>> >>DWANE: FEDERAL REGULATORS GIVE THEIR LONG WAITED REPORT ON PROBLEMS AT THE SAN
ONOFRE NUCLEAR PLANT. I'M DWANE BROWN, THE REPORT SAYS AND WHAT
HAPPENS NOW, TONIGHT ON KPBS EVENING EDITION. >> >>PEGGY: I'M PEGGY PICO.
FOR THE FIRST TIME IN U.S. HISTORY THE PENTAGON SAYS ACTIVE MILITARY CAN WEAR THEIR UNIFORM
WHILE MARCHING IN LGBT PARADES. WHAT IT MEANS TO PARTICIPATE IN THIS WEEKEND'S
GAY PRIDE PARADE IN HILL CREST. >> >>DWANE: INVESTIGATIVE REPORT OF DEADLY
PATROLS WITH A LOOK AT THE CHALLENGES FOR PROSECUTORS WHEN BOALD BOARD PATROL AGENTS
ARE ADDRESSED OF KILLING MIGRANTS: >> >>DWANE: GOOD EVENING, THANKS FOR JOINING
US, I'M DWANE BROWN. FOR THE FIRST TIME EVER, U.S. SERVICE MEMBERS
WILL BE ABLE TO WEAR UNIFORMS WHILE MARCHING IN A GAY PRIDE PARADE.
THE DEFENSE DEPARTMENT SAYS IT'S GRANTING AN EXCEPTION TO THE NO PARADE RULE FOR THIS
WEEKEND'S GAY PRIDE PARADE. "BASED ON OUR CURRENT KNOWLEDGE OF THE EVENT AND EXISTING
POLICIES WE HEREBY ARE GRANTING APPROVAL FOR SERVICE MEMBERS TO IN UNIFORM PARTICIPATE
IN THIS YEAR'S PARADE, PROVIDED SERVICE MEMBERS PARTICIPATE IN THEIR PERSONNEL CAPACITY, AND
INSURE THE ADHERENCE TO MILITARY SERVICE STANDARDS OF APPEARANCE AND THE WEAR OF MILITARY APPROVAL
IS." THE D.O.D. SAYS IT'S MAKING THE EXCEPTION
BECAUSE PART OF THE PARADE IS DEDICATED TO MILITARY MEMBERS.
FEDERAL REGULATORS RELEASED LONG U WAITED REPORT TODAY ON WHAT WENT WRONG WITH SAN ONOFRE
NUCLEAR POWER PLANT'S STEAM GENERATORS. COMPUTER MODELING FLAWS AND MANUFACTURING
ISSUES FOR THE PROBLEMS, KPBS INVESTIGATIVE REPORTER AMITA SHARMA JOINS US.
REGULATORS ALSO ADDRESSED WHETHER THE OPERATOR, SOUTHERN CALIFORNIA EDISON HAD COMMUNICATED
THE DESIGN CHANGES ON THE GENERATORS, WHAT DID THE NRC SAY ABOUT THAT?
>> >>AMITA: THEY EXAMINED WHETHER EDISON HAD BEEN FORTHCOMING ABOUT DESIGNS IN THE STEAM
GENERATORS. EDISON SHUT DOWN BECAUSE OF AN EXCESSIVE BRAINING
TUBES. NRC CONCLUDED TODAY THAT THE COMPANY DID GIVE
THE AGENCY ALL THE INFORMATION REQUIRED UNDER EXISTING RULES.
REGULATORS ARE NOW TRYING TO FIGURE OUT WHAT OF THOSE RULES ARE ADEQUATE.
>> >>DWANE: WHAT DID ENVIRONMENTALISTS AND NCR SAY?
>> >>AMITA: FRIENDS OF THE EARTH ARE SAYING NRC IS BEING DIS INGENUOUS.
IT IS ABSOLVING ITSELF OF OVERSIGHT RESPONSIBILITY SAYING EDISON PROVIDED LTD INFORMATION REQUIRED.
EDISON SAYS IT WILL CONTINUE TO U WORK WITH THE NRC AND USE CONSERVATIVE DECISIONS ON
REPAIRS AND PLANNING. >> >>DWANE: A SET BACK TODAY FOR POWER PLANT
PROPOSED NEAR MISSION TRAILS PARK, SAN DIEGO'S PLANNING COMMISSION TURNED DOWN A REQUEST
TO STUDY REZONING THE AREA. A ZONING CHANGE WOULD BE NEEDED TO BUILD A
100 MEGAWATT QUAIL BRUSH GENERATION PROJECT. CRITICS OF THE PROJECT CITIES RR NOT COMPATIBLE
WITH THE SURROUNDING AREA. >> >>: THE POWER PLANT THEY WANTED TO PUT
HERE IS HUGE. IT'S ELEVEN, 100 FOOT HIGH SMOKE STACKS AND
IT WOULD HAVE A DEVASTATING AFFECT ON MISSION TRAILS PARK.
