERS, AN ENERGY CONSULTANT AND PRINCIPLE OF POWERS ENGINEERING. GENTLEMEN, THANKS FOR
BEING HERE.

BILL POWERS, LET'S START WITH HOW DOES THE MISTAKE OF ONE EMPLOYEE TRIGGER OFF THIS ENTIRE
OUTAGE?
THE INCIDENT THAT HAPPENED IN ARIZONA AT THAT SUBSTATION SHOULD NOT HAVE TRIGGERED AN OUTAGE
IN SAN DIEGO. THE PROTECTION PROTOCOLS THAT ARE SET UP FOR THIS SYSTEM ASSUME THAT THERE
COULD BE A SITUATION WHERE THAT TRANSMISSION LINE DOES --IS FORCED OUT. AND THE SYSTEM
IS SUPPOSED TO BE, ASSUMING THAT IT'S BEING OPERATED IN THE PROPER WAY, ABSORB THAT, IN
THIS CASE, SHIFT THE IMPORTED POWER FROM EAST TO WEST, NORTH TO SOUTH, AND THE SYSTEM SHOULD
CONTINUE ON NORMALLY. AND SO WHAT HAPPENED IN ARIZONA SIMPLY TRIGGERED THE OPPORTUNITY
FOR SGD & E TO DEMONSTRATE THEIR PROTOCOLS WORKED, AND THEY DID NOT. THAT'S THE QUESTION.
ERIC, DO YOU THINK THEY WORKED?
THINK OF IT --HE OBVIOUSLY KNOWS MORE ABOUT THE DIFFERENT KINDS OF DETAILS THAN I WORK
ON WITH HOMELAND SECURITY AND DISASTER STANDPOINT. A POWERFUL PART OF WHAT DID TAKE PLACE IS
WHAT DID TAKE PLACE. SO YOU CAN SAY THINGS IN ARIZONA HAPPENED, THINGS CAME OVER HERE,
AND SOMETHING IN BETWEEN DID NOT OCCUR BY WHAT PEOPLE HAD THOUGHT BEFOREHAND. A GOOD
PART OF THAT IS IN HOMELAND SECURITY SENSE. SOMEBODY IN ARIZONA TAKING DOWN A TOWER ISN'T
GOING TO DEVASTATE US. THAT WAS A CONCERN BY A LOT OF PEOPLE HERE, WAS THE DISASTER
SOMETHING THAT WAS HOMELAND SECURITY INCIDENT RELATED TO 9/11? AND VERY QUICKLY, AND AS
WE WERE TALKING EARLIER, THEY HELPED POP THAT BUBBLE OF PANIC, THAT IT WAS TECHNICAL SOMETHING.
FINDING OUT WHAT THAT TECHNICAL SOMETHING WAS REALLY IS THE CLEARING HOUSE.
BUT IF ONE INCIDENT CAN LEAD TO THIS KIND OF CONSEQUENCE, ISN'T THAT SOMETHING WE SHOULD
BE WORRIED ABOUT IN TERMS OF A TERRORIST THREAT, IF YOU KNOW THAT ONE THING CAN HAVE THIS KIND
OF CONSEQUENCE?
TWO POINTS. ONE IS THIS PROTECTION SCHEME THAT I'M TALKING ABOUT ASSUMES THAT SDG & E
MAINTAINS A CERTAIN AMOUNT OF LOCAL POWER GENERATION. WE DON'T KNOW IF THEY DID OR DID
NOT. HOPEFULLY THAT WILL COME OUT OF THESE INVESTIGATIONS. WAS THE MINIMUM LEVEL OF LOCAL
GENERATION ONLINE WHEN THIS OCCURRED? NUMBER TWO IS, IT'S A DEMONSTRATION OF THE FRAGILITY
OF A SYSTEM THAT RELIES ON SOME MUCH IMPORT, AND THE RESPONSE TO THAT IS HAVING SUFFICIENT
LOCAL GENERATION THAT MUCH OF YOUR POWER'S COMING LOCALLY AND YOU'RE NOT DEPENDENT ON
SOME FELLOW IN ARIZONA TRIGGERING AN EVENT OF THIS MAGNITUDE POTENTIALLY.
SO WHAT DO WE DO? HOW WILL WE FIND ANY OF THIS OUT?
WELL, IN SOME WAYS, THE SENSE OF WHAT DID TAKE PLACE AND THE FACT THAT THE POWER'S BACK
ON AGAIN, THERE'S A REAL SENSE THAT THINGS HAPPENED, IT DID FAIL OVER, THERE WAS A WHOLE
BUNCH OF THINGS THAT DIDN'T HAPPEN BECAUSE OF THE THINGS --HOW COULD IT BE MADE BETTER?
HOW COULD YOU MAKE IT BE SO THAT DIDN'T TAKE PLACE? ACTUALLY, A LOT OF THINGS ACTUALLY
DID TAKE PLACE THE WAY THEY WERE SUPPOSED TO TAKE PLACE. THE CASCADING SAY A WHOLE BUNCH
OF THINGS DID. NOW AS YOU GO BACK TO UNRAVEL SO THOSE CASCADES DIDN'T EVER TAKE PLACE,
AND THEN AS WE TRY TO UNRAVEL, OKAY, HOW DO YOU MAKE IT SO THAT IT DOESN'T HAPPEN? ONE
SPECIFIC THING THAT WE'RE WORKING ON IN A VARIETY OF WAYS IS COMPUTERS ACTUALLY GO WAY
FASTER THAN ELECTRICITY GOES, IN THAT THE NORMAL WAY AS IT'S PASSING, AND THE KINDS
OF SENSORS, THE UNDERSTANDING OF WHAT'S THERE, THE SENSE OF UNDERSTANDING. IT IS A FRAGILE
SYSTEM IN A WHOLE BUNCH OF WAYS, BUT WE PUSH THE FRAGILE BECAUSE WE DON'T WANT TO PAY FOR
MORE. LIKE WE DON'T MAKE BUILDINGS THAT ARE EARTHQUAKE PROOF BECAUSE WE CAN'T PAY FOR
T AND SO THAT BALANCE OF HOW DO YOU PLAY THIS GAME, MOST OF IT BECOMES A COST TO SOCIETY
AND HOW YOU ACTUALLY DO THAT AND WHAT COULD THESE SENSORS, ESPECIALLY SENSORS IN MEXICO,
WHERE THEY FAILED TOTALLY -- THAT WAS A HUGELY MORE IMPACTFUL THING IN MEXICO THAN IT WAS
HERE.

