MONTHS, FOR THE PAST THREE YEARS CITY STAFF HAS WORKED ON THE DEVELOPMENT THAT THEY NEED
FOR GENERAL PLANS FOR THE CITY OF NORFOLK, I WANT TO GIVE YOU BACKGROUND OF THE PLAN,
REMINDERS WHAT IS REQUIRED OF THE PLAN, TELL YOU A LITTLE HOW WE GOT WHERE WE ARE AND THEN
I WANT TO START GOING THROUGH WHAT IS IN THE PLAN BECAUSE WE ARE AT THE STAGE, THE PLANNING
COMMISSION AND PLANNING COMMITTEE HAVE COMPLETED THEIR FIRST RUN THROUGH OF THE GENERAL PLANS
AND WE ARE READY TO GO OUT FOR PUBLIC INPUT AND COMMENTS BUT BEFORE WE START THAT PUBLIC
INPUT AND COMMENT PROCESS, WE WANT TO MAKE SURE YOU ARE AWARE OF WHAT IS IN THE PLAN.
AND ON THE EASE HE'LL TO THE SIDE, THIS IS THE CITY AS A WHOLE AND WE ALSO HAVE A MAP
BY EACH WARD. WE WERE ASKED TO GO THROUGH THIS STREET BY
STREET AND BLOCK BY BLOCK, THAT IS EXACTLY WHAT STAFF AND THE PLANNING COMMISSION DID,
WE HAVE ONE OF THESE FOR EACH OF YOU WITH YOUR WARD, WE CAN GIVE YOU, AND YOU CAN TAKE
IT HOME AND YOU CAN MARK IT UP, WRAP A BIRTHDAY PRESENT WITH IT BECAUSE IT IS COLORFUL, BUT
WHAT WE WANT TO DO IS GIVE YOU THIS BASIC BACKGROUND INFORMATION.
THE FIRST THINGS WE HAVE TO REMEMBER IS THAT THIS IS THE ONLY PLAN REQUIRED BY THE COMMONWEALTH
OF VIRGINIA. FEDERAL STATUTES REQUIRE WE HAVE A COMPREHENSIVE
PLAN, NO OTHER PLAN IS REQUIRED UNDER STATE LAW.
IT IS REQUIRED TO BE A POLICY DOCUMENT SHOWING THE LONG RANGE DEVELOPMENT OF THE JURISDICTION
WHICH IS WHAT THE ISSUE IS WITH FUTURE LEGISLATIVE MAP AND IT'S INTENDED TO GUIDE COORDINATED,
ADJUSTED AND HARMONIOUS DEVELOPMENT TO BEST PROMOTE HEALTH, SAFETY, CONVENIENCE, PROSPERITY
AND GENERAL WELFARE OF OUR CITIZENS INCLUDING ELDERLY AND PERSONS WITH DISABILITIES.
WE ARE REQUIRED UNDER STATE LAW TO REVIEW OUR PLAN EVERY FIVE YEARS TO DETERMINE IF
AN UPDATE IS NEEDED. IT IS REQUIRED UNDER STATE LAW TO ADDRESS
A HANDFUL OF ITEMS, LAND USE, TRANSPORTATION AND THAT MEANS IT HAS TO HAVE A TRANSPORTATION
MAP, IT IS REQUIRED TO DEAL WITH AFFORDABLE HOUSING.
IF YOU ARE IN THE CHESAPEAKE BAY AREA, IT IS REQUIRED TO REFLECT HOW YOU ARE MEETING
THE CHESAPEAKE BAY PRESERVATION REQUIREMENTS AND REQUIRED TO HAVE AN IMPLEMENTATION.
WHEN WE BEGAN THIS PROCESS IN 2008 THEY INDICATED IT IS CONSISTENT WITH ALL OTHER PLANS, IT
HAS A 20 YEAR TIME FRAME, ONE OF THE KEY ELEMENTS WE TOOK IN AS WE WERE DEVELOPING THE PLAN
IS THE IDEA OF ACCOUNTABILITY, WELL MANAGED GOVERNMENT WHERE WE CAN SHOW OBJECTIVELY WE
ARE MAKING PROGRESS ON MEETING THE GOALS LAID OUT IN THE PLAN.
THE GENERAL PROCESS WE HAVE DONE OR FOLLOWED AS WE BEGAN WITH AN EXISTING CONDITIONS REPORT.