>> >>: THERE'S MANY ENDANGERED SPECIES, PLANTS AND ANIMALS THAT RESIDE AT MISSION TRAILS
PARK. IT'S A PLACE WHERE PEOPLE CAN GO AND GET AWAY
FROM THE URBAN LIFE OF SAN DIEGO, AND TO GO AND KIND OF SEE THINGS HOW THEY USED TO BE.
>> >>DWANE: THE MATTER CAN STILL BE APPEALED TO CITY COUNCIL. THE PLANT IS INTENDED TO
BE USED WHEN ENERGY DEMAND IS HIGH. VOTERS IN DEL MAR WILL DECIDE WHETHER TO LEGALIZE
MEDICAL MARIJUANA CLINICS, DESPITE OBJECTIONS FROM THE CITY ATTORNEY. THE MEASURE WILL BE
ON THE NOVEMBER BALLOT. THE CITY ATTORNEY SAYS THE INITIATIVE IS FLAWED,
AND MARIJUANA IS STILL ILLEGAL UNDER FEDERAL LAW.
SAN DIEGO POLICE DEPARTMENT IS ASKING FOR MORE MONEY OVER THE NEXT FEW YEARS TO RESTORE SERVICES
CUT DURING THE IS CITY'S BUDGET CRISIS. THE DEPARTMENT IS REQUESTING NEARLY $12ハMILLION
OVER THE NEXT FIVE YEARS. IT WOULD PAY FOR 158 MORE OFFICERS AND A HUNDRED
MORE CIVILIAN EMPLOYEES. IT WOULD ALSO PAY FOR NEW EQUIPMENT AND MORE
FLIGHTS BY THE POLICE PATROL HELICOPTER. MORE MONEY EQUALS FASTER RESPONSE TIMES AND
REDUCTION IN OVER TIME COSTS. A NEW POLL SHOWS A MAJORITY OF CALIFORNIA
VOTERS FAVOR JERRY BROWN'S TAX INITIATIVE OVER A COMPETING MEASURE.
IT SHOWS 56% OF VOTERS SUPPORT PROPOSITION 30 RAISING THE TAXES ON THE WEALTHIEST IN
CALIFORNIA. THE OTHER PROPOSITION 38 WOULD RAISE TAXES
FOR MOST RESIDENTS ON A SLIDING SCALE. ONLY 35% OF VOTERS APPROVE THAT PROPOSAL.
A RESERVIST WITH THE CALIFORNIA ARMY NATIONAL GUARD IS SPEAK ABOUT BEING ALLOWED TO WEAR
HER UNIFORM AT THIS WEEKEND'S PRIDE PARADE IN SAN DIEGO.
MANY MILITARY MARCHERS WORE T SHIRTS IN LAST YEAR'S PARADE TO CELEBRATE THE PENTAGON'S
PENDING DECISION TO END THE DON'T ASK DON'T TELL POLICY.
>> >>: WE DON'T HAVE A POLITICAL AGENDA WHEN WE'RE DOING THIS.
THIS IS NOTHING POLITICAL WHATSOEVER. >> >>DWANE: SHE HAS BEEN A RESERVIST WITH
THE NATIONAL GUARD FOR THREE YEARS, HELPING AGENTS SECURING THE BOARD.
SHE SAYS WEARING HER UNIFORM DURING THE PRIDE PARADE IS A BADGE OF HONOR.
>> >>: FOR ME IT'S SELF IDENTIFICATION. IF SOMEONE IN THE PARADE LAST YEAR WORKED
FOR WELLS FARGO AND MARCHED IN THE PARADE WITH WELLS FARGO, A LOT OF THEM HAD WELLS
FARGO POLOS ON. >> >>DWANE: THE PRIDE PARADE IS A CIVIC EVENT
WHERE EVEN POLICE OFFICERS AND FIRE FIGHTERS MARCH.