THE BLACKOUT MAY HAVE MADE SOME PEOPLE A BIT RUDE YESTERDAY, BUT THERE WERE NO SERIOUS
LAW ENFORCEMENT PROBLEMS. JOINING ME NOW IS SAN DIEGO COUNTY SHERIFF BILL GORE. THANKS
FOR BEING HERE, SHERIFF.
GOOD BEING HERE.
NOW, WHEN YOU FIRST LEARNED THAT POWER WAS OUT IN THE ENTIRE COUNTY, WHAT IS YOUR BIGGEST
CONCERN?
WELL, WE HAD HAD THE INFORMATION FROM THE JOINT TERRORISM TASK FORCE ABOUT THE, YOU
KNOW, THE CREDIBLE, BUT NOT VERIFIED THREATS ON THE EAST COAST. SO ESPECIALLY AS WE GET
CLOSER TO THE 9/11 ANNIVERSARY, WE'VE BEEN TALKING ABOUT BEING AWARE AND TRYING TO NOTIFY
THE PUBLIC NOT TO BE PARANOID, BUT BE AWARE OF YOUR SURROUNDINGS. SO AUTOMATICALLY, YOU
THINK OF, COULD THERE BE SOME TERRORIST NEXUS TO THIS? I WAS VERY RELIEVED. I CALLED OUR
JOINT OPERATIONS CENTER. WE DIDN'T HAVE ANY INDICATION OF A TERRORIST ACT, AND I WAS VERY
RELIEVED WHEN I SAW THE PRESIDENT OF SDG & E TALK ABOUT A POWER OUTAGE, APPEARED TO BE
MAN MADE.
WHAT DO YOU DO NEXT? AS COUNTY SHERIFF, WHAT DO YOU HAVE TO TAKE CARE OF?
WE'RE CONCERNED OBVIOUSLY WITH ALL THE PEOPLE THAT ARE TRYING TO GET AROUND, MANEUVER, GET
HOME WITHOUT POWER. TRAFFIC CONCERNS, CONCERNS FOR THE HOSPITALS, MAKE SURE THEY ARE ALL
UP AND RUNNING. ALL OUR FACILITIES HAVE EMERGENCY POWER. OUR JAILS, OUR LAW ENFORCEMENT STATIONS,
THE SAME WITH SAN DIEGO POLICE DEPARTMENT, FIRE DEPARTMENT. THEY WERE ALL OPERATING ON
EMERGENCY POWER. WE CALLED IN ADDITIONAL RESOURCES, ASKED THE POLICE DEPARTMENT AND FIRE DEPARTMENT,
JUST TO DEAL WITH INCREASED TRAFFIC CONTROL AND BEING VISIBLE OUT IN THE COMMUNITIES TO
HELP RELAX THE POPULOUS. THERE WAS REALLY NO PROBLEM, AND THAT WE WOULD GET THROUGH
THIS BLACKOUT IN SHORT ORDER, WHICH WE DID.
I HAVE TO TELL YOU, ONE OF THE THINGS THAT OCCURRED TO ME, WHAT ABOUT LOOTING? WE KNOW
STORES WERE CLOSED DOWN. DO YOU HAVE TO SHOW UP AT THESE BUSINESSES?
THIS IS A DIFFERENT SITUATION. WE WERE EVACUATING ENTIRE NEIGHBORHOODS AND LEAVING THESE HOMES
UNATTENDED. THAT WASN'T THE CASE. THESE BUSINESSES CLOSED DOWN, LOCKED THEIR DOORS, AND PEOPLE
WENT HOME AND WE TOLD THEM TO STAY HOME IF THEY COULD, STAY OFF THE ROADS, TRY TO ONLY
USE 911 IN EMERGENCY, ALTHOUGH ALL OUR OPERATORS WERE UP AND RUNNING, COMMUNICATIONS WERE GOOD.
WE JUST WANTED TO GIVE AS MUCH INFORMATION AS WE COULD, BUT NOT CAUSE ANY KIND OF PANIC
OUT THERE. THERE WAS REALLY NOTHING TO PANIC ABOUT.
FINALLY, SHERIFF, IN THE COUNTY WITH 3 MILLION PEOPLE, 12 HOURS OF NO POWER, AND NO MAJOR
LAW ENFORCEMENT INCIDENT TO REPORT? DOES THAT SURPRISE YOU?
NO, I THINK IT SPEAKS VOLUMES, THE TYPE OF LAW ENFORCEMENT WE HAVE IN THIS COUNTY AND
THE PEOPLE OF THIS COUNTY. WE'VE BEEN THROUGH --WE GET THE EARTHQUAKES THAT BRING THE EAST
COAST TO ITS KNEES. WE'VE HAD OUR TRAGEDIES WITH WILDFIRES. THIS --THERE WAS NO, YOU KNOW,
THERE WEREN'T FIRES, THERE WASN'T AN EARTHQUAKE. WE LOST POWER AND WE GOT THROUGH IT, AND I'M
VERY PROUD OF THE PEOPLE OF THIS COUNTY.

