>> >>PEGGY: AND TONIGHT WE MARK NATIONAL VOTER REGISTRATION DAY WITH AN UPDATE ON THE NEW
LAWS AFFECTING CALIFORNIA VOTERS AND HOW THEY STACK UP AGAINST OTHER STATE.
THEN WE'LL EXPLAIN HOW SOME NATIONAL COLLEGE RANKINGS ARE DONE AND WHY A LOCAL CRITIC SAYS
THEY'VE GOT SOME SERIOUS FLAWS. >> >>DWANE: AND THERE'S DISCORD IN THE ORCHESTRA
PIT, NINE HOURS OF TALKS WITH NO AGREEMENT FOR ORCHESTRA NOVA AND THE MUSICIAN'S UNION.
KPBS EVENING EDITION STARTS NOW. CAPTIONS PROVIDED BY ECAPTIONS
>> >>DWANE: HELLO, GOOD EVENING, THANKS FOR JOINING US, I'M DWANE BROWN.
TWO SAN DIEGO COUNTY SHERIFFS DEPUTIES ARE IN SURGERY AFTER BEING SHOT IN LAKE SIDE.
THE SUSPECTED SHOOTER IS ALSO IN THE HOSPITAL. HE'S IDENTIFIED AS 35 YEAR OLD DANIEL WHITSACK.
THE DEPUTIES WENT TO HIS APARTMENT THIS AFTERNOON AFTER HIS GIRLFRIEND REPORTED FINDING PORNOGRAPHIC
PICTURES OF HER DAUGHTER ON HIS CELL PHONE. SO FAR THERE'S NO WORD ON HIS CONDITION OR
THAT OF THE TWO DEPUTIES. FIRE FIGHTERS SAY THEY'VE MADE PROGRESS AGAINST
A WILD FIRE NEAR THE CAMPO INDIAN RESERVATION, THE SHOCKEY FIRE IS ABOUT 55% CONTAINED TONIGHT.
IT'S BURNED AT LEAST 20 HOMES AND NEARLY 3,000 ACRES.
A MAN'S BODY WAS FOUND IN ONE OF THOSE HOMES. HE HASN'T YET BEEN IDENTIFIED.
A 6.2 EARTHQUAKE HAS HIT THE SOUTHERN PART OF BAJA CALIFORNIA.
IT WAS CENTERED ABOUT 45 MILES NORTH EAST OF LA PAZ, FOLLOWED BY A 4.6 QUAKE SLIGHTLY
CLOSER TO LA PAZ. SO FAR THERE ARE NO REPORTS OF DAMAGE.
THE LATEST POLL IN THE SAN DIEGO'S MAYOR'S RACE GIVES CONGRESSMAN BOB FILNER A DOUBLE
DIGIT LEAD OVER COUNCILMAN CARL DEMAIO. 50% OF LIKELY VOTERS TDZ THEY WOULD VOTE FOR
FILNER, 38% FOR DEMAIO AND 13% UNDECIDED. THE POLL WHICH COMES THE SAME DAY DEMAIO PICKS
UP AN IMPORTANT ENDORSEMENT. SO KATIE, I UNDERSTAND THIS ENDORSEMENT CAUGHT
SOME FOLKS BY SURPRISE. WHO WAS INVOLVED?
>> >>: IT WAS A BIT SURPRISING. SAN DIEGO MAYOR JERRY SANDERS CAME OUT SC
IN SUPPORT OF FELLOW REPUBLICAN COUNCILMAN CARL DEMAIO.
THE RELATIONSHIP BETWEEN THE TWO MEN ISN'T GREAT.
SANDERS ADMITS THEY DON'T TALK MUCH, AND IT WASN'T CERTAIN SANDERS WOULD ENDORSE THE MAYOR'S
RACE. HE CONSIDERED THE CANDIDATES AND ALL THE YEARS
HE'S WORKED FOR THE CITY, HIS DECISION BECAME CLEAR.
>> >>: I LOVE THIS CITY TOO MUCH JUST TO SIT IT OUT BECAUSE IT WOULD BE THE EASIEST THING
FOR ME. I THINK CARL IS SOMEBODY WHO I BELIEVE WILL
CARRY ON WHAT WE STARTED WITH REFORM, WHO WILL CARRY ON WHAT WE START WOULD FINANCIAL
STABILITY, WHO WILL DO THAT GOOD JOB OVER THE NEXT EIGHT YEARS THAT WE NEED TO MAKE
SURE THAT THIS CITY CAN SUSTAIN ITSELF AS WE MOVE INTO THE FUTURE.
>> >>DWANE: BUT, KATIE, THESE TWO MEN HAD SOME PRETTY HARSH WORDS FOR EACH OTHER IN
THE PAST, RIGHT? >> >>: THAT'S RIGHT, DWANE.
