For the second time, state regulators have postponed a hearing over the troubled San
Onofre nuclear power plant. {**VO**}
[TAKE VO] [CG :SDW Headline\PUC Delays Vote On San Onofre]
The Public Utilities Commission was supposed to vote today on whether to order the plant's
operators... To disclose the potential economic impact
of the problems. San Onofre has been shut down since January
because of problems with tubes in its steam generators.
The bill so far... 165-million dollars. Consumer and environmental groups want the
P-U-C to investigate. [Anchor:DWANE] {***DWANE***}
[ReadRate:13] An environmental group is giving poor grades
to most of the San Diego city council. The League of Conservation Voters released
its annual environmental report card today. {**FS**}
[TAKE FS: DeMaio & Faulconer] Councilman and mayoral candidate Carl DeMaio
[TAKE FS: DeMaio Faulconer Grade] got an F.
So did councilman Kevin Faulconer. [TAKE FS: Sanderrs and Zapf]
The League gave a D-minus to [TAKE FS: Sanders Zapf Grade]
Mayor Jerry Sanders and Councilwoman Lorie Zapf....
[TAKE FS: Lightner & Young] While Sherri Lightner and Tony
[TAKE FS: Lightner Young Grade] Young each got a D.
[TAKE FS: Alvarez] David Alvarez
[TAKE FS: Alvarez Grade] rated a C-minus.
[TAKE FS: Gloria & Emerald] The best grades went to
[TAKE FS: Gloria Emerald Grade] Todd Gloria and Marti Emerald.
[TAKE FS: Issues list] Council members were graded on their votes
relating to a variety of environmental issues. Sanders doesn't have a vote... but he was

[ReadRate:13] San Diego mayor's race is cranking up after
a couple of quiet months since the June primary. Republican political consultant Tom Shepard
has joined the campaign of Democratic candidate Bob Filner.

KPBS Metro reporter Katie Orr has been following the story and joins us from the News Center.

[ReadRate:13] Katie, remind us who Tom Shepard is and why
its a big deal he's joining the Filner campaign? {**Katie**}
[CG :LOWER THIRD\Katie Orr\Metro Reporter] Shepard is a long time Republican consultant
in San Diego. [TAKE FS: Tom Shepard]
He's given credit for getting three of the cities last 5 mayors elected, including current
Mayor Jerry Sanders. He was also running the mayoral campaign of
Republican turned independent Assemblyman Nathan Fletcher.
[TAKE: Newsroom Cam] But it was a bit of a shock to the local political
world that Shepard would actively help a democrat win the mayor's office.
But Shepard told the UT San Diego he think Republican candidate Carl DeMaio would be
terrible for the city. He says he's likely to lose clients as a result
of his decision. But Political Science Professor Carl Luna says this could actually be a smart
decision for Shepard in the long-run because the city is slowing becoming more Democratic.

[ReadRate:13] Shepard isn't the only consultant crossing
party lines, is he? {**Katie**}
No, Carl DeMaio has hired Democratic consultant Art Castanares to work on his campaign.
Again, Carl Luna says it's really not unusual for consultant to switch parties.
[TAKE: Studio] He says getting a win is so important for
consultants that many don't mind going back and forth.
They just want to work with a candidate they think has a good shot of winning.

[INSERT OTS] An accidental overdose of prescription drugs
killed a San Diego State student at a fraternity house last spring.
County medical examiner says 20-year-old Barzeen Bar-zan-ji overdosed on oxycodone and a generic
form of Xanax. {**VO**}

For Death At Frat House] He was found in the Phi Kappa Theta house,
after a party. The fraternity's temporary suspension has
been lifted. [Anchor:DWANE] {***DWANE/VO***}

[CG :SDW Headline\Marijuana Reporter In Body Of Yacht Racer]
Marijuana was reportedly found in the body of a sailor killed in a yacht racing crash
last April. The Orange County Register says traces of
the drug were found by the San Diego County Medical Examiner.
The racing yacht smashed into an island off the Mexican coast.
Four people were killed and the Coast Guard is still investigating. [Anchor:DWANE]

Airport security screeners have their first-ever collective bargaining agreement.

[CG :SDW Headline\TSA Workers Get First Collective Bargaining Agreement]
The deal covers nearly 45-thousand workers with the Transportation Security Administration
or TSA. Union leaders say it creates a new process
for resolving discipline problems. And includes a new system for performance-based
pay raises. T-S-A workers were granted limited union rights
last year. But they can't strike or stage work slowdowns.

Former governor Arnold Schwarzenegger wants to pass along his seven year political experience
in Sacramento. So he's joining with U-S-C to create a new
think tank. It will be called the U-S-C Schwarzenegger
Institute for State and Global Policy. He says he'll raise 20 million dollars to
fund the think tank. It will focus on intelligent and civil discussion
to solve problems. [Anchor:DWANE] {***DWANE***}
[ReadRate:13] UC- San Diego has
a new chancellor. Peggy Pico introduces us and finds out his
plan to for dealing with a shrinking budget.

The centers for disease control says most adults should get about 150 minutes a week
of moderate-intensity exercise. For some, that's a tall order, both in finding
the time and the motivation. A San Diego company has come up with a new
smartphone app to help with motivation. KPBS Reporter Claire Trageser gives us a look.