WILL YOU DO ANYTHING TO BE MORE PREPARED IN THE FUTURE?

WE ALSO FOUND PEOPLE SCRAMBLING AT STORES AROUND TOWN, TRYING TO GET SUPPLIES, LIKE
FLASHLIGHTS AND WATER.

RIGHT HERE.
CHARGERS? DOWN HERE SOMEWHERE, YES.
CHIPS? [ LAUGHTER ]
LOTS OF WATER. WE TRY TO FIND ICE. OUT OF BATTERIES, OUT OF FLASHLIGHTS, EVERYTHING.
WENT ON AM RADIO ON THE PHONE, AND THEY ANNOUNCED IT AND THAT WAS IT, TOOK OFF, GOT OVER HERE
RIGHT AWAY. IT WAS TOO LATE, BY THE TIME I GOT HERE.
IF WE WOULD HAVE KNOWN, WE WOULD HAVE COME RIGHT AWAY. WE WANTED THE ICE AND IT'S ALL
GONE. EVERYTHING IS GONE. FLASHLIGHTS ARE GONE. ALL THE COLD STUFF IS GONE. LINES ARE
UP THE AISLE.
WAS THE COUNTY PREPARED? SUPERVISOR BILL HORN, CHAIR OF THE SUPERVISORS OF THE COUNTY IS
HERE. SET THE SCENE FOR US. 3:38, POWER GOES OUT. WHAT HAPPENS WITH COUNTY OFFICES? WHO
IS THE FIRST TO KNOW? AND WHAT DO YOU DO?
WELL, EVERYONE WAS THE FIRST TO KNOW, BECAUSE THE LIGHTS WENT OUT, AND THE ELEVATORS AREN'T
WORKING. AND I --MY FIRST THOUGHT WAS, WELL, IT'S JUST LOCALIZED. AND THEN WE STARTED GETTING
COMMUNICATION THAT IT'S, YOU KNOW, HE IS CAN DEET TOE AND IMMEDIATELY TELLS YOU THAT FAR
AWAY FROM DOWNTOWN IT MAY BE A BIGGER EVENT. I DON'T KNOW WHAT THE EVENT WAS. WE REALLY
DIDN'T KNOW THE SIZE OF THIS UNTIL WE GOT A HOLD OF SDG & E ABOUT AN HOUR AFTER THAT
TOOK PLACE, ABOUT 4:00. AND THEY REALLY DIDN'T KNOW WHAT HAD HAPPENED EITHER. I MEAN, THEY
POINT OUT THAT THEY WERE SHOCKED.
SO AN HOUR, TOOK AN HOUR, THOUGH? ISN'T THAT A LONG TIME TO KNOW THIS IS SUCH A MAJOR EVENT?
WELL, YOU GOT TO REMEMBER -- WHAT WAS SHUT DOWN, LOT OF COMMUNICATIONS WERE SHUT DOWN,
THE COMPUTERS WERE TURNED OFF. YOU WIND UP WITH A LOT OF CELL PHONE COVERAGE DIDN'T WORK
BECAUSE THOSE ARE RUN BY ELECTRICITY. YOU HAVE LAND LINES, OF COURSE. WE HAD CALLED
THEM TO SEE WHAT WAS GOING O WE WEREN'T GETTING ANSWERS. VERY OBVIOUSLY THROUGH THE INFORMATION
WE GOT, IT WAS COUNTY-WIDE. NOW, I'M THE CHAIRMAN OF THE EMERGENCY COUNCIL. WE IMMEDIATELY OPERATED
THE -- MOVED THE COUNTY EMERGENCY OPERATIONS CENTER, PUT IT IN PLACE, GOT IT GOING. HAS
TO BE STAFFED. WE HAVE IT COVERED 24/7 THERE TO OPERATE THE CENTER EVERY DAY, EVERY EVENING,