DEMAIO HAS CRITICIZED SANDERS, HE HAS NEVER VOTED TO APPROVE A BUJ LT SANDERS HAS PUT
FORWARD. SANDERS SAYS DEMAIO WON'T SUPPORT HIS BUDGET
BECAUSE HE NEEDS PEOPLE TO BELIEVE THE CITY'S IN DIRE FINANCIAL STRAIGHTS IN ORDER TO GET
THEIR VOTES. SANDERS SLAMMED DEMAIO FOR TAKING CREDIT FOR
FISCAL REFORM MADE IN THE CITY. >> >>: CARL PROBABLY TAKES CREDIT FOR MY WEIGHT
LOSS, PROBABLY TAKES CREDIT FOR THE WEEDS I PULLED IN THE BACK YARD LAST WEEK.
IT'S ALL BULL ****. SOハ
>> >>: BOTH INSIST WHILE THEY MAY NOT BE FRIENDS THEY HAVE A SHARED VISION FOR SAN DIEGO.
>> >>DWANE: I'M WONDERING WHAT DEMAIO'S OPPONENT CONGRESSMAN BOB FILNER THINKS ABOUT THIS.
>> >>: FILNER SAYS HE BELIEVES SANDERS WAS PRESSURED INTO THE ENDORSEMENT, WHICH SANDERS
DENIES. AND FILNER POINTS OUT THAT HE IS 12 POINTS UP IN THE LATEST POLL.
A LOOK AT THE POLL NUMBERS SHOW FILNER IS CONTINUING TO RISE IN THE POLLS A AS WELL.
HE SAYS THAT HE BELIEVES THIS MEANS HIS MESSAGE IS RESONATING WITH VOTERS SO WE'LL WAIT AND
SEE. >> >>DWANE: YES, WE WILL.
KPBS METRO REPORTER KATIE ORR. GOVERNOR JERRY BROWN HAS SIGNED SOME BILLS
TO KEEP CALIFORNIA STATE PARKS OPEN WITH NO CLOSURES FOR TWO YEARS.
THEY ALSO CREATE GREATER OVERSIGHT ON SPENDING FOLLOWING A SCANDAL WHERE 54ハMILLION DOLLARS
WAS HIDDEN AWAY. THE GOVERNOR ALSO SIGNED A BILL PAVING THE
WAY FOR SELF DRIVING CARS. GOOGLE ALREADY HAS A DOZEN OF THE COMPUTERIZED
CARS AND COULD BE AVAILABLE TO THE PUBLIC IN THE NEXT DECADE.
STILL NO HARMONY BETWEEN ORCHESTRA NOVA AND THE MUSICIANS UNION. THE LATEST ROUND OF CONTRACT
TALKS BROKE DOWN AFTER NINE HOURS AND BOTH SIDES ARE FRUSTRATED WITH THE LACK OF PROGRESS
HERE IN SAN DIEGO. KPBS ARTS REPORTER, ANGELA CARONE.
NINE HOURS OF TALKS NO CONTRACT, WHAT HAPPENED? >> >>: THE TWO PARTIES CONTINUED TO BATTLE
IT OUT OF OVER THE KIND OF CONTRACT THEY WANT. ORCHESTRA NOVA WANTS TO PICK AND CHOOSE UNION
MUSICIANS, CONCERT BY CONCERT SO THEY CAN HIRE PEOPLE WHO SHOW EMOTION ON STAGE, WHICH
IS THEIR VISION FOR HOW CLASSICAL MUSIC SHOULD BE PERFORMED. THE MUSICIANS WANT THE TRADITIONAL
CONTRACT THAT'S RENEWED EVERY YEAR. SO YESTERDAY NOVA OFFERED TO GIVE THAT TRADITIONAL
CONTRACT TO HALF THE MUSICIANS AND PICK AND CHOOSE THE OTHER HALF.
BUT THE MUSICIANS SAID THEY CAN'T AGREE TO FIRING HALF THE ORCHESTRA, ESPECIALLY WHEN
IT'S BASE SAID ON WHAT THEY CALL A SUBJECTIVE THING LIKE SHOWING EMOTION ON STAGE.
THE TWO ARE AT A COMPLETE IMPASSE. SO WHAT.
>> >>DWANE: WHAT DOES THIS MEAN? THE FIRST ORCHESTRA NOVA CONCERT IS OCTOBERハ20.
>> >>: AT THE END OF AUGUST, BEFORE TALKS BROKE DOWN COMPLETELY, THE MUSICIANS HAD AGREED
TO PERFORM AT THAT CONCERT AS AN ACT OF GOOD FAITH.
