PASSED THE CALIFORNIA LEGISLATURE ON MONDAY. WHAT IT MEANS TO SAN DIEGO HOME OWNERS AND
THE PENALTIES BANKS FACE IF THEY DON'T COMPLY. PLUS, A MAJOR TRADE AGREEMENT BETWEEN A U.S.
AND PACIFIC RIM COUNTRY IS BEING NEGOTIATED IN SAN DIEGO.
I'LL HAVE THE DETAILS AND THE PUSH BACK ON TONIGHT'S ROUND TABLE.
>> >>DWANE: ALSO TONIGHT, WHAT A SQUIRREL'S TAIL CAN TEACH SCIENTISTS ABOUT RATTLESNAKES.
>> >>DWANE: GOOD EVENING, THANKS FOR JOINING US, I'M DWANE BROWN.
TWO MONTHS FROM TODAY, MAJOR CUTS WILL TAKE EFFECT IN THE SAN DIEGO SUPERIOR COURTS ELIMINATING
ABOUT 250 JOBS. SIX DOWNTOWN CRIMINAL COURTROOMS WILL BE CLOSED
ON SEPTEMBERÊ3, ALONG WITH A CIVIL COURTROOM. THE RAMONA HOUSE WILL ALSO CLOSE, AND SO WILL
COURTROOMS HANDLING JUVENILE DEPENDENCY AND PROBATE IN VISTA.
BEGINNING SEPTEMBER THIRD, SUPERIOR COURT BUSINESS OFFICES WILL CLOSE AT NOON ON FRIDAYS.
THE CHANGES ARE DESIGNED TO CLOSE A 14ÊMILLION DOLLAR BUDGET DEFICIT.
A STATE APPEALS COURT SAYS CITIES CANNOT SIMPLY BAN MARIJUANA DISPENSARIES.
THE JUSTICES SAY STATE LAW PREEMPTS COUNTY ORDINANCES.
ADVOCATES FOR MEDICAL MARIJUANA SAY IT'S A LAND MARK DECISION THAT COULD IMPACT THE CASE
PENDING BEFORE THE STATE SUPREME COURT. THEY ARE NOT BANNED, BUT THEY ARE SUBJECT
TO ZONING RESTRICTIONS. THE MILITARY'S HIGHEST COURT WILL HEAR A NEW APPEAL FROM THE LEADER
OF THE CAMP PENDLETON 8. MARINE SARGENT LAWRENCE HUTCHINS WAS SENTENCES
TO 11 YEARS AFTER KILLING AN UNARMED IRAQI MAN IN 2006.
HUTCHINS SAYS THE NAVY'S SECRETARY INTERFERED IN HIS CASE, AND CLAIMS HIS RIGHT WERE VIOLATED
WHEN HE WAS MELD IN SOLITARY CONFINEMENT WITHOUT A LAWYER FOR A WEEK. THE COURT APPEALS FOR
THE ARMED FORCES EXPECTED TO HEAR THE DAYS THIS FALL.
FORTY FIVE LARGE WILD FIRES CONTINUE TO BURN ACROSS THE U.S. TONIGHT.
C130 CARGO PLANES ARE NOW BACK IN SERVICE TO FIGHT THE FIRES. THEY WERE GROUNDED AFTER
A DEADLY CRASH IN SOUTH DAKOTA. THERE WILL BE MORE ABOUT THE WILD FIRES AND
EXTREME HEAT ACROSS THE COUNTRY COMING UP ON THE PBS NEWS HOUR AT 7:00ÊP.M.
BEWARE FOURTH OF JULY REVELERS, WITHOUT A PERMIT, IT'S ILLEGAL TO HAVE SO MUCH AS A
SPARK LR IN SAN DIEGO COUNTY, INCLUDING HOME MADE BOTTLE BOMBS FASHIONED FROM PLASTIC SODA
BOTTLES. >> >>: YOU CAN SEE WITH THE WATER SPRAYING,
THE FLASH, PLASTIC CAN GO EVERY DIRECTION. >> >>DWANE: AND CAUSE SERIOUS HARM.