EVERY NIGHT, AND THEY WERE UP AND MOVING. BUT WE HAD TO GET THE PEOPLE IN TO FILL THE
SLOTS WHO ARE ASSIGNED TO THAT. WE DRILL A LOT FOR THIS, VERY OBVIOUSLY. AS FAR AS I'M
CONCERNED, IT WENT JUST LIKE THE BOOK IS WRITTEN. IT WENT PERFECT. WE DIDN'T HAVE ANY GLITCHES
WHEN IT COMES TO EMERGENCY OPERATIONS. THE BIGGEST PROBLEM WAS GETTING THERE. I, I WAS
STUCK IN TRAFFIC FOR ALMOST 3 HOURS.
WAS IT POWER OUTAGE LIKE THIS EVER IN THE EMERGENCY PLAN? DID YOU EVER IMAGINE THAT
NO ONE WOULD HAVE POWER, ANYWHERE IN THE COUNTY?
NO, WE'VE --THAT'S A SCENARIO WE DIDN'T HAVE BEFORE AND WE DO HAVE IT NOW.
SO NOW, THOUGH, I KNOW THERE WERE NO MAJOR INCIDENTS AND THE PLAN WORKED, BUT THE POWER
CAME BACK WITHIN 12 HOURS. IF WE SORT OF LOOK AHEAD, IF THE POWER HAD BEEN OUT FOR ANOTHER
12 HOURS, ANOTHER 12 HOURS, IS THERE A PLAN WHERE THERE'S A WATER DROPOFF OR FOOD DROPOFF
OR TRANSPORTATION? THESE ARE THE KINDS OF THINGS WE'RE HEARING FROM PEOPLE. WHAT DOES
THE COUNTY DO WHEN THE COUNTY DEPENDS ON WATER?
LET'S GO BACK A LITTLE BIT HERE. FOUR YEARS AGO, YEAH, ABOUT FIVE YEARS AGO, I WAS CHAIRMAN
OF THE BOARD THEN AND I HAD BEEN CHAIRMAN ON 9/11 AND I PUT ALL THESE SYSTEMS IN PLACE.
IN FACT, YOUR EMERGENCY OPERATIONS CENTER STANDS ALONE. THAT WAS THE ONE THING THAT
WAS OPERATING. IT CAN OPERATE DURING AN EARTHQUAKE, GOT RUBBER PLATFORMS ON ITS FOUNDATIONS, IT
HAS ITS OWN GENERATION, HAS ITS OWN WATER SUPPLY. IT'S AN EMERGENCY OPERATIONS CENTER.
IT'S WHERE WE HAVE OUR THREE SATELLITE TVS COMING DOWN, OUR COMMUNICATION SYSTEM THERE,
911 IS UPSTAIRS IN THAT SYSTEM. SO EVERYBODY KIND OF COALESCES TO THAT POINT AND WE GOT
PEOPLE FROM ALL OVER THE COUNTY, ALL THE CITIES.
AT WHAT POINT DO YOU FEEL LIKE YOU HAVE TO GO OUT INTO THE COMMUNITY WITH SOME KIND OF
AIDE?
WELL, LAST TIME I WAS CHAIR, ABOUT FIVE YEARS AGO, I SENT OUT A BOOKLET TO EVERY RESIDENT
IN THE COUNTY ABOUT BEING PREPARED. I SUGGESTED THAT YOU HAVE THREE DAYS WORTH OF WATER, THREE
DAYS WORTH OF SNACKS OR FOOD, WHATEVER YOU WANT, THREE DAYS WORTH OF MEDICATION, IF YOU'RE
ON MEDICATION, THAT'S 96 HOURS. WE ASSUME THAT BY THEN, THINGS WILL HAPPEN. AND SO WE