THE UNION SAYS RIGHT NOW THEY'RE NOT PLANNING TO STRIKE, BUT THAT'S CERTAINLY AN OPTION
GOING FORWARD. RIGHT NOW THEY'RE BUSY CONTACTING AMATEUR
ORCHESTRAS, TO LET THEM KNOW WHAT'S HAPPENING, IN CASE ORCHESTRA NOVA IS RECRUITING FROM
THOSE AREAS TO REPLACE UNION MUSICIANS. >> >>DWANE: THIS ISN'T EVEN GETTING INTO THE
DISPUTE OVER SALARY. >> >>: THAT'S RIGHT.
THIS FITS WITH A NATIONAL TREND RIGHT NOW WHERE LOCK OUTS AND STRIKES ARE HAPPENING
ALL OVER THE COUNTRY AS ORCHESTRAS CUT BACK TO SURVIVE.
>> >>DWANE: I HOPE THEY GET IT TOGETHER. I LOVE ORCHESTRA NOVA.
KPBS ARTS REPORTER, ANGELA CARONE. SAME DAY VOTER REGISTRATION JUST GOT EASIER
IN CALIFORNIA. PEGGY PICO EXPLAINS HOW THE LAW COMPARES TO
VOTER ACCESS RULES IN OTHER STATE. >> >>PEGGY: GOVERNOR JERRY BROWN SIGNING COINCIDED
WITH TODAY'S NATIONAL VOTER REGISTRATION DAY. HE SAID HIS GOAL IS TO INCREASE VOTER TURN
OUT. MEAN WHILE SEVERAL OTHER STATE HAVE ESTABLISHED
MORE RESTRICTIVE VOTER I.D. LAWS. HERE WITH DETAILS ON CALIFORNIA'S NEW VOTER
LAWS ARE ACLU VOTER RIGHTS ATTORNEY LAURIE SHELLENBERGER AND DEBORAH SEILER WITH SAN
DIEGO COUNTY REGISTRAR OF VOTERS. LORIE, FIRST QUESTION TO YOU, HOW IS THIS
NEW CALIFORNIA SAME DAY REGISTRATION LAW WORKING AND WHEN DOES IT GO INTO AFFECT?
>> >>LORI SHELLENBERGER: YESTERDAY THE GOVERNOR SIGNED TWO SIGNIFICANT PIECES OF LEGISLATION
ONE IS THE SAME DAY REGISTRATION LAW WHICH WILL NOT GO INTO AFFECT IMMEDIATELY.
THERE'S STILL A REGISTRATION DEADLINE OF OCTOBERハ22 IN PLACE FOR THIS ELECTION.
BUT HOPEFULLY BY THE NEXT PRESIDENTIAL ELECTION VOTERS WILL BE ABLE TO REGISTER AND VOTE IN
THE TWO WEEKS LEADING UP TO AND ON ELECTION DAY.
>> >>PEGGY: A LOT CLOSER. WE'LL TALK MORE ABOUT THAT.
DEN RAW, GIVE US A SNAP SHOT OF VOTERS IN SAN DIEGO.
HOW MANY PEOPLE ARE ELIGIBLE AND HOW MANY HAVE REGISTERED.
>> >>DEBORAH SEILER: ACTUAL REGISTERS IS PRETTY CLOSE TO 1.5ハMILLION VOTERS IN SAN DIEGO
COUNTY. AND WE'REハ THE R THE THIRD LARGEST IN TERMS
OF OVERALL VOTER REGISTRATION. THAT'S ABOUT 70% OF THOSE WHO ARE ELIGIBLE.
>> >>PEGGY: THAT IS HIGHER THAN THE NATIONAL AVERAGE, CORRECT?
>> >>DEBORAH SEILER: THAT IS A LITTLE BIT HIGHER AND WE FEEL VERY GOOD ABOUT THAT LEVEL.
>> >>PEGGY: DO THOSE PEOPLE WHO REGISTER TURN OUT TO VOTE? WHAT IS THAT LIKE?
>> >>DEBORAH SEILER: THAT DEPENDS ON THE ELECTION. WHAT WE FIND IS THAT IN THE NOVEMBER ELECTION,
THE TURN OUT IS ALWAYS HIGHER THAN THE JUNE PRIMARY ELECTION.
AND IN A PRESIDENTIAL GENERAL IT'S HIGHER THAN IT IS IN A GUBERNATORIAL GENERAL.
>> >>PEGGY: SOME OF THE BILLS THE GOVERNOR SIGN AIMED TO EXPAND VOTER REGISTRATION, BUT
7 SEVERAL STATE ARE DOING THE OPPOSITE. THEY SEEM TO BE RESTRICTIVE SAYING YOU CAN
ONLY USE CERTAIN I.D. FOR DOCUMENTATION. WHY AND HOW ARE THEY DOING IT?
>> >>LORI SHELLENBERGER: SINCE 2011 ALONE, 17 STATE HAVE PASSED 24 RESTRICTIONS ON VOTING,
BOTH VOTER REGISTRATION, THE TIMING OF VOTING AND VOTER I.D. LAWS.