WE THEN WENT INTO PLAN DEVELOPMENT AND YOU ARE A CRITICAL ELEMENT OF THIS EXISTING CONDITIONS
AND PLANS ASSESSMENTS. WE BROUGHT INTO YOU 90 PLANS THAT HAVE BEEN
DONE, IN FOUR OR FIVE MEETINGS WE WENT THROUGH EVERY ONE OF THE POLICIES IN THE PLAN, THIS
HAD NOT BEEN COMPLETED. PLAN DEVELOPMENT WE BEGAN WITH A VISION, IT
WAS DEVELOPED BY THE PLANNING COMMISSION, WE BROUGHT IT BACK TO CITY COUNCIL TO MAKE
SURE YOU WERE GOOD WITH THE VISION AND BASED ON THE VISION WE DEVELOP THE THEMES, EACH
PLAN ADOPTED A THEME AND THEN WE BROKE THEM UP INTO GROUPS, STAFF, CITY STAFF, HISTORIC
AND ART PRESERVATION COMMITTEE AS THE TECHNICAL TEAM AND WE ARE NOW AT THE POINT WHERE WE
NEED TO GO HAVE PUBLIC INPUT SO THE PUBLIC CAN TELL US WHAT THEY THINK, WHAT WE MISSED
AND WHAT WE HAVE RIGHT. OUR GOAL TOYS COMPLETE THE PROCESS IN OCTOBER
FOR PUBLIC INPUT, WED LIKE TO TRY TO FINISH THE PROCESS BY THE END OF THE YEAR BY THE
ORIGINAL ROUND OF PUBLIC INPUT AND 2012 STAR THE FORMAL ADOPTION PHASE, HOPEFULLY GETTING
TO YOU IN A MORE CAPABLE TIME FRAME AND THEN GO THROUGH THE IMPLEMENTATION PHASE.
REMINDER OF THE PLANS ASSESSMENTS THESE ARE ALL THE NEIGHBORHOOD PLANS THE COUNCIL LOOKED
AT IN A SERIES OF MEETINGS. ANY ACTION THAT WAS REAFFIRMED BY CITY COUNCIL
THAT COVERED MULTIPLE NEIGHBORHOOD PLANS BECAUSE ONE OF THE THINGS WE SAW WAS IN A LOT OF NEIGHBORHOOD
PLANS WE HAD ACCOUNT SHUBS THAT REALLY HAD ACTIONS THAT REALLY HAD APPLICATIONS CITY
WIDE. THEY SAID THEN TREAT IT AS A SIT IT WIDE POLICY
NOT A NEIGHBORHOOD POLICY. IF THE PLAN IS UNIQUE OR POLICY WAS UNIQUE
TO A NEIGHBORHOOD IT IS CONTAINED IN A NEIGHBORHOOD CHAPTER AS A NEIGHBORHOOD SPECIFIC POLICY.
AND THEN WITH THAT GUIDANCE FROM CITY COUNCIL, PLANNING COMMISSION CAME UP WITH THE DIVISION
BECAUSE I KNOW YOU CAN'T READ THIS BECAUSE IT DEFINES ALL OF THE REQUIREMENTS WE HAVE
FOR POWER. AND DISPLAY, YOU HAVE A HARD COPY OF THIS AT YOUR TABLE.
AND WHAT THIS DOES IS BREAKS UP EVERY ONE OF THESE THINGS, NEIGHBORHOODS, TRANSPORTATION,
THE ECONOMY, THE ENVIRONMENT, EVERY THEME IS LISTED IN THIS VISION OF GETTING TO THE
IDEA THAT THE CITY OF NORFOLK IS A GREAT PLACE TO LIVE, WORK AND PLAY.
AND, SO, WITH THAT VISION, THAT BREAKS THE PLAN DOWN INTO THESE CHAPTERS, AND WE DIDN'T
THINK ABOUT THESE AT THE TIME WE DID THIS, BUT WHEN WE COMPARED THOSE CHAPTERS WITH THE
PROPOSED COUNCIL PRIORITIES, THEY COMPLETELY ALIGNED.
SO, GREAT MINDS WERE THINK AGO LIKE WITH ALL THE CITY, STAFF AND PLANNING COMMISSION WORKING
ON THIS EFFORT, BECAUSE WHAT WE'VE HAD ARE A SERIES OF ACTIONS, THEMES THAT TIE DIR ENGTLY
INTO SAFE HEALTH, ANOTHER THAT TIES INTO ECONOMIC VITALITY, MOBILITY, ACCESSIBILITY, SUSTAINABILITY
AND WELL MANAGED GOVERNMENT. TONIGHT, WHAT I WOULD LIKE TO DO IS TRY TO
GET THROUGH, I'M NOT SURE WE'RE GOING TO MAKE IT, THE THEMES THAT ARE IN THE PLANS THAT
TIE DIRECTLY INTO THE PROPOSED COUNCIL PRIORITY OF SAFE, HEALTHY AND INCLUSIVE COMMUNITIES.
I WILL KEEP MY EYE ON THE CLOCK TO TAKE A BREAK AT A GOOD BREAKING POINT.