IS THERE EVEN A WAY TO MEASURE HOW MUCH A BLACKOUT COSTS A COMMUNITY?
YES, THE CALIFORNIA ENERGY COMMISSION HAS DONE STUDIES LIKE THIS IN THE STATE OF CALIFORNIA,
BECAUSE WE HAVE BLACKOUTS ALL THE TIME. AND THEY BASICALLY DIVIDE THE IMPACTS INTO THREE
AREAS, RESIDENTIAL, COMMERCIAL, AND INDUSTRIAL. AND THE RESIDENTIAL SIDE IS PROBABLY THE LEAST
IMPACTED. ONLY ABOUT 8% OF THE RESIDENTS WHEN THEY SURVEYED THEM REPORTED ANY IMPACT. AND
THOSE THAT DID REPORT AN IMPACT, A MAJORITY OF THEM ARE LESS THAN $50.
LOST WAGES OR SOMETHING? TOOK A DAY OFF BECAUSE YOUR KIDS ARE AT HOME?
EXACTLY.

THE SECOND ONE, COMMERCIAL, ABOUT 33% WERE IMPACTED. INDUSTRIAL WAS THE GREATEST IMPACT,
ABOUT HALF OF THE INDUSTRIAL. AND OF THAT, AGAIN, RANGE IS WIDE, ALL THE WAY FROM HUNDREDS
TO MILLIONS OF DOLLARS IN TERMS OF IMPACT. BUT TYPICALLY, MORE THAN 50% HAD IMPACTS OF
LESS THAN $10,000. AND SO TWO THINGS THAT SHOWS YOU. ONE, THE IMPACT IS NOT SIGNIFICANT
IN TERMS OF AN AGGREGATE, IN TERMS OF THE ENTIRE ECONOMY. BUT FOR INDIVIDUAL COMPANIES,
IT COULD BE, IT COULD HAVE A SIGNIFICANT IMPACT. FOR INDIVIDUAL HOUSEHOLDS, IT COULD HAVE A
SIGNIFICANT IMPACT, SO A LOT OF THE STUDY IS AT THE MICRO LEVEL AS OPPOSED TO THE AGGREGATE
MACRO LEVEL.
I THINK THE PICTURE MOST OF US HAVE OVER THE LAST 24 HOURS ARE BUSINESSES THAT ARE CLOSED,
GROCERY STORES THROWING AWAY FOOD. IN FACT, THERE'S A LITTLE RESTAURANT DOWN THE STREET
FROM WHERE WE'RE LOCATED AND THEY WERE STRUGGLING TO SAVE THEIR FOOD, IN FACT, TO PUT IT ON
ICE. SMALL BUSINESS POTENTIALLY COULD HAVE LOST A LOT OF MONEY.
THAT'S RIGHT. IN FACT, THOSE THAT THEIR INVENTORIES ARE IMPORTANT TO THEM FOR THAT SALE THAT THEY
REQUIRE IN ORDER TO PAY THEIR BILLS ARE PROBABLY SPENDING OVERTIME THINKING ABOUT HOW TO SAVE
THAT BECAUSE OF THE VALUABLE PRODUCT. THE LARGER THE BUSINESS, THE MORE INSURANCE THEY
MIGHT HAVE, MIGHT HAVE BACKUP SYSTEMS IN PLACE, WHETHER GENERATORS OR OTHER THINGS, A CAPITAL
PIECE OF EQUIPMENT THAT A SMALL BUSINESS COULDN'T AFFORD TO PURCHASE. SO EACH STEP DOWN THAT
ROAD, AND I THINK YOU CAN SEE IT EVEN AT THE RESIDENTIAL SIDE, THE POINT YOU MENTIONED.