THERE MAY BE LIMITATIONS ONハ ON WHAT CAN DO VOTER REGISTRATION, OTHER STATE THAT ARE
ELIMINATING EARLY VOTING, OR STATE REQUIRING GOVERNMENT ISSUED I.D. IN ORDER TO VOTE AT
THE POLLS. THE CONCERN IS THAT POLITICIANS ARE MANIPULATING
OUR ELECTION SYSTEM IN A WAY THAT THEY GET TO CHOOSE WHO'S VOTING FOR THEM SINCE THESE
LAWS DISPROPORTIONATELY AFFECT CERTAIN PEOPLE. >> >>PEGGY: RECENTLY WE DID A REPORT ON LOCAL
POLL WORKERS HERE OBSERVING VOTER FRAUD. IS THAT AN ISSUE IN SAN DIEGO?
>> >>DEBORAH SEILER: I DON'T THINK THAT VOTER FRAUD PER SE IS AN ISSUE IN SAN DIEGO COUNTY.
OCCASIONALLY WE HAVE GROUPS THAT GO OUT AND PAY FOLKS TO REGISTER VOTERS AND THAT ISハ
OCCASIONALLY TEMPTING FOR SOME OF THOSE CIRCULATORS TO MAYBE MAKE UP A FEW FICTITIOUS NAMES.
BUT THEY'RE DOING IT FOR THE MONEY. AND THAT'S VOTER REGISTRATION FRAUD, BUT NOT
VOTE FRAUD. WE DON'T FIND THAT IT TRANSLATES INTO VOTE
FRAUD. >> >>PEGGY: AND WHAT PROTECTIONS, LORI, ARE
IN PLACE TO MAKE SURE VOTER FRAUD DOESN'T HAPPEN IN THE STATE AND ACROSS THE COUNTRY?
>> >>LORI SHELLENBERGER: I THINK THAT'S THE POINT.
WE HAVE LOTS OF PROTECTION. FIRST AND FOREMOST, IT'S A FELONY, WITH A
HUGE FINE TO COMMIT IN PERSON VOTER FRAUD. WE DOUBT MANY PEOPLE WOULD DO THAT FOR THE
RISK OF ONE VOTE. BUT ALSO OUR ELECTION SYSTEM, WE HAVE DATABASES,
REGULATIONS IN PLACE THAT CATCH ANYONE WHO'S A DUPLICATE VOTER THAT PEOPLE WHO ARE DECEASED,
WHO ARE THEN REMOVED FROM THE VOTER ROLES. SO WE HAVE A COMPREHENSIBLE ELECTION CODE
I THINK DEBORAH WOULD AGREE INSURES WE'RE CATCHING THAT WHICH IS WHY WE DON'T SEE THOSE
INSTANCES OF VOTER FRAUD. >> >>PEGGY: LET'S TALK ABOUT WHAT'S HAPPENING
RIGHT NOW. ELECTION DAY IS NOVEMBERハ6.
DEBORAH, TELL US WHAT SOME OF THE OTHER DEADLINES ARE HERE WE NEED TO BE AWARE OF.
>> >>DEBORAH SEILER: CURRENTLY, VOTERS ARE NOW RECEIVING THEIR STATE BALLOT PAMPHLET
IN THE MAIL, SO THAT'S GOING INTO THE MAIL AS WE SPEAK, AND STARTING NEXT WEEK, THEY
WILL START TO RECEIVE THEIR SAMPLE BALLOT BOOKLETS.
AS FAR AS DEADLINES, THE FIRST DAY TO ACTUALLY COME INTO OUR OFFICE TO VOTE IS OCTOBERハ8,
AND WE WILL BE OPEN FROM 8 TILL 5, EVERY SINGLE DAY.
WE'LL BE OPEN THE SATURDAY BEFORE THE ELECTION. THE CLOSE OF REGISTRATION AS LORI POINTED
OUT THIS NEW SAME DAY REGISTRATION BILL IS NOT IN AFFECT NOW.
WE STILL DO HAVE A CLOSE OF REGISTRATION 15 DAYS BEFORE THE ELECTION.
THAT DAY IS OCTOBERハ22. OUR OFFICE WILL BE OPEN UNTIL MIDNIGHT THAT
NIGHT FOR VOTERS WHO WANT TO COME DOWN AND REGISTER TO VOTE.
FORMS ARE ALSO AVAILABLE ONLINE NOW, AND ALSO IN LIBRARIES, POST OFFICES, CITY CLERK OFFICES.
>> >>PEGGY: YOU CAN'T REGISTER ONLINE BUT YOU CAN DOWNLOAD THE REGISTRATION FORMハ
>> >>LORI SHELLENBERGER: YOU CAN ACTUALLY REGISTER ONLINE NOW.