SALDAБ SAYS SHE'S RELIEVED THE DEPARTMENT OF DEFENSE DID AWAY WITH THE POLICY REGARDING
GOA GAY SERVICE MEMBERS. >> >>: DON'T ASK DON'T TELL WOULD BE HIDING
WHO I AM. DON'T ASK ME ABOUT WHAT I DID THIS WEEK NT
BECAUSE I CAN'T TELL YOU. DON'T ASK ME WHO I WENT TO DINNER WITH LAST
NIGHT BECAUSE I CAN'T TELL YOU. DON'T ASK ME ABOUT WHO I LOVE AND CARE ABOUT
BECAUSE I CAN'T TELL YOU. >> >>DWANE: SALDAБ GROUP IN SANTEE AND SAYS
HER FAMILY IS HER BACK BONE AND VERY SUPPORTIVE. SHE PLANS TO WEAR HER UNIFORM SATURDAY ALONG
WITH MANY OTHER ACTIVE, AND RETEAR TIRED MILITARY VETERANS.
>> >>: THIS IS NO ATTACK ON THE D.O.D. OR POLITICIANS, OR POLICIES WE JUST WANT WANT
TO BE WHO WE ARE AND BE PROUD OF THAT. >> >>DWANE: FOR MORE OON THIS STORY, WE GO
TO PEGGY, AND HER GUEST. >> >>PEGGY: BETWEEN THE PARADE ANNOUNCEMENT
SAYING IT'S OKAY, AND THE MILITARY'S FUZZY APPROVAL OF MARCHING IN UNIFORM ALLOT OF SERVICE
MEMBERS SAY THEY'RE CONFUSED. CAN OR CAN'T THEY WEAR THEIR UNIFORM? JOINING
ME TO CLEAR UP THE ISSUE IS SAWN SALA, AN ORGANIZER FOR THE PARADE.
JUST DAYS BEFORE THE PARADE, THE NAVY SENT OUT A LETTER TRYING TO CLEAR UP THISES THIS
ISSUE, WHAT DID IT SAY? >> >>SEAN SALA: IT DEFINITELY DIDN'T CLEAR
UP THE ISSUE, A LETTER SAYING YOU CANNOT MARCH IN UNIFORM T.CAUSE AD LOT OF CONFUSION.
AND THEN ALL DAY IT CAUSED QUITE THE UP ROAR AND THEN THAT END OF THE DAY, THERE WAS A
DIFFERENT RULING. >> >>PEGGY: MILITARY MEMBERS MARCHED IN THE
PARADE LAST YEAR, NOT IN UNIFORM. WHY IS THIS SO IMPORTANT TO SHOW UP IN UNIFORM?
>> >>SEAN SALA: BECAUSE THEY DON'T FIGHT IN T SHIRTS, THEY FIGHT IN UNIFORMS.
IF A STRAIGHT PERSON WANTED TO PARTICIPATE IN MARTIN LUTHER KING DAY PARADE, THERE WOULDN'T
BE A QUESTION. THERE'S A LOT OF TABOO U BOW ROUND GAY PARADES,
BUT I THINK WE'RE SHOWING THAT GAY IS NOT POLITICAL, AND IF THEY'RE IN THE MILITARY
THAT'S WHO THEY ARE TOO. SAN DIEGO PRIDE IS AMERICA'S PRIDE AND THIS
MILITARY CONTINGENT JUST LIKE LAST YEAR, HONORING THE SERVICE MEMBERS AND THIS YEARS IT'S HONORING
SERVICE MEMBERS AND THEIR LGBT FAMILIES. WE HAVE STRAIGHT PEOPLE THAT PARTICIPATE TOO.
>> >>PEGGY: HOW HAS THE CONFUSION IMPACTED THE CELEBRATIONS, ARE PEOPLE CALLING IN AT
THE LAST MINUTE SAYING YES Y WANT TO MARCH OR I'M TOO AFRAID?
>> >>SEAN SALA: WHEN I WOKE UP AT 8:00ハA.M. YESTERDAY, I HAD A TON OF MESSAGES YESTERDAY
SAYING DID YOU SEE THIS MESSAGE. I THINK THAT WAS A HEALTH CARE RULING F.IT
CLEARED UP A LOT OF AIR, AND WE'RE STILL GETTING A LOT OF PEOPLE AND QUESTIONS.
>> >>PEGGY: AS A VETERAN, WHAT DO YOU THINK ABOUT THIS?
>> >>SEAN SALA: THIS IS WHAT THE CONSTITUTION IS ALL ABOUT.