CAPTAIN ROB SHERMAN HAS BEEN WITH THE SAN DIEGO BOMB SQUAD 14 YEARS AND RESPOND TO MORE
THAN 50 BOTTLE INCIDENT AS YEAR. >> >>: GENERALLY IT'S JUVENILES MAKING THEM.
>> >>DWANE: THESE TYPES OF EXPLOSIONS HAPPEN IN CYCLES.
>> >>: IT'S USUALLY THE SAME GROUP DOING IT OR SCIENCE EXPERIMENTS AND THEN IT MOVES TO
A DIFFERENT AREA. >> >>DWANE: HE'S SEEN PEOPLE WHO INNOCENTLY
COLLECT PLASTIC GET HURT BY WHAT'S LEFT OF THESE ACID BOMBS.
>> >>: THIS PERSON HAPPENED TO PICK UP PLASTIC FOR RECYCLING PURPOSES AND YOU KNOW SUFFERED
THE AFFECTS OF THE SUBSTANCE WHICH THIS DEVICE WAS MADE FROM.
>> >>DWANE: TO POSSESS, SELL, OR PURCHASE FIRE WORKS IN SAN DIEGO COUNTY, YOU HAVE TO
BE A PROFESSIONAL, SUCH AS THOSE WHO PUT ON DISPLAYS FOR CITIES OR AMUSEMENT PARKS.
MANY PEOPLE THINK BOTTLE ROCKETS ARE HARMLESS UNTIL IT LANDS AND SPARK AS FIRE.
ALL CONSUMER FIRE WORKS ARE ILLEGAL, INCLUDING SPARKLERS.
THE COUNTY SHERIFF'S BOMB SQUAD DISPOSED OF 100 POUNDS OF ILLEGAL IN 2000 TENT.
>> >>: THE NUMBER ONE THING IS IT'S DANGEROUS AND THE SECOND THING IT'S ILLEGAL.
>> >>DWANE: NOW THE BEST ADVICE FOR THOSE WHO WANT TO SEE FIRE WORKS IS TO GO TO A PUBLIC
EVENT IN YOUR COMMUNITY. GO TO OUR LIST KPBS.ORG FOR A LIST.
THE PRICE AT THE GAS PUMP KEEPS FALLING. THE AVERAGE FOR A GALLON OF REGULAR IS NOW $3.71,
THE LOWEST PRICE SINCE EARLY JANUARY. TRIPLE A SAYS DEMAND IS LOWER BECAUSE OF A
SLOW DOWN IN THE GLOBAL ECONOMY. GOVERNOR JERRY BROWN WANTS MORE TIME TO WORK
WITH LAW MAKERS ON PENSION REFORM. HE'S POSED PO SEVERAL CHANGES INCLUDING 4O1K
PLANS FOR NEW EMPLOYEES, ALONG WITH SOME GOVERNOR JERRY BROWN
MORE TOWARDS THE THEIR REQUIREMENTS. DEMOCRATIC LEADERS SENT THE GOVERNOR THEIR
OWN PROPOSAL OVER THE WEEKEND. IT HASN'T BEEN MADE PUBLIC, THE DIFFERENCES
ARE TOO COMPLEX TO WORK OUT BEFORE THE LEGISLATIVE RECESS BEGINS AT THE END OF THIS WEEK.
CALIFORNIA'S LARGEST STATE WORKERS UNION HAS AGREED TO FURLOUGHS, CUTTING EMPLOYEE BY ROUGHLY
5ÊPERCENT PER YEAR, 12 UNPAID DAYS WITH FLEXIBILITY TO SCHEDULE TIME OFF.