THAT WAS ANOTHER EXCITING DEVELOPMENT IN CALIFORNIA. THERE IS PAPERLESS REGISTRATION WHERE IF YOU
HAVE A DRIVER'S LICENSE OR A STATE ISSUED I.D. NUMBER YOU CAN REGISTER ONLINE AND BE
INSTANTLY REGISTERED. >> >>PEGGY: THAT SAME DAY REGISTRATION IS
GOING TO BE NEXT ELECTION. >> >>LORI SHELLENBERGER: RIGHT.
>> >>PEGGY: LORI SHELLENBERGER AND DEBORAH SEILER, THANK YOU SO MUCH FOR TALKING WITH
US TODAY. >> >>DWANE: A PLAN MORE THAN 100 YEARS IN
THE MAKING IS FINALLY COMING TRUE IN DOWNTOWN SAN DIEGO.
A SPECTACULAR NEW WATER FRONT PARK WILL SOON ENHANCE WHAT SOME WILL CALL OUR JEWEL ON THE
BAY, THE COUNTY ADMINISTRATION CENTER. THIS IS WHERE COUPLES GET THEIR MARRIAGE LICENSES
AND SOMETIMES HOLD CEREMONIES ON THE STEPS OVERLOOKING THE BAY.
IT'S ALSO WHERE PROPERTY OWNERS COME TO TAKE CARE OF TAX AND ASSESSMENT ISSUES AND CHILDREN
AND FAMILY ALREADY USE THE SCENIC PROPERTY FOR PLAYING AND HORSING AROUND BETWEEN SOCIAL
EVENTS. CONSTRUCTED IN THE 1930S PLAN TO BUILD A WATER
FRONT PART NEVER CAME TO PASS UNTIL NOW. >> >>: AN OLD LINE IN A SONG FROM THE 1970S
THAT LAMENTS THEY PAVED PARADISE AND PUT UP A PARKING LOT.
WELL, TODAY, WE'RE HERE TAKING AWAY A PARKING LOT, AND PUTTING UP A BEAUTIFUL SLICE OF PARADISE.
>> >>DWANE: COUNTY SUPERVISOR GREG COX BORROWED FROM A JOANY MITCHELL SONG.
AN UNDER GROUND PARKING FACILITY WITH 250 PUBLIC SPACES.
IT SHOULD BE FINISHED BY NEXT FALL. AND IF YOU HAVE COUNTY BUSINESS IN THE MEANTIME,
YOU CAN STILL PARK ON THE NORTH SIDE. >> >>: THE PARK WILL FEATURE A SERIES OF DIVERSE
THEMED LANDSCAPED ROOMS WITH PLENTY OF SEATING AND PATHS.
THE GARDENS WILL BE SEPARATED BY SHADE TREES AND HEDGES IN DISTINCT DIFFERENT AREAS.
>> >>DWANE: IT WILL ALSO FEATURE AN 830 FOOT LONG FOUNTAIN WITH WATER JETS SHOOTING INTO
THE AIR AND A SPLASH AREA FOR CHILDREN. >> >>: MY RECOLLECTION OF THIS AREA WAS MOSTLY
WORKING DOCKS, I RECALL LANE FIELD DOWN HERE, OF COURSE IT'S ALL HOTELS AND THINGS LIKE
THAT TODAY. >> >>DWANE: TERRY DICKINSON REALLY LIKES THE
IDEA AND HAS WATCHED THE CHANGES ALONG THE DOWNTOWN WATER FRONT OVER THE PAST 56 YEARS.
>> >>: THE MIDWAY, FABULOUS LOCATION STAR OF INDIA IS ALSO A BIG ATTRACTION.
AND THE RESTAURANTS DOWN HERE. SO THE PARK CAN ONLY HELP ALL OF THAT.
>> >>DWANE: AND GIVE US ANOTHER OPPORTUNITY TO IMPRESS VISITORS OF OUR CITY.
COMPLETION IS EXPECTED IN THE SPRING OF 2014. THE COUNTY SAYS ABOUT A THIRD OF THE $46.5ハMILLION
COSTS WILL BE PAID FOR FROM THE GENERAL FUND AND THE REST WILL COME FROM BONDS FINANCED
AT A LOW INTEREST RATE. >> >>DWANE: ALL BRANCHES OF THE U.S. MILITARY
HAVE BEEN ORDERED TO IMPROVE THEIR TRAINING ON PREVENTING SEXUAL ASSAULT.
THE DEFENSE SECRETARY SAYS THERE BUR NEARLY 3200 REPORTED CASES OF SEXUAL ASSAULT LAST
YEAR. BUT BECAUSE MANY CASES GO UNREPORTED THE COUNT
MAY BE CLOSER TO 19,000. SCHOOLS AND CON SL TS ACROSS THE COUNTRY SAY
THEY'RE OVER LOADED WITH REQUESTS FOR DOCUMENTS BECAUSE OF A NEW PROGRAM ALLOWING YOUNG, ILLEGAL
IMMIGRANTS TO APPLY FOR WORK PERMITS. SAN DIEGO PUBLIC SCHOOL'S HIRED FIVE EMPLOYEES
TO HANDLE RECORDS REQUEST. 1.7ハMILLION PEOPLE MAY CALL QUALIFY.
