>> >>AMITA: UNDER A NEW INITIATIVE BY PRESIDENT OBAMA, YOUNG UNDOCUMENTED IMMIGRANTS CAN APPLY
TO LIVE AND WORK IN THE UNITED STATES OPENLY, WITHOUT THE FEAR OF DEPORTATION.
I'M JOINED BY IMMIGRATION AND NATURALIZATION ATTORNEY LILIA VELASQUEZ AND LUPE SANDOVAL,
ONE OF AN ESTIMATED 20,000 PEEP 8 IN THE SAN DIEGO REGION WHO STAND TO BENEFIT UNDER THE
POLICY CHANGE. LUPE, WHAT ARE YOUR FEELINGS AS YOU MOVING
TO APPLY TO THIS PROGRAM TODAY, YOUR HOPES AND YOUR FEARS?
>> >>LILIA VELASQUEZ: THE FIRST TIME I HEARD ABOUT THE NEWS, I GOT A CALL AND THEY SAID
I WAS ELIGIBLE TO FOR THIS NEW POLICY, AND I JUST REMEMBER TALKING WITH MY PARENTS AND
CRYING BECAUSE WE KNEW THIS WAS GOING TO BENEFIT ME SINCE I WAS ALREADY IN REMOVAL PROCEEDINGS.
>> >>AMITA: SO YOU WERE IN REMOVAL PROCEEDINGS AND IMMEDIATELY YOU GOT TO JUST GET OUT OF
THAT PROGRAMÊ DID U.S. AUTHORITIES CALL YOU? >> >>LUPE SANDOVAL: ACTUALLY Y HAD ALREADY
BEEN IN REMOVAL PROCEEDINGS ABOUT TWO YEARS BEFORE, EVEN BEFORE I GRADUATED HIGH SCHOOL.
JUST KNOWING I COULD BE DEPORTED WITHOUT FINISHINGÊ GETTING MY HIGH SCHOOL DIPLOMA WAS A VERY
TERRIFYING THING. AFTER I HEARD ABOUT THE NEWS, I KNEW I WAS
ELIGIBLE TO GET THIS AND THAT I COULD BE ABLE TO WORK LEGALLY AND PAY FOR MY TUITION.
>> >>AMITA: HOW DO YOU EXPECT THIS DECISION, THIS PROGRAM TO CHANGE YOUR LIFE?
>> >>LUPE SANDOVAL: IT'S DEFINITELY GOING TO CHANGE MY LIFE.
I FINALLY GET MY CALIFORNIA IMPLEMENTED, I CAN FINALLY GET MY DRIVER'S LINES, I CAN WORK
LEGALLY AND PAY TAXES, SOMETHING THAT I MEAN EVERYONE REALLY NEEDS AND DESERVES AT THIS
TIME. >> >>AMITA: WHAT KIND OF PEACE OF MIND DOES
IT GIVEN YOU, GIVEN THAT IT'S A TEMPORARY PROGRAM?
>> >>LUPE SANDOVAL: IT'S TWO YEARS. THAT'S A LONG TIME IN ORDER TO BE ABLE TO
WORK AND STAY HERE FOR TWO YEARS AND KNOW THAT NOTHING CAN GO WRONG WITHIN THOSE TWO
YEARS. THAT REALLY PUTS ME AT PEACE WITH EVERYTHING.
>> >>AMITA: NOW, LILIA, I KNOW THAT YOU'RE AN IMMIGRATION ATTORNEY BUT ON A PERSONAL
LEVEL, WHAT GOES THROUGH YOUR MIND AS YOU SEE THESE PEOPLE APPLY FOR THE PROGRAM?
>> >>LILIA VELASQUEZ: I SEE ME MANY DECADES AGO, I'M PRETTY OLD ACTUALLY.
BUT WHEN I CAME TO THE U.S., I WAS ALMOST 19 YEARS OF AGE AND EVEN THOUGH I CAME LEGALLY,
I STILL HAD TO OVERCOME A LOT OF OBSTACLES, LEARNING THE LANGUAGE, THE CULTURE, AND SO
IT WAS A STRUGGLE FOR ME. AND SO WHEN I SEE A LOT OF STUDENTS COMING
INTO MY OFFICE TODAY THEN I'LL LOOK AT THE REPORT CARDS, THE GRADES AND HOW WELL THEY'RE
DOING, IT MAKE MIS FEEL GOOD BECAUSE I THINK IT'S ALMOST LIKE AN EXTENSION OF ME.