IT'S A COMPROMISE WITH GOVERNOR BROWN. HE WANTED TO MOVE THE STATE TO A FOUR DAY
WORK WEEK. AN ESTIMATED 50,000 HOME OWNERS IN SAN DIEGO
COUNTY ARE AT RISK OF LOSING THEIR HOMES. STATE LAW MAKERS APPROVED A BILL THIS WEEK
TO HELP HOME OWNERS AVOID FORECLOSURE. PEGGY PICO IS LOOKING INTO SOME OF THE KEY
POINTS OF THE MEASURE AT THE ROUND TABLE. >> >>PEGGY: THE HOME OWNERS BILL OF RIGHTS
PASSED THE CALIFORNIA LEGISLATURE ON MONDAY. HOME OWNER ADVOCATES CLAIM IT IS A VICTORY
AND SAY IT'S A BLOW TO BIG BANKS. GOVERNOR BROWN SAYS HE'LL SIGN THE LEGISLATION,
BUT THE SKEPTIC IN ME WONDERS HOW MUCH THIS BILL WILL HELP THE HOME OWNERS IN TROUBLE
TO HELP ANSWER THAT QUESTION IS MY GUEST DAVID LAGSTEIN, DIRECTER OF SAN DIEGO'S ALLIANCE
OF CALIFORNIA FOR COMMUNITY EMPOWERMENT, OR ACE.
I WANTED TO KNOW IF IF YOU CAN GIVE US A BRIEF BIG PICTURE OF HOW THIS BILL OF RIGHTS RELATES
TO THE SETTLEMENT THAT RECENTLY HAPPENED IN CALIFORNIA, FIVE BANKS, 18ÊBILLION DOLLARS
TO CALIFORNIA HOME OWNERS. HOW DOES THAT RELATE?
>> >>DAVID LAGSTEIN: THE SETTLEMENT WAS A MULTISTATE SETTLEMENT UNDER ATTORNEY GENERAL
HARRIS. PART OF IT HAD BEST PRACTICES BANKS WOULD
BE REQUIRED. THIS LOCKS IN THE REQUIREMENTS AT THE STATE
LEVEL AND HAS STRONGER ENFORCEMENT WHEN BANKS DON'T FOLLOW THEM.
>> >>PEGGY: SO PUTTING AN ENFORCEMENT HOOK INTO THAT.
AS FAR AS THE NUTS AND BOLTS OF THIS BILL OF RIGHTS BECAUSE IT SEEMS LIKE IT'S PRETTY
INTENSIVE, WHAT ARE SOME OF THE FEW KEY PROVISIONSÊ AND I'M WANTING TO START WITH THE DUEL TRACKING
IF YOU COULD EXPLAIN THAT. >> >>DAVID LAGSTEIN: DUEL TRACKING IS REALLY
AN INSIDIOUS PRACTICE OF BANKS WHERE THERE'S TWO PARTS OF THE BANK; ONE NEGOTIATING MODIFICATION
WITH THE HOME OWNER, ASKING FOR PAPERWORK, THE OTHER SIDE IS MOVING A FORECLOSURE THAT
SAME TIME. WHAT THIS STOPS THE BANK IF YOU'RE NEGOTIATING
A MODIFICATION, YOU CAN'T FORECLOSE AT THE SAME TIME.
>> >>PEGGY: IT SEEMS LIKE THEY'RE USING IT BOTH WAYS TO THEIR BENEFITS.
>> >>DAVID LAGSTEIN: THAT'S EXACTLY RIGHT. WE'VE SEEN CASES WHERE THE FORECLOSURE NOTE
OW OWS ARRIVES IN THE MAIL ONE DAY AND A MODIFICATION TWO DAYS LATER.
>> >>PEGGY: AND A LOT OF PEOPLE HAVE MENTIONED THAT, OR THEY'VE FORECLOSED AND THEN THEY
GOT MODIFICATION NOTICES AFTERWARDS. THERE'S ALSO A REALLY BIG ONE, AND THIS I
KNOW PERSONALLY BECAUSE I'M TRYING TO BUY A HOME. THE ONE PURSE ON F CONTACT.
