I'M NED HOLLAND, ASSISTANT SECRETARY FOR ADMINISTRATION.
WELCOME THIS MORNING TO THIS TH IN OUR SERIES OF HHS INNOVATES
EVENTS. TODD PARK, WHO WE THINK WILL BE
HERE SHORTLY -- THE PRESIDENT MAY HAVE HIM CAPTIVE, HARD
TELLING -- AND I HAVE BEEN PRIVILEGED TO CHAIR THE
INNOVATION COUNCIL SINCE IT WAS SET UP TWO YEARS AGO AT THE
DIRECTION OF THE SECRETARY, THE DEPUTY SECRETARY, IT'S BEEN AN
HONOR TO DO THAT, IT'S BEEN FUN TO DO WITH TODD, IT'S BEEN
PARTICULARLY AN HONOR TO DO WITH THOSE OF YOU WHO HAVE THE REALLY
INNOVATIVE IDEAS THAT WE HAVE HONORED AND AWARDED.
I WANT TO INTRODUCE A FEW PEOPLE IN LEADERSHIP HERE TODAY.

BUT CONTRIBUTED SUBSTANTIALLY TO THE WORK THAT WE HAVE BEEN DOING
FOR THE LAST TWO YEARS. AND MOST IMPORTANTLY, WELCOME
ALL THE HONOREES. WE ARE HONORED AND IMPROVED BY
YOUR PRESENCE AND APPRECIATE THE WORK THAT YOU HAVE DONE MORE ON
THAT IN A FEW MINUTES. THEN TO YOUR FAMILIES AND
FRIENDS WHO JOINED US, THANK YOU FOR PROVIDING US OUR COLLEAGUES
WHO ARE DOING THIS EXTRAORDINARY WORK ON BEHALF OF THE DEPARTMENT
AND PEOPLE OF THE O UNITED
STATES. THIS IS OUR FOURTH ROUND OF
COMPETITION TO CELEBRATE INNOVATIONS ACROSS THE
DEPARTMENT AND IMPROVE WAYS TO CARRY OUT MISSIONS AND IMPROVE
IDEAS. THIS TIME WE RECEIVED
SUBMISSIONS FROM OUR EMPLOYEES. WE PUT THE TOP OUT FOR VOTING
BY OUR EMPLOYEES ACROSS THE DEPARTMENT, AND BASED ON THAT
FEEDBACK WE SELECTED SIX. WITH HIGHEST LEVEL EVER OF
PARTICIPATION OF OUR EMPLOYEES, , VOTES CAST IN THIS
COMPETITION. I WANT TO THANK ALL OF YOU WHO
TOOK THE TIME TO EXAMINE THE NOMINATIONS AND VOTE ON THEM AND
EXPRESS YOUR VIEWS. ALSO I WOULD LIKE TO COMMEND THE
CENTERS FOR DISEASE CONTROL AND PREVENTION, HEALTH RESOURCES AN
SERVICES ADMINISTRATION BOTH WHOM HAD OVER % OF THEIR
EMPLOYEES PARTICIPATE IN THE VOTING AND ADMINISTRATIONEN ON
AGENCY, A SOMEWHAT SMALLER GROUP HAD % OF THEIR EMPLOYEES VOTE.
HERE IS WHAT WE'LL DO, I AND THE SECRETARY WILL LEAD OFF WITH HER
REMARKS. THEN HEAR FROM TODD PARK WHO
ARRIVED AND KEY CHAIR OF THIS EVENT CO-CHAIR OF O EVENT AND
RECENTLY APPOINTED BY THE PRESIDENT AS CHIEF TECHNOLOGY
OFFICER OF THE UNITED STATES OF AMERICA.
AT THAT POINT WE'LL PROCEED WITH DEPUTY SECRETARY CORR WHO WILL
PRESENT THE AWARDS, AS YOU KNOW SECRETARY HAS IDENTIFIED THREE
WHO ARE HERSH SELECTIONS AND WE PROVIDE THOSE AWARDS THIS
MORNING. WE'RE ALL BUSY, ALL KINDS OF
THINGS GOING ON, WE COULD ALL BE DOING OTHER THINGS BACK IN OUR
OFFICES BUT IT IS IMPORTANT AND APPROPRIATE THAT WE RECOGNIZE
OUR COLLEAGUES AND THAT WE THANK THEM AN PRAISE THEM FOR THE WORK
THEY'RE DOING. THIS IS THE WORK THAT WILL
CHANGE THE COURSE OF WHAT HAPPENS HERE AT THE DEPARTMENT
AND IN THE COUNTRY. IT'S NOW MY PRIVILEGE TO
INTRODUCE MY BOSS, SHE DOESN'T LIKE LONG INTRODUCTIONS,
THEREFORE I DON'T DO IT. SHE DID, HOW FAR, I JUST CAN'T
RESIST, SHE DID HOWEVER THIS WEEK IN A MEETING HERE IN THIS
ROOM OBSERVE TO A GROUP OF US THAT IN THE CASES THAT WERE
ARGUED IN THE SUPREME COURT THIS WEEK, AFTER ALL, THE DEFENDANT.
SO I COULDN'T RESIST. I WENT OUT ON GOOGLE THIS
MORNING AND I GOOGLEED VERSUS SEBELIUS.