I MADE SURE WE HAD TECHNICAL ADVISORY TEAM, EACH WAS GIVEN THIS PYRAMID, THAT WAS TO GUIDE
HOW THEY THOUGHT ABOUT THE MISSION. THEY BEGAN BY IDENTIFYING WHAT ARE THE ISSUES
THAT FALL WITHIN THIS THEME? AND ONCE THEY IDENTIFY THE SERIES OF ISSUES
IT BECAME, OKAY, WHAT ARE THE GOALS THAT YOU WOULD HAVE, HOW WOULD WE BEGIN TO KNOW THAT
WE WOULD BE SUCCESSFUL IN ADDRESSING THOSE ISSUES.
AND NOT ONLY DID YOU COME UP WITH AN IDEA THAT EACH TECHNICAL TEAM COME UP WITH WHAT
IT WOULD LOOK LIKE, THEY IDENTIFIED WAYS TO MEASURE, HOW WILL WE KNOW WE ARE MAKING PROGRESS
AND WITH THAT INFORMATION WE CAME BACK AND DETERMINED THE ACTIONS THAT WOULD BE NECESSARY
TO ACTUALLY ACHIEVE THAT GOAL, SO THAT IS A PROCESS, I WISH I COULD CLAIM CREDIT FOR
THAT, A MEMBER OF MY STAFF DID THAT AND I THINK IT WAS INGENIOUS, LIKE I SAY, I WISH
I HAD DONE IT MYSELF. FIRST I'LL START WITH IDENTIFYING LAND USE
STRATEGIES AND THIS TIES INTO THE OVERALL THEME OF THE GENERAL PLAN THAT NORFOLK IS
A REAL CITY THAT IS A GREAT PLACE TO LIVE, WORK AND PLAY.
AND OUR FIRST OUTCOME IN THIS PARTICULAR THEME WAS THE IDEA THAT IS REQUIRED OF THE GENERAL
PLAN UNDER THE STATUTE AND THAT IS THAT WE HAVE TO HAVE A LAND USE MAP WITH LAND USES
THAT COMPLIMENT ONE ANOTHER AND THAT WILL GUIDE THROUGH DEVELOPMENT OR ENHANCE OUR PHYSICAL
ENVIRONMENT. SO WE SAID THE FIRST OUTCOME WE NEEDED WAS
TO DO EXACTLY WHAT THE STATUTE SAYS, WE NEED TO UPDATE OUR FUTURE LAND USE MAP.
WE SAID THE ACTION WE WOULD HAVE WITH THIS WAS A LAND USE MAP WITH LAND USE CATEGORIES
THAT REFLECT THE WAY WE DO THINGS IN NORFOLK TODAY AND, SO, THIS IS THE MAP WE CAME UP
WITH, YOU DO HAVE A HARD COPY OF IT, AND LIKE I SAY, WE'LL BE HAPPY TO GIVE YOU THESE MAPS
FOR YOUR WARD, MR. MAYOR, YOU WILL GET THE CITY AS A WHOLE IF YOU WANT TO TAKE IT AND
STUDY IT. YOU WILL NOTICE IT DIFFERENT THAN OUR CURRENT
LAND MAP. THAT'S BECAUSE IN 1992 WE IDENTIFIED THEM
WITH HIGH DENSITY. WE DON'T THINK THAT WORKS BECAUSE MEDIUM DENSITY
IN THE CITY OF NORFOLK UNDER THE 1992 PLAN WILL ALLOW MULTI FAMILY OR SINGLE FAMILY DEVELOPMENT.
AFTER I TOLD YOU AFTER THE MEETING WE HAD IN JULY IS A PROBLEM WITH APARTMENTS IN THE
SIT IT ARE APARTMENTS THAT ARE MISPLACED, IN THE MIDDLE OF A SINGLE FAMILY NEIGHBORHOOD.
INSTEAD OF REGULATE BY DENSITY WE SAID WE WANTED TO REGULATE BY A FORM, WE'RE A CITY,
NOT A SUBURB. AS A CITY WE ARE CONCERNED WITH IS WHERE WE
HAVE SINGLE FAMILY HOUSING AS OUR MAJOR TYPE. WE RECOGNIZE AS ANOTHER ISSUE IS WE HAVE AREAS
OF THE CITY THAT ARE MORE SUBURBAN IN CHARACTER, IN THIS GRAPHIC WHAT YOU ARE SEEING IS THIS
REAL PALE YELLOW, THOSE ARE SUBURB AND AREAS WHERE YOU HAVE LARGER LOTS, STREETS AREN'T
NECESSARILY IN A PERFECT GRID PATTERN IN THE BRIGHT YELLOW IS WHAT WE CALL SINGLE
FAMILY TRADITIONAL. THESE ARE THE AREAS OF THE CITY THAT DEVELOPED
BEFORE THESE VERY PALE YELLOW AREAS DID. SMALLER LOTS AND A MORE REGULAR STREET PATTERN.