>> >>DAVID LAGSTEIN: THIS PROVIDE AS SINGLE POINT OF CONTACT FOR A HOMEOWNER TRYING TO
RECEIVE A MODIFICATION. YOU GET A DIFFERENT PERSON EVERY SINGLE TIME,
LOST PAPER WORK, AND THIS IS ACTUALLY ABOUT CREATING SOME SANITY FOR THE BORROWER THEY
CAN HAVE A COHERENT PATH TO RENEGOTIATE THEIR LONE.
>> >>PEGGY: THERE'S SOME FINANCIAL PENALTIES IF THEY DO NOT COMPLY WITH THESE RULES INCLUDING
A 7,500 DOLLAR PENALTY FOR VERIFYING LOAN DOCUMENTATION APPROPRIATELY.
WHAT COMES TO MINE IS THAT COMPUTER SIGNING. DOES IT APPLY TO ROBO SIGNING, AND WHAT ELSE?
>> >>DAVID LAGSTEIN: NO, THIS IS U IMOWT ROBO SIGNING.
THERE'S A NUMBER OF DIFFERENT WAYS WHERE LOANS HAVE BEEN FILED INAPPROPRIATELY, THE SIGNATURES
WITH WEREN'T DONE PROPERLY, AND THIS HAS SOME PENALTY FOR IT.
IMPORTANTLY FOR ANY VIOLATION THE LAW, GIVEN THE BORROWER OR OPPORTUNITY TO SUE THE BANK.
THE BANK HAVE PROVEN IF THERE'S NOT A PENALTY OR CONSEQUENCES FOR THEIR BEHAVIOR, THEY'RE
GOING TO DO THE SAME THING. THIS GIVES LEVY LEVERAGE FOR THE BANKS TO
MAKE RIGHT BY THE BORROWER. >> >>PEGGY: IS 7500 ENOUGH OF A PENALTY?
>> >>DAVID LAGSTEIN: ULTIMATELY, WHATÊ THIS BILL IS NOT GOING TO PREVENT EVERY FORECLOSER,
BUT IT WILL CREATE FAIR TREATMENT. >> >>PEGGY: I WANT TO MOVE QUICKLY TO THE
OPPONENTS OF THE BILL OF RIGHTS THAT SAY FORECLOSURE IS INEVITABLE, WE KNOW THAT IT'S MARKET VALUES,
THINGS LIKE THAT. ISN'T THIS JUST DRAGGING OUT THE PROCESS,
MAKING IT PAINFUL FOR THOSE PEOPLE GOING THROUGH FORECLOSURE.
>> >>DAVID LAGSTEIN: I HAVE TO SAY THAT ARGUMENT CONFUSES ME, BECAUSE WHY IS TREATING A BORROWER
FAIRLY SEEN AS DRAG OUT THE PROCESS. THIS IS NOT ABOUT SAVING EVERY FORECLOSURE,
BUT A PERSON SHOULD BE ABLE TO CALL THE BANK, SEND DOCUMENTS, REQUEST A MODIFICATION.
THE ANSWER IS NOT ALWAYS GOING TO BE YES, BUT SHOULD BE A STRAIGHT AND CLEAN FORWARD
PROCESS. >> >>PEGGY: I WANTED TO GET TO THAT THIS IS
A SIGNIFICANT PIECE OF LEGISLATION, IF THE GOVERNOR SIGNS THIS, WE'LL BE THE FIRST STATED
THAT HAS THIS KIND OF PROVISION. WHY IS IT SO SIGNIFICANT?
>> >>DAVID LAGSTEIN: THIS REAL THE BANK SPENT A TON OF MONEY TO LOBBY LEGISLATURES, GRASS
ROOTS FROM EFFORT FROM PEOPLE AROUND THE STATE. IT LOOKS LIKE IT'S GOING TO BE A MODEL FOR
LEGISLATION TO PROTECT HOME OWNERS AROUND THE COUNTRY.