THERE ARE PEOPLE WHO DIDN'T EXPECT TO TAKE TODAY OFF, WHO ARE HOURLY WAGES, AND NOW THEY
HAVE TAKEN IT OFF AND IT'S GOING TO HURT IN TERMS OF HOW MUCH MONEY THEY ACTUALLY HAVE
AVAILABLE TO THEM TO EITHER BUY FOOD OR MAKE THE HOUSING PAYMENT OR RENTAL PAYMENT OR WHATEVER
THEY ARE GOING TO DO.
EVERYBODY SEEMED TO DO WHAT THEY COULD. WE WANT TO PLAY A CLIP FROM THE LOCAL BUSINESS,

YOU CAN'T EAT RAW. RIGHT? THE ALTERNATIVE IS MAYBE A RESTAURANT STAYED OPEN, BUT SAID,
LOOK, OUR MEAN YU IS LIMITED TONIGHT TO FRESH ITEMS AS OPPOSED TO GRILLED ONES, BECAUSE
WE DON'T HAVE ANY OF THAT AVAILABLE. THEY ARE ADJUSTING, ROLLING WITH THE PUNCHES, AS

WERE DESCRIBED BY PEOPLE WHO KNEW THEM AS SIMPLE DESERT MEN. THEY ATE AND SLEPT ON THE

AND HOW WERE THEY LOCATED IN SAN DIEGO?

NOW, WE KNOW THAT THE MEN WHO RENTED THEM A ROOM WAS ACTUALLY AN INFORMANT FOR SAN DIEGO

TO ASCERTAIN WHETHER THEY INTENDED ANY HARM TO THE UNITED STATES. HE --WHAT WE KNOW IS
THAT THE FBI KNEW THAT HE RENTED ROOMS TO THESE STUDENTS. BEYOND THAT, WE DON'T KNOW
ANYTHING ELSE. HOWEVER, THE CIA AT THE TIME KNEW THAT THE TWO HAD ATTENDED A MEETING OF
AL-QAEDA OPERATIVES IN MALASIA AND IT WAS ALMOST IMMEDIATELY AFTER THAT MEETING THAT
THEY FOUND THEIR WAY TO SAN DIEGO. THE CIA KNEW THAT THESE TWO GUYS HAD ATTENDED THE
MEETING. THEY ALSO KNEW THAT THEY HAD ENTERED THE U.S. THE FBI KNEW THE TWO MEN HAD ATTENDED
THE MEETING, BUT DID NOT KNOW THAT THEY HAD ENTERED THE U.S. AND THE CIA DID NOT COMMUNICATE

IN 2000, OR EVEN IF AFTER THEY LEFT SAN DIEGO THE FBI HAD FOUND OUT, THEY COULD HAVE HELPED
AUTHORITIES TRACK, FIRST OF ALL, RETRACE THEIR STEPS IN SAN DIEGO, AND TRACK THESE GUYS ELSEWHERE
IN THE UNITED STATES. BUT HE DOES --THE VARIOUS INVESTIGATIONS INTO 9/11 HAVE BEEN THE FBI
AND THE SAN DIEGO, SAYING THAT THE FACT THAT THESE GUYS LIVED WITH AN FBI INFORMANT WAS
A MISSED OPPORTUNITY BY THE FBI IN SAN DIEGO TO HAVE SCRUTINIZED THESE GUYS A LITTLE BIT

I SAW EVERYTHING ON THE NEWS AND THE PLANES, YOU KNOW, CRASHING INTO THE TWIN TOWERS, AND
PEOPLE IN TEARS AND THE FIREFIGHTERS AND THE TICKERS SCROLLING ACROSS THE SCREEN. I FROZE.