IN MY CAREER I HAVE KNOWN A LOT OF DEFENDANTS, I KNOW NONE, I
KNOW NONE THAT I LIKE OR RESPECT MORE THAN THIS ONE.

THAT ACTUALLY PARTICIPATED IN
THIS INNOVATION AWARD. ABOUT A YEAR AND A HALF AGO, I
JOINED YOU NED TODD AND BILL, WONDERFUL LEADERS OF THIS
INITIATIVE, BILL CORE, THE DEPUTY SECRETARY YOU'LL SEE
LATER ON AND TODD PARK I'LL TALK ABOUT IN A MINUTE HAVE BEEN THE
DRIVERS OF THIS INNOVATION AWARD.
AND ABOUT MONTHS AGO WE ANNOUNCED THE FIRST ROUND OF HHS
INNOVATES WINNERS. WE PROMISE TO KEEP THE PROGRAM
GOING AS LONG AS THERE WAS INTEREST.
DOESN'T MAKE SENSE TO DRIVE A PROGRAM IF PEOPLE ARE NOT
INTERESTED AND AS LONG AS SUBMISSIONS KEPT COMING WITH NEW
FRESH IDEAS. NOW WE'RE AT ROUND AND HHS
INNOVATES IS STRONGER THAN EVER. EVERY ROUND WE HAVE HAD WE
RECEIVED NEARLY SUBMISSIONS AND FOR THIS ROUND VOTING
REACHED AND ALL TIME HIGH. HERE AT HHS INNOVATION IS WHAT
WE DO, FROM DEVELOPING CURES AN TREATMENTS OF THE FUTURE TO
CREATING NEW MODELS OF HEALTHCARE THAT IMPROVE PATIENT
SAFETY, AND REDUCE COSTS. BUT FOR WAY TOO LONG IN THIS
DEPARTMENT AND FRANKLY ACROSS GOVERNMENT, THOSE GOOD IDEAS
DIDN'T HAVE THE SUPPORT THEY NEEDED TO SPREAD.
TO BE ADOPTED AND ADAPTED ACROSS THE PLUS PROGRAMS THAT MAKE
UP OUR DEPARTMENT. WHEN WE CREATED HHS INNOVATES
OUR GOAL WAS TO LIFT UP THE INNOVATIONS AND THE INNOVATORS,
PUT A SPOTLIGHT ON THEM AND CREATE A MECHANISM THAT WOULD
ALLOW IT TO MAKE IT EASIER FOR GOOD IDEAS TO TAKE ROOT AND
GROW. THE CHALLENGES THAT WE ALL FACE
TODAY ARE FAR TOO GREAT TO LET ANY GOOD IDEA GO TO WASTE.
THIS COMPETITION IS ONE OF THE WAYS WE'RE WORKING TO MAKE SURE
WE CAN CAPTURE YOUR BEST IDEAS AND PUT THEM INTO ACTION AS
QUICKLY AS POSSIBLE. FOR EXAMPLE, FINALISTS FROM A
PREVIOUS HHS INNOVATES COMPETITION HAS A TOOL WHICH
LINKS PATIENTS AND HEALTHCARE PROVIDERS TO THE MOST UP TO DATE
INFORMATION FROM THE NATIONAL LIBRARY OF MEDICINE.
I KNOW A NUMBER OF YOU ARE HERE FROM THE NATIONAL LIBRARY OF
MEDICINE. USING DIAGNOSTIC CODES, SELECT
BIT YOUR DOCTOR, BOTH PATIENT AND PROVIDER CAN OBTAIN
AUTHORITATIVE INFORMATION THROUGH THEIR ELECTRONIC MEDICAL
RECORD ABOUT A DISEASE AND ITS TREATMENT OPTIONS.
INCLUDING ANY CURRENT CLINICAL TRIALS AS WELL AS LAB RESULTS
AND PRESCRIPTION DRUG INFORMATION.