THE UNIVERSITY OF SAN DIEGO IS CELEBRATING ONE OF THE LARGEST GIFTS IT'S EVER RECEIVE
SAID. 20ハMILLION DOLLARS TO CREATE THE SHILEY
SCHOOL OF ENGINEERING. THE DONATION COMES FROM THE WIDOW OF DONALD
SHILEY, SHE SAYS SHE WANTS TO INSPIRE STUDENTS. >> >>: I THINK WHEN YOU ARE MADE THE STEWARD
OF WHAT SOMEONE IS SUCH AS MY LATE HUSBAND DID, IT BECOMES VERY IMPORTANT TO DO THE RIGHT
THING OR THE BEST YOU DO. EVERY DAY I KIND OF ASK MY LATE HUSBAND FOR
A LITTLE GUIDES NS, AM I DOING THE RIGHT THING. AND I THINK HE'S SENDING MESSAGES THAT THIS
IS WHAT HE HAD IN MIND. >> >>DWANE: IN THE LAST 20 YEARS USD'S ENGINEERING
DEPARTMENT HAS GROWN FROM 5 STUDENTS TO NEARLY 400.
THE U.S. NEWS ANNUAL COLLEGE RANKINGS ARE SUPPOSED TO HELP STUDENTS AND PARENTS DECIDE
THE BEST UNIVERSITY TO ATTEND. PEGGY PICO EXPLAINS THE METHOD BEHIND THE
RANKINGS AND WHAT THEY REALLY MEAN. >> >>PEGGY: UC SAN DIEGO SCORED BIG AGAIN
THIS YEAR IN THE NATION'S RANKING OF UNIVERSITY. UCSD RANKED THE EIGHTH BEST PUBLIC UNIVERSITY
AND THE 38TH BEST UNIVERSITY OVER ALL. SAN DIEGO STATE RANKED 156TH OVER ALL.
HERE WITH THE DETAILS ABOUT THESE RANKINGS IS LYNN O'SHAUGNESSY, CONSULTING DIRECTOR,
AND AUTHOR OF THE COLLEGE SOLUTION, A GUIDE FOR EVERYONE LOOKING FOR THE RIGHT SCHOOL
AT THE RIGHT PRICE. LYNN, THANKS FOR JOINING US.
WHEN IT COMES TO US NEWS RANKINGS THAT CAME OUT THIS MONTH, IT RANKED SCHOOLS IN FOUR
CATEGORIES. >> >>LYNN O'SHAUGHNESSY: THERE'S THE NATIONAL
UNIVERSITY CATEGORY, NATIONAL LIBERAL ARTS CALLS, AND THEN UNIVERSEハ
>> >>PEGGY: WHEN YOU REALLY SCRUTINIZE THESE RANKINGS AND THE METHODS OF HOW THEY'RE DONE,
WHAT HAPPENS? HOW ARE THEY DONE? >> >>LYNN O'SHAUGHNESSY: ER.
>> >>LYNN O'SHAUGHNESSY: RITZ NOT A SCIENTIFIC METHODOLOGY.
THE MAJOR FACTOR IS WHAT ALL THE SCHOOLS THINK OF EACH OTHER.
ALL SCHOOLS IN A PARTICULAR CATEGORY LIKE NATIONAL UNIVERSITY CATEGORY THEY RANK EACH
OTHER ON A ONE TO FIVE SCALE EVERY YEAR. WHAT DOES SOMEBODY AT SAN DIEGO STATE KNOW
ABOUT WHAT'S GOING ON AT UNIVERSITY OF CONNECTICUT OR MISSOURI.
IT'S A FLAWED WAY OF EVALUATING SCHOOLSハ THREE PEOPLE AT SAN DIEGO STATE DEPARTMENTS,
SOMEONE THE PROVOST, PRESIDENT AND ADMISSIONS OFFICE HAVE TO RATE THEIR PEER ON A ONE TO
FIVE SCALE. THAT INCLUDE AS DIVERSE GROUP OF NATIONAL
UNIVERSITIES FROM THE IVY LEAGUES TO SCHOOLS YOU MIGHT NEVER HAVE HEARD OF THROUGHOUT THE
COUNTRY. >> >>PEGGY: SO SDSU'S PRESIDENT COULD BE ASKED
TO RANK THE UNIVERSITY OF ALABAMA, NEVER GOING THERE.