THEY ARE A REPRESENTATIVE OF THE IMMIGRANT COMMUNITY.
THOSE OF US WHO CAME HERE WITH A DESIRE TO DO GOOD, TO GO TO SCHOOL, AND IMPROVE OUR
LIVES AND SO IT'S PERSONAL FOR ME. >> >>AMITA: LUPE'S TOLD US ABOUT SOME OF THE
BENEFITS DERIVED FROM THIS PROGRAM. BUT WHAT ARE THE RISKS HERE FOR THESE PEOPLE,
GIVEN THAT IT IS TEMPORARY, IT DELAYS DEPORTATION, THERE IS NO LEGAL STATUS.
>> >>LILIA VELASQUEZ: WE HAVE TO TAKE IT ONE STEP AT A TIME.
WE COULD NOT GET THE DREAM ACT, WE HAVE BEEN LOBBYING FOR THE DREAM ACT, DEMONSTRATING,
DOING A LOT OF THINGS. WE HAVE SOME WORK.
PERHAPS OUT OF FRUSTRATION THE OBAMA ADMINISTRATION DECIDED WELL, WE NEED TO DO SOMETHING ABOUT
THOSE KIDS. A GENERAL AMNESTY IS NOT GOING TO PASS, IT'S
A VERY UNPOPULAR IDEA, SO WHAT CAN WE GIVE THATD YOU KNOW WOULD NOT INFLAME THE CENSUS
OF PEOPLE HERE. WHY ARE YOU REWARDING UNDOCUMENTED PEEP SNL
BECAUSE YES, THEY ARE UNDOCUMENTED, BUT THEY'RE NOT YOUR ORDINARY UNDOCUMENTED PERSON WHO
DECIDED I AM GOING TO VIOLATE THE LAW, AND CROSS THE BORDER ILLEGALLY, AND THEN GELT
A JOB ILLEGALLY. NO, WE'RE TALKING ABOUT INNOCENT KIDS.
JOE THINK THAT WE NEED MAKE A BIG DISTINCTION BETWEEN HER PARENTS WHO ARE NOT GOING TO GET
THIS BENEFIT, AND LUPE, WHO IS GOING TO GET THIS BENEFIT BECAUSE OF WHO SHE IS.
>> >>AMITA: NONETHELESS, THIS PROGRAM HAS SPARKED CRITICISM AMONG SOME WHO SAY THIS
REALLY IS AMNESTY. CONGRESSMAN DUNCAN HUNTER TODAY SAID THIS
PROGRAM IS AN INSULT TO ANYONE WHO ENTERED THIS COUNTRY LEGALLY.
WHAT IS YOUR RESPONSE TO THAT? >> >>LILIA VELASQUEZ: THE RESPONSE IS THAT
WE NEED TO LOOK AT POLICIES WITH COMPASSION. ILLEGAL IMMIGRATION IS NOT A POPULAR ISSUE,
AND THEREFORE WE EXPECT THAT THE REPUBLICANS WOULD BE AGAINST IT.
THEY ALWAYS HAVE BEEN AGAINST IT. THEY WERE AGAINST AMNESTY WHEN WE HAD IT IN
THE 80S. NOW THEY'RE AGAINST THIS PROGRAM EVEN THOUGH
THEY WERE KIDS AND THEY HAD NOTHING TO DO WITH THE CROSSING INTO THE U.S. ILLEGALLY,
WE'RE STILL REWARDING UNDOCUMENTED PEOPLE. WE NEED TO GET PAST THIS.
I UNDERSTAND THE CRITICISM, BUT WE ALSO NEED TO SEE WHAT IS HAPPENING TO YOUNG KIDS WHO
GROW UP HERE, AND THEY WANT TO GO TO COLLEGE, BUT THEY CAN'T.
>> >>AMITA: LILIA, LUPE, THANK YOU SO MUCH FOR SPEAKING TO US TODAY.
>> >>LILIA VELASQUEZ: THANK YOU. >> >>LUPE SANDOVAL: YOU'RE WELCOME, THANK
YOU.