ALL ABOUT. THIS IS WHATハ EVERY PIECE OF THE CONSTITUTION
IS WHAT THESE PEOPLE ARE ABLE TO DO NOW, THAT I COULD NOT DO YEARS AGO.
>> >>PEGGY: ALL RIGHT, THANK YOU SEAN SALA. >> >>DWANE: ONCE AGAIN, THE DEFENSE DEPARTMENT
IS ALLOWING AN EXCEPTION FOR THIS WEEKEND'S PRIDE PARADE FOR MILITARY PERSONNEL TO WEAR
THEIR UNIFORMS. THERE IS A NEW MAN IN CHARGE OF THE NAVY SURFACE
FORCES IN THE PACIFIC KNOWN AS SURF PAC. VICE ADMIRAL THOMAS COATMAN TOOK OVER IN A
CEREMONY, HE'S IN CHARGE OF 163 SHIPS AND 49,000 ACTIVE DUTY PERSONNEL.
THE NAVY IS SHOWING ITS GREEN PRIDE OFF HAWAI'I RIGHT NOW, DEMONSTRATING ITS GREAT GREEN FLEET,
SHIPS RETURNING ON A 50/50 MIX ON BIOFUEL AND CONVENTIONAL FUEL.
RAY MABIS SAYS RELIANCE ON FOREIGN ENERGY MAKES THE MILITARY VULNERABLE AND RISING NEUL
PRICE TAKE A TOLL ON THE DEFENSE BUDGET. >> >>: WHEN THE PRICE GOES UP, WE DON'T HAVE
BUT A COUPLE PLACES TO GO GET THE MONEY. EITHER FROM OPERATIONS WHICH MEANS WE SAIL
LESS, LESS, OR FROM FLAT FORM, AND I DON'T WANT TO HAVE TO MAKE THAT DECISION.
>> >>DWANE: SHIFTING THE MILITARY TO BIOFUEL WILL HELP THE U.S. DEVELOPMENT, A NEW ENERGY
IN CONGRESS. RIGHT NOW BIOFUEL COSTS MORE THAN TRADITIONAL
OIL. A BUDGET FORM SAYS NO SPENDING MONEY ON BIOFUELS
IF THEY ARE MORE EXPENSIVE THAN REG FOSSIL FUELS.
ALONG CALIFORNIA'S CENTRAL AND NORTHERN CALIFORNIA COAST, BUSINESS ENVIRONMENT REPORTER ERIK
ANDERSON JONES US TO TALK ABOUT WHAT'S HAPPENING. WHY ARE ANIMAL RESCUE CENTERS GETTING ALL
THESE PELICANS? >> >>: THIS IS A VERY GOOD SPRING FOR A BIRD
THAT USED TO BE ON THE ENDANGERED SPECIES LIST.
IT WAS GOOD BECAUSE THERE WERE A LOT OF PELICANS THAT WERE HATCHED, IF YOU'VE EVER SEEN BROWN
PELICANS OVER THE OCEAN, YOU KNOW THEY FLY ABOVE THE WATER AND DIVE DOWN TO CATCH FISH
JUST UNDER THE SURFACE. IT'S HARD TO DO, AND IF A YOUNGSTER CAN'T
FISH, IT QUICKLY RUNS INTO PROBLEMS. >> >>DWANE: HOW BIG OF A PROBLEM IS THIS?
>> >>: IN THE LAST THREE WEEKS THEY'VE BEEN BUSY FOR THE FOLKS AT SEA WORLD.
SPOKESMAN DAVVID KOONTS TOLD ME THEY'RE TAKING IN THREE TO FOUR BIRD AS DAY, SOMETIMES AS
MANY SEARVE, IN THE PAST THREE WEEKS 60, AND FIRST MONTH OF THE YEAR THEY HAD 50 RESCUES.
>> >>DWANE: WHAT HAPPENS TO THE BIRDS ONCE THEY ARE AT SEA WORLD?
>> >>: THEY CARE FOR THE BIRDS, GET THE FOOD AND LIQUID THEY NEED, IF A BIRD REQUIRES MEDICINE,
THAT IS ADMINISTERED AND SOME BIRDS WHO COME IN WITH INJURIES, THEY GET TREATED.
IF THE BIRD RECOVERS IT IS DEW TO BE RELEASED BACK INTO THE WILD.
>> >>DWANE: KPBS BUSINESS AND ENVIRONMENT REPORTER ERIK ANDERSON.