THEY HAD TO DECIDE WERE THEY ON THE SIDE OF WALL STREET OR HOME OWNERS.
WE'RE REALLY PROUD TO PLAY A PART OF THIS VICTORY.
>> >>PEGGY: IS THIS THE END OF THE STORY? >> >>DAVID LAGSTEIN: THERE'S A LOT MORE WORK
TO BE DONE. PRINCIPLE REDUCTION FOR HOME OWNERS STABILIZES
THE HOUSING MARKET, FIX THE ECONOMY, BUT THAT'S THE NEXT STEP IN THE PROCESS.
THIS IS DEALING WITH FORECLOSURES IN THE PIPE LINE BUT DOESN'T SOLVE THE BIGGER ISSUE.
>> >>PEGGY: MAYBE MAKES THE PATH A LITTLE BIT EASIER.
THANK YOU SO MUCH FOR JOINING ME. >> >>DWANE: BARRIO LOGAN'S CHICANO PARK IS
GETTING A MILLION DOLLAR UP GRADE. THE IMPROVEMENTS INCLUDE NEW LIGHTING, A SKATE
BOARD AREA AND NEW PLAY GROUND EQUIPMENT. FROM THE STATE DEPARTMENT OF HOUSING AND COMMUNITY
DEVELOPMENT, A GRANT. THE FIRST OVER THE COUNTER HIV TEST WAS APPROVED
BY THE FOOD AND DRUG ADMINISTRATION. THE ORAQUICK TEST USES A MOUTH SWAWB, GIVING RESULTS IN
20 TO 40 MINUTES. THE GOVERNMENT SAYS OVER 1ÊMILLION PEOPLE
CARRY HIV, BUT A FIFTH DON'T KNOW THEY HAVE IT.
THE TEST IS DESIGNED FOR PEOPLE WHO MIGHT NOT GET TESTED.
EXPECTED TO BE ON THE MARKET IN OCTOBER. A MAJOR TRADE CONFERENCE IS GOING ON IN SAN
DIEGO INVOLVING THE U.S. AND OTHER NATIONS ON THE PACIFIC RIM.
TALK ABOUT A TRADE AGREEMENT, PEGGY PICO HAS THAT STORY AT THE ROUND TABLE.
>> >>PEGGY: I'M PRETTY SURE NOT MANY OF YOU IN SAN DIEGO HAVE EVER HEARD OF THE TRANS
PACIFIC PARTNERSHIP FREE TRADE AGREEMENT UNTIL THIS WEEK.
HAS IT BEEN A SECRET? SOME MEMBERS OF CONGRESS THINK SO, THE 13TH IN A SERIES OF TRADE NEGOTIATIONS
IS GOING ON AT THE HILTON. TO SHED SOME LIGHT ON WHAT THE NEGOTIATORS
AND PROTESTERS WANT IS CAROL GUTHRIE, ASSISTANT U.S. TRADE REPRESENTATIVE, AND CELESTE DRAKE,
A POLICY EXPERT WITH THE AFLCIO. CAROL, I HAVE THE FIRST QUESTION FOR YOU.
TELL US WHAT THESE NEGOTIATIONS ARE AND HOW THEY CAME ABOUT?
