The 2012 California Governor’s Historic Preservation Awards were presented on November
29th at Leland Stanford Mansion State Historic Park in Sacramento. There were a total of
11 projects or individuals that received awards. What follows is the presentation made at the
awards ceremony about one of the 2012 award winners. Cultural Resources and Historic Preservation
Element of the City of Orange General Plan This award recognizes the first ever update
of the City of Orange’s 1983 Historic Preservation Element, part of the first comprehensive update
of the City of Orange General Plan since 1989. The Cultural Resources and Historic Preservation
Element represents an effort to expand the City’s historic preservation program to
ensure recognition and preservation of the City’s diverse cultural resources. Its goals
and policies are organized around the issues of architecture and community character; preserving
historic neighborhood character; incentives and education; archaeological and cultural
resources; and library services. Using these issues as a foundation, the Cultural Resources
and Historic Preservation plan provides guidance regarding ongoing management of the historic
building stock, dating from the late 1800s through 1940, embodied in the Old Towne Orange
and Plaza National Register districts. For the first time, the Element also addresses
more contemporary architectural resources such as the City’s three Eichler Home tracts,
laying the groundwork for their designation as local historic districts. The Element explains
how various historic preservation “tools” are intended to be used and how the Orange
Historic Resources Inventory relates to the California Environmental Quality Act, internal
City processes and procedures for designation of resources, and historic resource management.
This thoughtful and skilled revision ensures that cultural and historic preservation will
remain an integral part of land use planning by the City of Orange. Congratulations to