CAPTIONS PROVIDED BY ECAPTIONS. >> >>DWANE: LAST NIGHT WE TOLD YOU ABOUT AN
INEWS SOURCE INVESTIGATION INTO DEATHS REGARDING BORDER PATROL.
THESE FATALITIES ARE INCREASING WHILE IMMIGRATION IS DOWN.
JOANNE FARYON IS BACK WITH MORE ON WHY THESE CASES ARE SO DIFFICULT TO PROSECUTE.
>> >>JOANN: BOARD PATROL AGENTS HAVE BEEN PROSECUTES FOR OTHER CRIMES IN THE PAST, BUT
RARELY SITUATIONS INVOLVING LEGAL FORCE. ABOUT THE CHALLENGES & IN PROSECUTING THESE
CASESIS ROXANA POPESCU. YOU'VE BEEN WORKING FOR MONTHS ON THIS INVESTIGATION,
I KNOW IT'S A COLLABORATION WITH OTHER NON PROFIT MEDIA ORGANIZATIONS AND YOU'VE BEEN
DOCUMENTING THE DEATHS OF MEN AND BOYS AFTER CONFRONTATIONS WITH BORDER AGE ANTS.
DO YOU KNOW IF ANY OF THE AGENTS INVOLVED HAVE EVER BEEN PROSECUTED.
>> >>ROXANA POPESCU: LAST YEAR A GRAND JURY WAS CONVENED IN A DEATH, ONE OF 14.
>> >>JOANN: HE IS THE MEXICAN MIGRANT IN THE EVENT YOU TALK ABOUT HAPPENED IN THE SAN DIEGO
BORDER CROSSING AS WELL. >> >>ROXANA POPESCU: IN 200010.
>> >>JOANN: DO WE KNOW WHY THE THERE ARE NO PROSECUTIONS?
>> >>ROXANA POPESCU: SOMETIMES THERE'S NOT ENOUGH EVIDENCE, THESE THINGS HAPPEN IN THE
WILDERNESS, SECOND EVEN IF YOU HAVE THE EVIDENCE, YOU WANT TO TAKE IT TO TRIAL YOU FIND IT'S
GOING TO BE HARD TO FIND 12 JURY MEMBERS TO AGREE.
>> >>JOANN: THE ISSUE OF WITNESSES OF COURSE YOU INTERVIEWED SAN DIEGO U.S. ATTORNEY PETERハ
>> >>: THERE ARE NO THIRD PARTY WITNESSES. IF THERE ARE MORE ALIENS THAN JUST THE VICTIMS
OR THE PEOPLE COMPLAINING THOSE PEOPLE CAN ALSO BE WITNESSES BUT THEY'LL ALWAYS BE RELUCTANT
BECAUSE THEY THEMSELVES ARE ILLEGAL GLINCHTS MANY OF THESE CASE THEY SAY MIGRANTS WERE
THROWING ROCKS AT ME. >> >>ROXANA POPESCU: ROCKING MEANS ASSAULT,
AND WE LOOKED THAT NUMBER OF ROCKINGS THAT HAVE HAPPENED OVER THE PAST FEW YEARS AND
IT TURNS OUTED THEY'VE BIRN RISING STEADILY UP UNTIL ABOUT TWO YEARS AGO.
IN 2006 THEY WERE 435, AND NOW THEY'RE FEWER THAN 200 SO FAR THIS YEAR.
>> >>JOANN: I KNOW YOU LOOKED AT OTHER FORMS OF VIOLENCE, SAME SORT OF PATTERN, INCREASING
BUT DROPPED OFF TOWARDS THE THE END. YOU SPOKE WITH THE HEAD OF THE UNION WHO REPRESENTS
BOARD AGE ANTS. >> >>ROXANA POPESCU: WE SAID THE BOARD HAS
BECOME A MORE DANGEROUS PLACE, BOARD PATROL AGENTS ARE BEING ASKED TO PATROL CLOSER TO
THE LINE. AND THEY ALSO SAID STRATEGY HAS BEEN WORK BECAUSE FEWER PEOPLE ARE TRYING
TO GET INTO THE COUNTRY. THE PEOPLE TRYING TO CROSS ARE MORE DESPERATE,
TRAFFICKERS, SMUGGLER,. >> >>JOANN: WE STARTED RUNNING THE STORY YESTERDAY,
AND ON OUR WEBSITE WE HAD SO MANY COMMENTS IT'S ON THE FRONT PAGE OF MSNBC AND THEY'VE
GOT HUNDREDS OF COMMENTS I'M SURE YOU'VE BEEN READING THEM, BUT PERHAPS PEAL ARE TRYING
TO GET INTO THIS COUNTRY ILLEGALLY THEY'RE GETTING WHAT THEY DESERVE.