>> >>CAROL GUTHRIE: IN A TRANS PACIFIC PARTNERSHIP THE U.S. IS WORKING WITH CURRENTLY EIGHT OTHER
COUNTRIES IN THE ASIA PACIFIC AREA TO CREATE A NEW TRADE AGREEMENT THAT WILL ULTIMATELY
GIVE THE UNITED STATES AND OUR EXPORTERS MORE ACCESS TO THE DYNAMIC AND GROWING MARKETS
OF THE ASIA PACIFIC SO WE CAN FOLLOW THE PRESIDENT'S DICTUM TO MAKE MORE HERE, SELL MORE THERE,
AND GET MORE JOBS IN THE UNITED STATES. WE'RE GLAD TO HAVE HAD FOLKS FROM THE LABOR
MOVEMENT, FROM OCCUPY, NOT ONLY OUTSIDE THE HOTEL, BUT INSIDE THE HOTEL FOR OUR STAKE
HOLDER ENGAGEMENT SO WE CAN TALK A LITTLE MORE ABOUT WHAT'S GOING ON SO MORE PEOPLE
CAN LEARN ABOUT THE TRANS PACIFIC PARTNERSHIP. >> >>PEGGY: WHEN YOU SAY BIG TRADE, YOU THINK
OF THESE BIG TRADE AGREEMENTS, IT KIND OF SCARES A LOT OF PEOPLE.
CELESTE ARE THERE PROTECTIONS FOR THE U.S. GOING ON DURING THESE NEGOTIATIONS FOR LABOR?
>> >>CELESTE DRAKE: WE KNOW THAT THE U.S. GOVERNMENT HAS PROPOSED SOME PROTECTIONS FOR
WORKERS, SOME FOR THE ENVIRONMENT. PART OF THE PROBLEM WITH THIS PARTICULAR AGREEMENT
IS THAT WITH NINE NATIONS, IT'S NOT JUST THE U.S. AND ONE OTHER COUNTRY TRYING TO WORK
IT OUT, BUT IT COULD BE COUNTRIES THAT HAVE VERY CONCERNS ABOUT HAVING HIGH LABOR STANDARDS
LIKE VIETNAM, FIGHTING BACK AND NOT ACCEPTING THE U.S. PROPOSAL.
THESE MATTER. IF THERE ARE NOT LABOR PROTECTIONS FOR WORKERS
IN THESE COUNTRIES, IT'S NOT JUST LOW WAGE WAGES, BUT THE FACT THE WORKERS ARE REPRESSED,
CAN'T FORM A UNION, CAN'T BARGAIN. >> >>CAROL GUTHRIE: IS THAT WHAT A LOT OF
THE PROTESTERS ARE OUT THERE FOR RIGHT NOW? >> >>CELESTE DRAKE: THEY'RE TALKING ABOUT
JOBS, LABOR RIGHTS, ENVIRONMENTAL PROTECTIONS, TRADE RULES THAT WILL WORK FOR WORKING PEOPLE
AND NOT JUST FOR THE MULTINATIONAL CORPORATIONS. >> >>PEGGY: SO IT'S NOT A BLANKET NO, WE DON'T
WANT THIS, IT'S TRYING TO FOUND OUT THE DETAILS OF IT.
CAROL, WHY IS IT IMPORT TONIGHT IMPROVE PACIFIC RIM RELATIONSHIPS? QUHIE IS THIS NEEDED? IT
SEEMS LIKE WE TRADE WITH JAPAN AND CHINAÊ >> >>CAROL GUTHRIE: WE DO TRADE WITH JAPAN
AND CHINA AND OTHER NATIONS IN THE ASIA PACIFIC, BUT WE COULD TRADE MORE AND BERT.
ONE OF THE THINGS PRESIDENT BARACK OBAMA'S SAID IS WE NEEDED TO DO TRADE POLICY DIFFERENTLY.
THERE WERE A LOT OF PEOPLE SHUT OUT OF THE TRADE CONVERSATION IN THE UNITED STATES AND
WE CAME IN SAYING THAT WE WANTED TO TRADE POLICY THAT WAS MORE RESPONSIBLE AND MORE
RESPONSIVE TO AMERICAN'S CONCERNS. THIS NEEDS TO BE A HIGH STANDARD, TWIRS CENTURY
AGREEMENT THAT TACKLES OLD PROBLEMS IN NEW WAYS AND TACKLES PROBLEMS THAT HAVEN'T BEEN
TACKLED BEFORE IN TRADE AGREEMENTS. THERE IS NO COUNTRY IN THE TRANS PACIFIC PARTNERSHIP
THAT WILL BE ALLOWED TO HAVE A LOWER SET OF COMMITMENTS ON LABOR ON THE ENVIRONMENT OR
ANY OTHER ISSUE. EVERYBODY HAS TO MEET THE HIGH STANDARDS.