CONTINUE TO BE AS DEMANDING AS THEY ARE NOW.

UP AN ARAB, EVEN THOUGH I WAS RAISED IN AMERICA.
BECAUSE I'M A FIREFIGHTER, IT WAS WRENCHING TO WITNESS AND WATCH ON TELEVISION. I DON'T
BELIEVE THE COURSE OF MY LIFE HAS CHANGED AT ALL.
THE COURSE IN AFGHANISTAN, AND MY LIFE WITH MY FAMILY.
THERE ARE FRIENDS PERSONALLY THAT I LOST, SO I DEFINITELY HAVE MORE RESPECT FOR THE

I COULDN'T WATCH CARTOONS ON TV. EVERY SINGLE CHANNEL WAS ON NEW YORK.
IT PROMPTED ME TO GO INTO THE SERVICE AND TRY TO DO MORE WITH MY LIFE TO HELP OTHERS.

IS GOING TO IMMIGRATION AND CUSTOMS. THERE'S MONEY GOING TO THE POOR DISTRICT, BUT WE ARE
ON INTERNATIONAL BORDERS. THERE'S MONEY GOING TO THE METROPOLITAN TRANSIT DISTRICT TO MAKE
THE TRAINS SAFER. THERE'S MONEY GOING TO THE CITY AND THE COUNTY AND OUR FIRST RESPONDERS.
SO THERE IS MONEY FLOWING IN FROM MANY DIFFERENT, YOU KNOW, INTO MANY DIFFERENT AGENCIES AROUND
THE CITY.
HAS ANYONE HERE BEEN ABLE TO GET A HANDLE ON HOW MUCH MONEY? HAVE THEY SORT OF TOTALED
IT ALL UP?
WELL, IT'S INTERESTING. I DID TRY TO GET A TOTAL. THERE IS ONE SOURCE PUT OUT BY THE
CENSUS, CONSOLIDATED FEDERAL CENSUS, SUGGESTED WE GOT HALF A BILLION DOLLARS JUST IN 2009.
HOWEVER, I WAS UNABLE TO GET CONFIRMATION OF THAT FROM THE DEPARTMENT OF HOMELAND SECURED.