HHS MADE THE TOOL FREELY AVAILABLE TO ORGANIZATIONS
ACROSS THE UNITED STATES. BECAUSE IT'S EASY FOR PROVIDERS
TO IMPLEMENT, IT ALREADY HAS BEEN WIDELY ADOPTED.
THIS IS ALSO A WAY DOCTORS AND HOPS HAVE MOVED TO BEGIN THE
MEANINGFUL USE CRITERIA IN ORDER TO RECEIVE INCENTIVES FROM OUR
DEPARTMENT FOR ADOPTING HEALTH IT.
IN OTHER WORDS, THIS ONE INNOVATIVE TOOL IS HELPING TO
PRIDE PROVIDERS TO OFFER IMMEDIATE BENEFIT FOR THEIR
PATIENTS AN ACHIEVE A LONG TERM GOAL FOR THEIR PRACTICE.
A GOOD WIN WIN SITUATION. IT'S JUST ONE EXAMPLE HOW A
SINGLE INNOVATION CAN THE WAY FOR MORE TO FOLLOW.
THE FACT THAT WE CONTINUE TO RECEIVE SO MANY NEW SUBMISSIONS,
ROUND AFTER ROUND IS TESTAMENT TO THIS DEPARTMENT'S GREATEST
RESOURCE. OUR PEOPLE, CREATIVITY AND YOUR
DEDICATION. SO THE SIX SUBMISSIONS WE'RE
CELEBRATING TODAY ARE VERY DIFFERENCE FROM ONE ANOTHER BUT
THEY DO HAVE A FEW THINGS IN COMMON.
MOST ARE LOW COST AND MANY USE THE POWER OF SOCIAL MEDIA TO
MAXIMIZE THEIR IMPACT. MANY OF THE WINNING INNOVATIONS
ALSO RELY ON PARTNERSHIPS AND COLLABORATIONS TO DO MORE WITH
LESS. AND MANY ARE EXPORTABLE.
THEY CAN BE TAILOREDDED AND ADOPTED BEYOND OUR DEPARTMENT BY
A HOST OF STAKEHOLDERS. SO THIS CONTEST IS ALREADY
HELPED GREAT IDEAS TAKE OFF. AND I CAN'T WAIT TO SEE WHAT'S
NEXT. IT'S SHOWN US HOW MUCH TALENT
THERE IS ACROSS THE DEPARTMENT WAITING TO BE UNLEASHED.
HHS INNOVATES WILL CONTINUE TO BE AN IMPORTANT PART OF THIS
PROCESS. BUT WE ALSO KNOW WE CAN DO EVEN
MORE. THAT'S WHY TODAY I'M PROUD TO
LAUNCH OUR NEW DEPARTMENT-WIDE INNOVATION FELLOWS PROGRAM.
UNDER THIS INITIATIVE WE'RE INVITED AGENCIES TO BRING ON
BOARD OUTSIDE EXPERTS AN ENTREPRENEURS TO TEAM WITH
CURRENT HHS EMPLOYEES TO TAKE ON SOME OF OUR TOUGHEST CHALLENGES.
OUR GOAL IS TO BRING PEOPLE TOGETHER WITH THE RIGHT
KNOWLEDGE, SKILLS AND TALENT TO FIND GAME-CHANGING SOLUTIONS TO
OUR MOST PRESSING NATIONAL PROBLEMS.
NO MATTER WHERE THEY WORK. AT HHS, ANOTHER FEDERAL
DEPARTMENT, A NON-PROFIT OR PRIVATE SECTOR BUSINESS.
TOGETHER THE EXTERNAL INNOVATION FELLOWS AND THEIR INTERNAL
INNOVATION HOSTS WILL WORK ON SPECIFIC HIGH PRIORITY YOU
APOLOGETICS OVER A PERIOD OF TO MONTHS.
THE APPLICATION PERIOD TO HOST INNOVATION FELLOWS BEGINS TODAY.
IN A MOMENT TODD PARK WILL TALK A LITTLE MORE ABOUT THAT