DID YOU HEAR THAT KIND OF A SENTIMENT WHEN DOING REPORTING?
>> >>ROXANA POPESCU: ABSOLUTELY. ONE OF THE BIG CHALLENGES FOR PROSECUTORS
THEY DETERMINE AN AGENT SHOULD BE TAKE TOON COURT, IT'S GOING TO BE BASICALLY IMPOSSIBLE
AS ONE PURSE TOON MOA ME TO FIND A JURY TO AGREE.
TO TAKE THE POLITICS OUT OF THE JUSTICE. >> >>JOANN: YOU SPOKE WITH A COUNTY ATTORNEY
IN ARIZONA WHO DID TRY TO TAKE ONE OF THESE CASES IN COURT.
HE SAYS IT'S TOUGH WHEN YOU TRY TO PROSECUTE ANY LAW ENFORCEMENT AGENT, THROW IN THE BOARD
ISSUE, HE SAYS IT'S TOUGH. HERE'S A CLIP FROM HIM.
>> >>: IF YOU THROW IMMIGRATION INTO THE MIX WITH ALL OF THE EMOTION SURROUNDING THIS ISSUE,
AND ALL OF THE POLITICAL CONFLICTS SURROUNDING THIS ISSUE, THAT JUST GETS RATCHETED UP TO
A DEGREE THAT MAKES IT EXTREMELY UNCOMFORTABLE. >> >>JOANN: WE ALSO HAVE A SAN DIEGO IMMIGRANT
RIGHTS GROUP IN D. C.THIS WEEK ASKING LAW MAKERS FOR AN INVESTIGATION TO CUSTOMS AND
BOARD PATROL. YOU'VE BEEN HEARING THIS REALLY IN OTHER STATES
AS WELL RIGHT? >> >>ROXANA POPESCU: I SPOKE WITH SOMEBODY
IN ARIZONA IMMIGRANT AID GROUP, THEY'RE LOOKING FOR OVERSIGHT OF BOARD PATROL AND CUSTOMS.
JUST IT'S PART OF A BIG PROBLEM, AND IT'S IMPORTANT TO HAVE OUTSIDE OVERSIGHT.
>> >>JOANN: LET'S PLAY A CLIP, WITH THE GROUP NO MORE DEATHS.
>> >>: IT'S NOT ENOUGH THAT BOARD PATROL HAVE A COMPLAINT PROCESS, THAT THERE BE AN INTERNAL
ADDRESS PROCESS. NONE OF THESE MECHANISMS ARE SUFFICIENT.
AND THEY'VE HAD AMPLE TIME TO MAKE THAT CASE TO THE PUBLIC.
THAT'S WHY OUR DRIVING RECOMMENDATION IS THAT THERE BE INDEPENDENT OVERSIGHT OUTSIDE OF
THS. >> >>JOANN: WE'VE GOT MORE ON THIS SPECIAL
REPORT ON KPBS.ORG/DEADLYPATROLS: >> >>DWANE: IN FACT, WE'LL HAVE MORE ABOUT
THIS SPECIAL REPORT DEADLY PATROLS COMING UP IN JUST A FEW MINUTES.
YOUNG GIRLS WITH A HISTORY OF TROUBLE AND LOW CELL SELF ESTEEM OFTEN FALL PREY TO SEX
TRAFFICKERS. SUSAN MURPHY TELLS US ABOUT A GROUP IN CITY
HEIGHTS WORKING TO PREVENT GIRLS FROM BECOMING VICTIMS.
>> >>: IT'S GRADUATION FOR THESE 30 GIRLS IN CITY HEIGHTS. THE TEENS HAVE SPENT THE
PAST SIX WEEKS LEARNING TO MAKE BETTER CHOICES AFTER BEING ARRESTED FOR CURFEW VIOLATIONS.
>> >>: I WAS AT A PART Y, EVERYONE GOT KICKED OUT OF THE HOUSE.
WHILE WE WERE WALKING TO MY RIDE, THE OFFICER PULLED OUT OF THE ALLEY AND STOPPED US.