THAT'S WHAT ALL THE PARTNERS HAVE COMMITTED TO DO.
WE WILL NOT SUPPORT AN OUTCOME IN THIS NEGOTIATION THAT DOESN'T PUT THE RIGHTS OF WORKERS ON
THE SAME FOOTING AS COMMERCIAL INTEREST. >> >>PEGGY: I WANT TO ASK WE DON'T HAVE A
WHOLE LOT OF TIME, EACH OF YOU, I'LL START WITH CELESTE.
THE NORTH AMERICAN FREE TRADE AGREEMENT, THAT'S WHEN PEOPLE TALK ABOUT THESE TRADE AGREEMENTS
THAT'S WHAT COMES TO MIND. HOW DO YOU VIEW IF AS A SUCCESS OR FAILURE?
>> >>DAVID LAGSTEIN: IT'S A FAILURE FOR AMERICAN WORKERS AND WORKERS IN MEXICO AND CANADA.
AMERICA HAS LOST 700,000 JOBS JOBS DEW TO NAFTA; ASK IN MEXICO, PEASANTS PUSHED OFF
THE LAND DUE TO CHEAP U.S. AGRICULTURAL IMPORTS, IT IS OUR CHANCE TO FIX IT.
IF WE DON'T, IT WILL BE NAFTA TO THE REVENGE. >> >>PEGGY: THAT'S ONE SIDE OF IT.
CAROL, WHAT'S YOUR TAKE ON IT? >> >>CAROL GUTHRIE: THERE'S REALLY GOOD NEWS
FOR PEOPLE WHO SUPERTHESE CONCERNS BECAUSE REES NTDLY CANADA AND MEXICO HAVE BEEN INVITED
TO JOIN THE TRANS PACIFIC PARTNERSHIP. WE FEEL THIS IS AN OPPORTUNITY TO ACT ON PRESIDENT
OBAMA'S PROMISE TO BUILD ON WHAT WHAWZ IN NAFTA AND MAKE THINGS BETTER.
WE'RE EXCITED ABOUT THE OPPORTUNITIES TO MAKE IMPROVEMENTS AND ADDRESS CONCERNS WE'VE BEEN
HEARING FOR A LONG TIME. >> >>PEGGY: THANK YOU SO MUCH FOR BEING HERE.
>> >>DWANE: THE MOST ENDURING RELATIONSHIP IN NATURE IS BETWEEN PREDATOR AND PREY.
KPBS REPORTER TOM FUDGE SAYS HIS TEAM IS GETTING HELP FROM A ROBOT.
>> >>TOM: IN CALIFORNIA, THE GROUND SQUIRREL IS NATURAL PREY FOR THE RATTLESNAKE SO WHY
IN THE WORLDWIDE THIS SQUIRREL APPROACH THIS RATTLER?
>> >>: THIS IS THE TYPICAL DISPLAY, THEY'LL GET FAIRLY CLOSE AND DO THIS TAIL FLAG.
>> >>TOM: CLARK IS A PROFESSOR OF BIOLOGY AT SAN DIEGO STATE.
HE'S A SNAKE GUY AND THIS SUMMER HE'S IN NORTHERN CALIFORNIA STUDYING THE WAY RATTLESNAKES AND
GROUND SQUIRRELS PLAY THE GAME OF SURVIVAL. >> >>: THIS THING IS JUST SUCH A GREAT ALMOST
EPIC STORY. >> >>TOM: BEFORE WE GET TOO FAR, LET'S LEARN
WHY SQUIRRELS WAVE THEIR TAILS AT SNAKES. CLARK SAYS A RATTLESNAKE IS LIKE A GUN WITH
ONE BULLET. WHEN IT STRIKES IT GIVES ITSELF AWAY AND LOSES
ITS COILED LAUNCHING PAD. IF IT MISSES THE PREY, THE PREY GETS AWAY.