BECAUSE WE'RE NOT READY TO GIVE UP ON INNOVATION.
I KNOW TODD'S HHS PORTFOLIO CONTINUES TO BE OOH MAJOR FOCUS
OF HIS WORK BUT HE IS BRINGING THAT SAME LEVEL OF ENERGY AND
CREATIVITY TO EFFORTS ACROSS THE FEDERAL GOVERNMENT.
SO WE'RE DELIGHTED TO O HAVE PARTNERS HERE FROM EPA, TODD,
ONE OF HIS MAJOR ROLES IN THIS NEW POSITION IS TO TRY AND
MIRROR WHAT HAS BEEN GOING ON AT HHS IN OTHER AGENCIES AND TO
MAKE SURE THAT THE SPIRIT OF INNOVATION SPREADS ACROSS
GOVERNMENT. SO YOU SHOULD FEEL PROUD NOT
ONLY OF WHAT YOU HAVE BEEN DOING HERE AT HHS AND BE SELECT AND
INNOVATED AS PART OF THE THAT DEPARTMENT BUT KNOW THAT YOUR
WORK WATCHED BY THE PRESIDENT, BY OTHERS ACROSS THIS GOVERNMENT
AND WE ARE SEEM TO BE ONE OF THE MODELS HOW STATE GOVERNMENT CAN
BE ON A CON STAN PROCESS OF IMPROVEMENT.

GOVERNMENT, IT'S INCREDIBLY EXCITING THAT IT THE NEW HHS
INNOVATIONS PROGRAM. SO O I WANT TO ELABORATE FURTHER

IDENTIFY ALL AVAILABLE PRIVATE AND PUBLIC HEALTH COVERAGE
OPTIONS AVAILABLE TO HELP THEM IN A CONSUMER-FRIENDLY TOOL THAT
WON REVIEWS ACROSS THE BOARD. WE MORE RECENTLY APPLIED LEAN
STARTUP IN GROUND-BREAKING PROJECT EXECUTED BY THE FDA.

INITIAL SUBMISSION. IN CLOSING AND TURNING THIS BACK
OVER TO NED I ALSO WANTED TO JUST SAY ONE MORE TIME HOW MUCH
WE APPRECIATE THE ENTHUSIASM THAT ALL OF YOU HAVE BROUGHT TO

BEST EMISSARIES ON IT SO SHARE WITH WITH YOUR COLLEAGUES AND
RESUBMIT NEXT YEAR IF YOU DIDN'T WIN THIS YEAR AND BRING US YOUR

LOOKING BACK OVER TWO YEARS TODD AND I WORKED ON THIS, I'M REALLY
PLEASED TO SEE THE DIVERSITY OF THE PEOPLE AND THE IDEAS, VERY
DIFFERENCE KIND OF IDEAS. I SAT WITH THE SECRETARY AS SHE
MADE DECISIONS AND IT WAS A VERY DIFFICULT SET OF DECISIONS TO
MAKECH AS BILL SAID REPEATEDLY, THERE WERE ONLY WINNERS HERE AND
FRANKLY AMONG THE REST OF THE AND THE REST OF THE WE HAVE
MORE AND MORE WINNERS AND MANY MORE WINNERS THAN WE CAN