>> >>: THERE WAS A FIGHT IN THE STREET, AND THEN ALL THESE POLICE CAME AND THEY GOT ME
AND MY FRIEND. >> >>: I WAS ARRESTED FOR DRINKING.
>> >>: HERE IS STAR HOUSE A, NON PROFIT ORGANIZATION RUN BY SAN DIEGO POLICE AND PROBATION OFFICERS.
THEIR DIVERSION GIRLY GIVES AT RISK GIRLS AN ALTERNATIVE TO SEEING A JUDGE.
OFFICERS TEACH THE GIRLS HOW TO BUILD THEIR SELF ESTEEM.
>> >>: A LOT OF THE GIRL WHOSE COME INTO THE PROBLEM HAVE REALLY LOW SELF ESTEEM.
OUR GOAL IS BY THE TIME THEY LEAVE THE PROGRAM S TO HAVE THEIR SELF ESTEEM UP HIGH AND SET
GOALS FOR THEIR LIVES. >> >>: A PATH OF TROUBLE AND LOW SELF IMAGE
OFTEN LEAD GIRLS INTO DANGEROUS SITUATIONS LIKE BEING COERCED INTO SEX TRAFFICKING AGENCY.
>> >>: A LOT OF GIRLS DON'T THINK IT CAN HAP TOON THEM, AND WE TELL THEM NOW HOW IT'S SO
POPULAR IN THE SCHOOLS AND IT COULD BE EVERY. YOUR FRIEND OR BOYFRIEND THAT MIGHT TRY TO
CONVINCE YOU TO BE SOLD INTO HUMAN TRAFFICKING. >> >>: FIFTEEN YEAR OLD JORDAN COAL SAYS THAT'S
JUST WHAT HAPPENED TO HER. >> >>: AT MY SCHOOL, THERE'S BOY WHOSE TRY
TO PIMP GIRLS THEY'LL TELL THEM TO HO UP FOR THEM, BUT AND I USED TO TALK TO THIS BOY,
HE USED TO TRY TO MAKE ME AND I WAS LIKE NO. >> >>: SAN DIEGO POLICE SERGEANT PATTY CLAYTON
SAYS EDUCATION IS POWER WHEN IT COMES TO PREVENTING GIRLS FROM BECOMING VICTIMS.
>> >>: I THINK BY EDUCATING THE GIRLS ON THE APPROACH OF THE THINGS THAT GO BEHIND IT,
AND THE RECRUITMENT PROCEDURES, EDUCATE THEM ON WHAT TO LOOK OUT FOR AND KEEP THEMSELVES
SAFE. >> >>: MANY OF THESE GIRLS SAY THEY WERE UNAWARE
OF THE DANGERS OF SEX TRAFFICKING UNTIL LEARNING ABOUT IT IN THIS CLASS.
NOW THEY SAY THEY'LL DO MORE TO PROTECT THEMSELVES FROM BECOMING VICTIMS.
>> >>: I LEARNED A LOT ABOUT SELF IMAGE, AND FEELING BETTER ABOUT YOURSELF BECAUSE BEFORE
YOU CAN LOVER SOMEONE, A LOT ABOUT SUBSTANCE ABUSE, KEEPING YOUR BODY SAFE.
>> >>: THEY DON'T DISCRIMINATE, BLACK, WHITE, ASIAN, HISPANIC, ANY AGE, THEY'LL TAKE YOU.
IT'S FOR THEIR BENEFIT NOT YOURS. >> >>: THE F. B.I.RANKS SAN DIEGO AS ONE OF
THE TOP CHILD PROSTITUTION AREAS IN THE NATION, THE AVERAGE ENTRY AGE OF GIRLS IS 12 TO 14
YEARS OLD. POLICE SAY IT'S ONE OF THE FASTEST GROWING
CRIMINAL INDUSTRIES IN THE REGION. THAT'S WHY A GROWING NUMBER OF SAN DIEGO ADVOCATES,
EDUCATORS AND LAW ENFORCEMENT ARE STEPPING TUP EFFORTS TO RAISE AWARENESS AND COMBAT
THE PROGRAM. MARK JOSE SPOKE AT A SEX TRAFFICKING FORUM
AT THE SAN DIEGO COUNTY OFFICE OF EDUCATION. >> >>: IF THEY LOOK LIKE THEY'RE FROM A GANG,
HOW THEY GET THREE GIRLS TO GO OUT THERE WHO HAVE NEVER DONE THIS BEFORE?
>> >>: HE EXPLAINED HOW PIMPS ARE MASTERS OF SEDUCTION.