THEN WE HAVE SOME AREAS THAT ARE VERY URBAN, VERY SMALL LOTS.
WITH REGULAR STREET PATTERN, SO THESE ARE NEIGHBORHOODS LIKE HUNTERSVILLE WHERE YOU
SEE THAT PATTERN. WE SAID THIS IS A BETTER WAY TO DEAL WITH
OUR LAND USE THAN TO SIMPLY SAY IT'S MEDIUM DENSITY WHICH IS WHAT MANY OF THESE BRIGHT
YELLOW AND ORANGE AREAS WOULD BE IF YOU REGULATED PURELY BY DENSITY.
FOR THE HIGH DENSITY AREAS, WHAT WE SAID IS WE REALLY HAVE TWO FORMS OF APARTMENT USES
OUR MULTI FAMILY USES, WE HAVE TOWN HOMES WHICH BECOMES THE CORRIDOR, MULTI FAMILY CORRIDOR
AND THIS IS THE BOLD ORANGE, YOU CAN'T SEE IT WELL HERE, PRIMARILY LINING MAJOR STREETS,
MAJOR THOROUGH FAIRS, AND WE ALSO HAVE APARTMENTS, TRADITIONAL APARTMENT AREA WHICH IS IN THE
BROWN. AND THEN WE HAVE SOME AREAS WHERE WE REALLY
CAN'T DISTINGUISH WHAT THE CHARACTER OF THE PREVAILING AREAS LIKE GHENT WHERE YOU HAVE
APARTMENTS INTERMIXED WITH SINGLE FAMILY, EAST BEACH IS AN EXAMPLE WHICH IS PINK, WE
SAID THOSE ARE RESIDENTIAL MIX. BROAD CREEK IS ALSO IN THAT RESIDENTIAL MIX,
YOU ARE ABSOLUTELY CORRECT, MR. VICE MAYOR. THE OTHER AREA WE LOOK AT THE NONRESIDENTIAL.
COMMERCIAL AND OFFICE WERE LISTED AS TWO. OST CAN BE A BUFFER TO NEIGHBORHOODS SO WE
BROKE THOSE INTO TWO CATEGORIES. YOU CAN DO OFFICE AND COMMERCIAL BUT YOU CAN'T
DO RETAIL AND OFFICE UNDER THIS SYSTEM. WE BROKE THE INDUSTRIAL UP BECAUSE ONE OF
THE THINGS WE HEAR OVER AND OVER FROM ECONOMISTS IS WE DON'T HAVE A LARGE AMOUNT OF INDUSTRIAL
LAND SO WE SAID WE NEED TO BETTER PROTECT THAT SO WE BROKE OUT INDUSTRIAL FROM UTILITY
AND TRANSPORTATION. WE CREATED IN '92 A STRANGE MIX OF RECREATIONAL,
INSTITUTIONAL, WE BROKE IT UP INTO INSTITUTIONAL USES LARGELY THE UNIVERSITIES AND OPEN SPACE/RECREATION
AND THAT IS THE BRIGHT GREEN ON THIS MAP. AND FINALLY, INSTEAD OF HAVING A MIXED USE
CATEGORY WE DID SOMETHING THAT IS A SMART GROUP PRINCIPLE, THAT IS YOU DON'T LIMIT THE

THEN WE ALSO CAME TO RECOGNIZE AS WE DID THIS SOMETHING ELSE, THIS IS SOMETHING WE DIDN'T
REALIZE IMMEDIATELY, IN LOOKING AT THIS MAP IS WE THOUGHT ABOUT WHAT WE HAVE DONE WITH
SOME OF THE USES REGARDING LOOKING AT PARKING AND OPEN STAYS AND APARTMENTS

THAT ARE AN INCREDIBLE SINGLE CITY LIKE DOWNTOWN, WE HAVE THE T.O.D. AREAS AND SUBURB AND AREAS.
WE CAME UP WITH DEFINING CHARACTER DISTRICT. SO WHAT WE HAVE DONE WITH THESE CHARACTER
DISTRICTS IS TAKEN DOWNTOWN WHICH THIS THE PURPLE, THE SUBURBAN WHICH LARGELY REFLECT
THE SUBURBAN I SAY LARGELY, IT DOES REFLECT THE URBAN AREAS AND THIS MAP GENERALLY THE
AREAS SOUTH OF LAFAYETTE RIVER, THE OLD AREAS OF THE CITY INCLUDING SOUTH SIDE, THAT'S OUR
MORE TRADITIONAL URBAN AREA AND THEN EAST BEACH WE DEFINED AS SUBURBAN, THAT WAS A PLANNING
COMMITTEE MODIFICATION. WE HAVEN'T ACTUALLY PLACED A T.O.D. ON THE
MAP IN ZONING, ONLY THING WAS INDICATE WHERE THEY WOULD BE APPROPRIATE, THAT'S WHY THEY