SOME OF THE DIFFERENT AGENCIES HAVE GOTTEN. THE PORT DISTRICT SAYS SINCE 9/11, THEY HAVE
HAD $32 MILLION AND THEY HAVE BEEN ABLE TO BEEF UP SECURITY, CYBERSECURITY, AROUND THE
BAY. THE CITY AND THE COUNTY SAY THAT THEY GET $16 MILLION EVERY YEAR IN WHAT'S CALLED
URBAN AREA SECURITY INITIATIVE MONEY.
DO WE KNOW, ALLISON, WHAT THESE VARIOUS DEPARTMENTS OR AGENCIES ARE SPENDING THEIR MONEY ON?
ABSOLUTELY. WELL, A LOT OF THE MONEY FOR THE URBAN AREA SECURITY INITIATIVE IS GOING ON
COMMUNICATIONS, ENTER OPERABLE COMMUNICATIONS, WHICH IS KEY. SO THEY SPENT ABOUT A HUNDRED
MILLION ON GETTING RADIOS SO THAT DIFFERENT AGENCIES CAN TALK TO EACH OTHER DURING AN
EMERGENCY. THEY ALSO SPENT 250 MILLION ON A REGIONAL ASSESSMENT ASSESSMENT CENTER, THEN
THE COUNTY OPERATIONS CENTER, ABOUT A MILLION SPENT ON IT. 10% EVERY YEAR IS SPENT ON TRAINING.
MOST OF IT IS REALLY TO DO WITH COORDINATION. IT'S LIKE SUPPLEMENTING LOCAL LAW ENFORCEMENT
AND FIRST RESPONDER MONEY TO MAKE US WORK TOGETHER MORE EFFECTIVELY IN AN EMERGENCY.
YOU WENT TO ONE OF THESE TRAINING EXERCISES, DIDN'T YOU?
YES, IT WAS ACTUALLY QUITE INTERESTING. THERE WAS PROBABLY ABOUT 200 FIRST RESPONDERS IN
SAN DIEGO HAVE BEEN TRAINED WITH THIS. IT WAS A SIMULATION EXERCISE TO BRING PEOPLE
WHO ARE ALREADY PRETTY EXPERIENCED IN DEALING WITH EMERGENCIES LIKE FIRE, POLICE, FBI, TOGETHER,
USING THESE RADIOS, WITH FOUR DIFFERENT CHANNELS. THEY ALSO HAD TELEPHONES, AND THEY WERE JUGGLING
ALL OF THESE DIFFERENT SOURCES OF COMMUNICATION AND WORKING WITH EACH OTHER FOR THE FIRST
TIME TO REALLY SIMULATE A CRISIS SITUATION THAT WOULD BE SIMILAR TO ONE THAT WE COULD
HAVE IN THIS REGION.
NOW, YOU BEGAN, ALLISON, BY DESCRIBING OUR GEOGRAPHY, WHERE A BORDER OF AN OCEAN, WE'RE
SURROUNDED. DOES THAT MAKE US UNIQUE COMPARED TO THE REST OF THE COUNTRY?
ACCORDING TO THE DEPARTMENT OF HOMELAND SECURITY, SAN DIEGO HAS BEEN NAMED A TIER 1 CITY IN
TERMS OF THE RISK. THERE ARE ONLY 11 CITIES IN THE NATION CATEGORIZED AS TIER 1. SAN DIEGO
IS UP THERE IN TERMS OF RISK AS FAR AS HOMELAND SECURITY IS CONCERNED.
SO BEING A TIER 1, AS SOMEBODY WHO LIVES IN THIS COUNTY, SHOULD THAT PUT US AT EASE FROM
THE POINT OF VIEW, THAT, OH, THERE'S THIS MONEY FLOWING AND WE'RE PREPARED, OR SHOULD
WE BE WORRIED THAT WE'RE A TARGET?
WELL, I THINK THAT'S A GOOD QUESTION. I THINK SAN DIEGO IS MORE THAN JUST A BEAUTIFUL, SUNNY
CITY ON THE OCEAN WHERE A LOT OF TOURISTS ENJOY COMING ON VACATION. IT IS ALSO ONE OF
THE LARGEST MILITARY INDUSTRIAL COMPLEXES IN THE COUNTRY AND IT IS ON THE BORDER AND
IT HAS NOW A LARGE PRESENCE OF THE NAVY MOVING -- 60% OF NAVY RESOURCES ARE MOVING TO THE
WEST COAST AND SAN DIEGO IS ONE OF THE MAJOR BASES. SO IT IS DEFINITELY A STRATEGIC REGION
FOR THE NATION, AND AS A RESULT, WE ARE RECEIVING MORE RESOURCES. AND I THINK THAT THE INTERESTING
THING WAS THAT AFTER KATRINA, THE FEDERAL GOVERNMENT DECIDED THAT HOMELAND SECURITY
MONEY COULD BE USED NOT JUST FOR TERRORISM THREATS, BUT ALSO FOR NATURAL DISASTERS, AND
LET'S FACE IT, WE KNOW THAT EARTHQUAKES AND FIRES, JUST LOOK AT THE NEWS AROUND THE COUNTRY
THIS WEEK, NATURAL DISASTERS ARE SOMETHING THAT IS A VERY REAL, TERRORIST ATTACK OR NOT,
AND WE DO HAVE A LOT MORE RESOURCES NOW TO DEAL WITH THOSE KINDS OF DISASTERS.
SO FINALLY, ALLISON, ARE WE SAFER IN THE EVENT OF ATTACK, OR ARE WE SAFER IN THE EVENT OF
NATURAL DISASTER?
EVERYONE I HAVE SPOKEN TO HAVE SAID UNQUALIFIED YES. THE SAN DIEGO REGION IS MUCH SAFER SINCE

THESE RESOURCES FOR, FROM HOMELAND SECURITY MONEY.