>> >>: THEY'LL START BUILDING HER UP, SAYING HOW BEAUTIFUL SHE IS, HOW WONDERFUL SHE S
THEY'LL START TO PAY HER START BUYING HER MAYBE LITTLE TRINKETS, CLOTHES MAYBE, GET
HER NAILS DONE. IT GETS TO THE POINT WHERE THEY'LL HAVE SEX
WITH YOU, AND USUALLY AT THAT TIME THEY KNOW OKAY, I'VE GOT HER.
>> >>: JOSE SAYS SEX TRAFFICKING PLAYS OUT HUNDREDS OF TIMES IN SAN DIEGO.
HE SAYS RECRUITMENT HAPPENS IN SCHOOLS, MALLS, THE BEACH AND LOW INCOME NEIGHBORHOODS LIKE
CITY HEIGHTS. >> >>: I THINK IT'S MORE PREVALENT IN THESE
REFUGEE COMMITTEES THAT ARE TH GIRLS ARE PREY, BECAUSE THEY DON'T UNDERSTAND THE SOCIETY.
THEY HAVEN'T BEEN HERE THAT LONG. THEY ARE VERY OFTENTIMES POOR, AND THEY ARE
TYPICAL TEENAGERS. >> >>: ZARA WORKS WITH REFUGEES AND IMMIGRANTS
IN CITY HEIGHTS. SHE SAYS GIRLS FALL PREY BECAUSE THEY'RE TOO
TRUSTING AND DON'T UNDERSTAND THE DANGERS UNTIL IT'S TOO LATE.
>> >>: OUR REFUGEES AND IMMIGRANTS ARE OFTENTIMES HESITANT TO CALL LAW ENFORCEMENT BECAUSE IN
THEIR OWN COUNTRIES THE POLICE IS NOT YOUR FRIEND.
>> >>: STAR PALS IS WORKING TO CHANGE THAT. OFFICER MILLS TELLS THE GIRLS THEY CAN CALL
HER 24 7. >> >>: I WOULD WANT TO BRING THEM ALL HOME.
THEY'RE LIKE FAMILY TO ME AT THAT POINT. AND THEN WE KEEP IN CONTACT WITH A MAJORITY
OF THE GIRLS. I JUST WANT THEM TO KNOW THEIR SELF WORTH.
THEY ARE SOMEBODY, AND WE LOVE THEM. >> >>: FOURTEEN YEAR OLD CYNTHIA SAYS WHAT
STARTED A AS THE WORST NIGHT OF HER LIFE TURNED OUT TO BE THE BEST THING TO EVER HAPPEN TO
HER. >> >>: IT MADE SURE I GOT OUT OF TROUBLE.
I DO WANT TO GET OUT OF TROUBLE BECAUSE I DO WANT TO HAVE GOOD GRADES AND GET TO COLLEGE.
>> >>DWANE: KPBS REPORTER SUSAN MURPHY. YOU CAN LEARN MORE ABOUT THIS PROGRAM AT SPEAK
CITY HEIGHTS DOT ORG. IT.
>> >>DWANE: OFFICIALS IN THE SAN FRANCISCO BAY AREA ARE MULLING OVER THE IDEA OF A MILEAGE
TAX FOR DRIVERS. THE PROPOSAL CALLS FOR INSTALLING GPS STYLE
ODOMETERS IN CARS AND CHARGING FOLKS FOR EVERY MILE DRIVEN.
THE MONEY WOULD GO TO ROADS AND PUBLIC TRANSPORTATION. THIS IS JUST AN INITIAL PROPOSAL.
NEXT WEEK, OFFICIALS WILL VOTE ON A LONG TERM STUDY OF THE IDEA.
A FEDERAL APPEALS COURT HAS ORDERED DISNEYLAND TO THINK ABOUT SEGUEWAYS FOR THE DISABLED.
THEY'RE NOT ALLOWED BECAUSE OF SAFETY CONCERNS. THE COMPANY WAS SUED BY A DISABLED WHO USE
AS SEGUEWAY TO GET AROUND. DISNEY HAS TO PROVE THE DEVICES AREN'T SAFE.
>> >>PEGGY: TONIGHT IN OUR PUBLIC SQUARE, WE'VE CHOSEN TWO OF JUST THOUSANDS OF COMMENT
THREADS POSTS ON VARIOUS INTERNET SITES ABOUT OUR U COUNTABILITY IN THE BORDER PATROL, WHEN