>> >>: IT HAS TO DO WITH THE SNAKE RELYING ON AM BUSH.
IF THE ANIMALS AROUND THAT AREA ARE LKING FOR SNAKES THE SUCCESS OF THE SNAKE IS VERY
LOW. >> >>TOM: THE SQUIRREL RAISES THE TAIL TO
SEND INFRARED SIGNALS TO THE RATTLESNAKE. >> >>: THE TAIL SIGN THE TAIL FLAG LETS THE
SNAKE KNOW THE SQUIRREL IS GOING TO GET AWAY. >> >>TOM: HOW DO YOU CREATE A RELIABLE WAY
TO TEST THE THEORY? MEET ROBO SQUIRREL. >> >>: THIS IS WHAT WE HOPE THE ROBO SQUIRREL
LOOKS LIKE FROM THE SNAKES PERSPECTIVE. >> >>TOM: THE CREATION OF THE ROBO SQUIRREL
IS A SQUIRREL WITH A MECHANICAL TAIL THAT MIMICS THE MOVEMENT.
IN THIS VIDEO WE SEE IT MEETING A RATTLE SNAKE. THE SNAKE DOES NOT STRIKE, BUT WHEN IT REMAINS
STILL THE SNAKE STRIKES TO ITS GREAT DISAPPOINTMENT, JUST ANOTHER ROBO SQUIRREL.
LET'S GET BACK TO THAT EPIC STORY CLARK WAS TALKING ABOUT.
THE STORY IS EVOLUTION. OR TO BE SPECIFIC, CO EVOLUTION.
>> >>: CO EVOLUTION IS JUST EVOLUTION BUTS SPECIFICALLY EVOLUTION BETWEEN TWO PARTIES
THAT ARE CONTINUALLY ADAPTING TO EACH OTHER. YOU COULD HAVE MUTUAL COEVOLUTION, WHERE PLANTS
AND POLLEN ATERS GROW TOGETHER, OR ANTAGONIST, LIKE HOST PARASITE OR PATH O JN HUMAN.
>> >>TOM: OR GROUND SQUIRREL RATTLESNAKE, FIGHTING THE BATTLE OVER THOUSANDS OF GENERATIONS
MAKING EACH OTHER GENETICALLY STRONGER AND MORE CUNNING.
>> >>DWANE: CLARK'S RESEARCH IS PURELY SCIENTIFIC, BUT COULD HAVE PRACTICAL.
GROUND STUDYING THE SQUIRREL'S GENETICS MIGHT LEAD TO SNAKE BITE TREATMENTS TO HUMANS.
>> >>PEGGY: IN LIGHT OF TOMORROW'S FOURTH OF JULY HOLIDAY, A BIT ABOUT BEER.
SPECIFICALLY, SAN DIEGO'S BOOMING CRAFT BEER INDUSTRY, AND THE ROLE JERRY SANDERS PLAYS
IN SUPPORTING IT. KPBS METRO REPORTER KATIE ORR WILL HAVE THE
FULL STORY ON THE MAYOR'S ROLE ON EVENING EDITION TOMORROW NIGHT BUT FIRST I'VE GOT
A LIGHT HEARTED QUESTION FOR YOU. WHICH MAYORAL CANDIDATE BOB FILNER OR CARL
DEMAIO DO YOU THINK WOULD BE THE BETTER CHOICE FOR CELEBRATING THE LOCAL CRAFT BEER INDUSTRY?
LET US KNOW WHAT YOU THINK BY FOLLOWING US ON TWITTER, LIKING US ON FACEBOOK, AND JUST
E MAIL US AT PUBLIC SQUARE @ KPBS.ORG. >> >>DWANE: RECAPPING TONIGHT'S TOP STORIES