>> >>LYNN O'SHAUGHNESSY: RIGHT. SO WHAT DO YOU DO IF YOU'RE NOT SURE HOW YOU
SHOULD RANK IT, YOU LOOK AT U.S. NEWS TO SEE HOW IT'S BEEN RANKED IN THE PAST.
>> >>PEGGY: WHAT ARE THEY REALLY MEASURING THEN IF NOT A HANDS ON SCIENTIFIC METHOD OF
STUDENT GRANT GRADUATE RATES. >> >>LYNN O'SHAUGHNESSY: THEY DO INCLUDE STUDENT
GRADUATE RATES, BUT THIS IS THE BIGGEST FACTOR OF WHAT ALL SCHOOLS THINK OF EACH OTHER.
>> >>PEGGY: YOU MENTION IN YOUR BOOK THAT REPUTATION IS VERY IMPORTANT IN THE U.S. NEWS
RANKING. WHAT DO YOU MEAN BY REPUTATION?
>> >>LYNN O'SHAUGHNESSY: YOU KNOW, IT'S KIND OF A GENERAL FEELING THAT SCHOOLS HAVE ABOUT
THE KIND OF QUALITY OF EDUCATION THAT'S GOING ON AT THEIR OTHER PEER INSTITUTIONS.
IT'S KIND OF A NEBULOUS THING, LIKE HOW DO YOU MEASUREハ A.
>> >>PEGGY: HARVARD OR UCLA MIGHT GET A HIGHER PERCENTAGE.
>> >>LYNN O'SHAUGHNESSY: THEY'LL GET A FIVE, EVERYBODY'S HEARD OF HARVARD, EVERYBODY THINKS
OF UCLA, THEY'RE GOING TO GET A BET FER RANKING AUTOMATICALLY.
>> >>PEGGY: FORBES MAGAZINE ALSO RANKS COLLEGES AND THEIR RANKINGS WERE A LITTLE BIT DIFFERENT.
HOW DO THEY DIFFER? YOU TEND TO LIKE THEIRS A LITTLE BIT BETTER.
>> >>LYNN O'SHAUGHNESSY: ONE REASON IS BECAUSE THEY DO LOOK AT WHAT STUDENTS THINK OF THEIR
PROFESSORS. THEY LOOK AT MILLIONS OF RATE MY PROFESSOR.COM
EVALUATIONS OF SCHOOLS. THEY ALSO LOOK AT OUR KIDS GETTING JOBS WHEN
THEY LEAVE OUR SCHOOLS AND THEY LOOK AT PAY SCALE.COM FIGURES.
THAT'S, YOU KNOW, NOT IDEAL EITHER BECAUSE IT'S SELF REPORTED, BUT IT'S BETTER THAN NOT
LOOKING AT STUDENT OUTCOMES AT ALL. THEY ALSO LOOK AT WHAT KIND OF DEBTED LOADS
STUDENTS ARE HAVING, WHICH IS REALLY IMPORTANT. AND US NEWS TOTALLY I IGNORES THAT.
>> >>PEGGY: HOW MUCH WOULD BE LEFT IF YOU HAD TO PAY TO GO TO HARVARDハ
>> >>LYNN O'SHAUGHNESSY: WHAT THE TYPICAL DEBT LOAD IS FOR A STUDENT IN ANY OF THESE
SCHOOLS. THAT'S IMPORTANT.
>> >>PEGGY: WHAT IS YOUR BEST ADVICE FOR PARENTS AND HIGH SCHOOL STUDENTS TRYING TO DECIDE
ON WHICH COLLEGE? CAN THEY USE THESE RANKINGS AND HOW SHOULD THEY?
>> >>LYNN O'SHAUGHNESSY: I THINK THE BEST WAY TO USE THEM IS A TIP SHEET.
THERE'S A LOT OF FABULOUS SCHOOLS OUT THERE, BEYOND THE ONES THAT VERY TOP OF THE RANKINGS.
IF YOU USE ANY OF THESE RANKINGS JUST TO GET IDEAS, I THINK THAT'S A GREAT WAY TO GO, BECAUSE
FRANKLY, MOST STUDENTS ONLY GO TO SCHOOLS WITHIN A TWO TWO HOUR DRIVE OF THEIR HOUSE
AND I THINK IT WOULD BEHOOVE STUDENTS TO THROW A WIDER NET.
>> >>PEGGY: YOU HAVE A BLOG AND WE CAN FIND MORE INFORMATION ON THAT CALLED THE COLLEGE
SOLUTION. >> >>LYNN O'SHAUGHNESSY: THANKS SO MUCH FOR
INVITING ME. >> >>DWANE: AS PEGGY MENTIONED EARLIER, IT'S
NATIONAL VOTER REGISTRATION DAY. A CAMPAIGN TO GET POTENTIAL VOTERS REGISTERED.
