Photoshop Tutorial - Create Sun Rays

Import your photo then create a new layer
Press D to set the default colors
Now go to Filter > Render > Clouds
Now go to Filter > Blur > Radial Blur
Enter the same settings I have
Now drag the radial point to the location you want
Now set the blending mode to overlay
And just play with the settings until you have the desired results