SAN DIEGO COLLEGE STUDENTS WERE ON A SIMILAR MISSION TRYING TO RECREATE THE HISTORIC YOUTH
VOTER TURN OUT OF 2008. THE STORY FROM MONA LISA.
>> >>: LAST WEEK AT UC SAN DIEGO, A NEW CLASS OF WIDE EYED FRESHMEN MOVE UNDER INTO THEIR
ON CAMPUS HOME NEAR THE HOUSING CHECK IN TABLE, THE STUDENT ORGANIZED VOTER ACCESS COMMITTEE
WAS READY TO GIVE MANY OF THESE NEWLY ABLE VOTERS A CHANCE TO REGISTER.
EXECUTIVE DIRECTOR AND FOUNDER OF SOVAC. EIGHTEEN YEAR OLD JEFFREY SAYS HE'S ANXIOUS
TO BE PART OF THE POLITICAL SYSTEM. >> >>: I THINK IT'S IMPORTANT BECAUSE IT LETS
THE PEOPLE IN COMMAND KNOW WHAT THE PEOPLE DOWN HERE WANT.
>> >>: OVER THE COURSE F THEIR MOVE IN WEEK CAMPAIGN, SOVAK HAS REGISTERED OVER 1500 STUDENTS
EXCEEDING THEIR INITIAL EFFORT LAST YEAR. ACROSS TOWN AT SAN DIEGO STATE UNIVERSITY,
STUDENTS VOLUNTEERING WITH THE INDEPENDENT GROUP CALIFORNIA PUBLIC INTEREST RESEARCH
GROUP OR ARE ALSO SIGNING UP NEW VOTERS. AND PARTNERSHIP WITH ROCK THE VOTE, 430 STUDENTS
HAVE BEEN REGISTERED. THE AIM IS TO GIVE YOUNG PEEP AL GREATER POLITICAL
VOICE, ANDハ >> >>: STUDENTS AREN'T VOTING BECAUSE THEY'RE
NOT BEING PAID ATTENTION TO, AND POLITICIANS AREN'T PAYING ATTENTION TO US BECAUSE WE'RE
NOT VOTING. >> >>: SDSU STUDENT MICHELLE SAYS THAT'S EXACTLY
WHY STUDENTS SHOULD BE VOTING IN LARGER NUMBERS. IT'S VITAL THAT YOUNG PEOPLE NOT TAKE THEIR
POLITICAL FREEDOM FOR GRANTED STATEWIDE CAL PERK HOPES TO GET 30,000 STUDENTS REGISTERED BEFORE THE 22ND DEADLINE.
>> >>DWANE: MONA LISA REPORTING IN SAN DIEGO COUNTY YOUNG VOTERS MADE UP 11% OF VOTES CAST
IN THE 2010 GENERAL ELECTION AND ABOUT 17% IN THE 2008 PRESIDENTIAL ELECTION.
RECAPPING TONIGHT'S TOP STORIES, TWO SAN DIEGO COUNTY SHERIFF'S DEPUTIES WERE SHOT TODAY
WHILE INVESTIGATING A CHILD ABUSE REPORT IN LAKE SD.
THE SUSPECTED GUNMAN WAS ALMS SHOT. THE LATEST POLL IN THE SAN DIEGO'S MAYOR'S
RACE GIVES CONGRESSMAN BOB FILNER A DOUBLE DIGIT LEAD OVER COUNCILMAN CARL DEMAIO.
50% OF LIKELY VOTERS SAID THEY WOULD VOTE FOR FILNER, 38 FOR DEMAIO AND 12% WERE UNDECIDED.
THE SURVEY WAS DONE FROM OUR MEDIA PARTNER 10 NEWS T.COMES ON THE SAME DAY DEMAIO PICKS
UP A MAJOR ENDORSEMENT FROM JERRY SANDERS. >> >>: I LOVE THIS CITY TOO MUCH JUST TO SET
SIT IT OUT BECAUSE IT WOULD BE THE EASIEST THING FOR ME.
I THINK CARL IS SOMEBODY WHO I BELIEVE WILL CARRY ON WHAT WE STARTED WITH REFORM, WHO
WILL CARRY ON WHAT WE STARTED WITH FINANCIAL STABILITY, WHO WILL DO THAT GOOD JOB OVER
THE NEXT EIGHT YEARS THAT WE NEED TO MAKE SURE THIS CITY CAN SUSTAIN ITSELF AS WE MOVE
INTO THE FUTURE. >> >>DWANE: AND NINE HOURS IN NEGOTIATION
ENDED WITH NO CONTRACT BETWEEN ORCHESTRA NOVA AND THE MUSICIANS UNION.
THE ORCHESTRA WANTS TO HIRE MUSICIANS CONCERT BY CONCERT.
THE UNION WANTS A YEARLY DEAL. YOU CAN FIND TONIGHT'S STORIES ON OUR WEBSITE,

YOU HAVE A GREAT NIGHT.
