>> >>DWANE: THE SUPREME COURT UPHOLDS PRESIDENT OBAMA'S HEALTH CARE LAW.
THE RULING MEANS FOR SAN DIEGO. >> >>JOANNE: I'M JOANNE FARYON, CONGRESSIONAL
REPUBLICANS ARE ANGRY ABOUT THE DECISION, BUT ONE FROM SAN DIEGO SAYS HE WON'T VOTE
TO APPEAL THE AFFORDABLE CARE ACT. >> >>DWANE: THE COURT ALSO RULED TODAY ON
A LAW AGAINST LYING ABOUT MILITARY MEDALS, VETERANS GROUPS ARE NOT HAPPY WITH THE DECISION.
A PICTURE IS WORTH A THOUSAND YEARS AND FOR YOUNG KIDS IN SOUTH EASTERN SAN DIEGO, THE
WORDS ARE STAY IN SCHOOL. KPBS EVENING EDITION STARTS NOW.
CAPTIONS PROVIDED BY ECAPTIONS. >> >>DWANE: PRESIDENT BARACK OBAMA'S HEALTH
CARE OVERHAUL CAN MOVE FORWARD ON A 5 4 VOTE, U.S. SUPREME COURT UPHOLD MOST OF THE PLAN
TODAY. KENNY GOLDBERG IS IN THE NEWS CENTER.
THE COURT UPHOLD MOST OF THE HEALTH CARE LAW, BUT WHAT DIED DIDN'T THEY LIKE?
>> >>KENNY: THE FACE NOW STATES CAN CHOOSE NOT TO EKS PABD THEIR MEDICAID PROGRAM ALTHOUGH
CLRVE HAS DECIDED IT'S GOAING TO GO FULL SPEED AHEAD TO AD ABOUT TWO MILLION MORE PEOPLE
TO MEDICAL, AND RECEIVE FEDERAL MONEY THAT WILL ENABLE THEM TO DO IT.
IT THEY SAID THAT THE INDIVIDUAL MANDATE IS CONSTITUTIONAL, SO THE BASIS OF? AFFORDABLE HEALTH CARE ACT
IS INTACT. >> >>DWANE: HAD A LOT AT STAKE WITH THIS RULING
TODAY. >> >>KENNY: ABSOLUTELY.
THERE'S A LOT OF FEDERAL MONEY INVESTED ALREADY IN TRYING TO GET CALIFORNIA READY FOR THE
AFFORDABLE HEALTH CARE ACT WHICH KICKS IN IN FULL IN 2014.
CALIFORNIA HAS REAL EMBRACED IT FROM THE BEGINNING AND IT'S READY TO GO FULL SPEED AHEAD.
>> >>DWANE: KPBS HEALTHCARE REPORT, KENNY GOLDBERG.
PRESIDENT OBAMA IS DECLARING VICTORY WITH TODAY'S DECISION.
HE SAYS THE AFFORDABLE HEALTH CARE ACT WILL MAKE PEOPLE'S LIVES MORE SECURE.
>> >>: WHEN WE LOOK BACK 5 YEARS OR 10 YEARS FROM NOW OR 20 YEARS FROM NOW, WE'LL BE BETTER
OFF BECAUSE WE HAD THE COURAGE TO PASS THIS LAW AND KEEP MOVING FORWARD.
>> >>DWANE: REPUBLICAN PRESIDENTIAL CANDIDATE MITT ROMNEY SAYS REPEALING THE ACT WILL BE
HIS FIRST PRIORITY IF ELECTED. HE SAYS IT IS TRILLIONS OF DOLLARS ADDED TO
THE FEDERAL DEFICIT. >> >>: WHAT THE COURT DID TODAY WAS SAY THAT
OBAMA CARE DOES NOTED VIOLATE THE CONSTITUTION. WHAT THEY DID NOT DO IS SAY O BHAWM UH CARE
IS GOOD LAW OR GOOD POLICY. >> >>DWANE: WE ASKED SOME SAN DIEGANS WHAT
THEY THOUGHT ABOUT THE COURT'S RULING TODAY. >> >>: I THINK IT'S A GOOD IDEA ONLY IMAWZ
I THINK EVERYBODY SHOULD HAVE MEDICAL CARE. AND ALSO, BECAUSE, YOU KNOW, THERE'S BEEN
A LOT OF ISSUES WITH PEOPLE NOT HAVING HEALTH CARE, AND THEN TAX PAYERS WOULD HAVE TO PAY
FOR THAT. >> >>DWANE: I THOUGHT.
>> >>: I THOUGHT IT WAS FAIR AND APPROPRIATE. IF ANYONE'S TRYING TO SOLVE THE PROBLEM, IT'S
BARACK OBAMA. AND NO ONE SEEMS TO BE CARING TOO MUCH ABOUT
IT. >> >>: I HAVE MIXED FEELINGS ABOUT IT BECAUSE
I'M A VETERAN AND I REALLY THINK THAT THE HEALTH CARE SYSTEM SHOULD FOR CIVILIANS BE
MODELED TOWARDS VA HEALTH CARE. I'M KIND OF IN BETWEEN BECAUSE MY PARENTS
ARE PUSHING A 62, THEY'RE ON SOCIAL SECURITY, THEY'RE GEGHT READY TO RETIRE, THEY'RE GOING
TO NEED TO USE MEDAKAID. WHEN YOU GET TO THE ESSENCE OF IT, I DON'T
THINK HEALTH CARE SHOULD BE FORCED ON ALL AMERICANS.
>> >>DWANE: FOR MORE ON WHAT THE HIGH COURT'S DECISION MEANS FOR DISAIRKS JOANNE FARYON
HAS SOME ANALYSIS WITH HER GUESTS THAT ROUND TABLE.
>> >>JOANNE: JOINING US TO EXPLAIN THE COURT'S DECISION AND WHAT IT MEANS TO IT THOSE WHO
AWL READIED HAVE INSURANCE IN SAN DIEGO AND THOSE WHO DON'T ARE GLEN SMITH, PROFESSOR
OF LAW ALT CALIFORNIA WESTERN SCHOOL OF LAW, AND GREGORY KNOLL.
THANK YOU BOTH FOR BEING HERE. GLEN, LET'S START WITH THE INDIVIDUAL MANDATE.
THIS IS THE CRITICAL PART OF THIS HEALTH CARE LAW. THE COURTS SAID IT'S OKAY IF YOU CALL
IT A TAX. WHAT DOES THAT MEAN?
>> >>GLENN SMITH: THERE ARE FEWER EVEN POSSIBLE LIMITATIONS ON CONGRESS' TAXING POWER.
TAXING POWER IS THE ULTIMATE POLITICAL POWER. COURTS HAVE BEEN GENERALLY MORE HAPPEDS OFF
THAN RECENTLY IN THE COMMERCE YEA YOU. THEY SAID THIS OPERATES REALLY LIKE A TAX.
THERE'S NO TRUE MANDATE TO BUY INSURANCE, NOBODY'S GOING TO COME FORCE YOU TO SHOW YOUR
INSURANCE PRAIPERS. BUT IF YOU DOANLT DON'T BUY INSURANCE BY 2016,
YOU PAY A TAX SOMEWHERE BETWEEN 695 DOLLARS A YEAR, AND 2ÊPERCENT OF YOUR INCOME.
>> >>JOANNE: SO IT GOES UP WITH EACH SUBSEQUENT YEAR Y.WANT TO TALK ABOUT THE SECOND PART
OF THE RULING. THE FEDERAL GOVERNMENT CAN'T PUNISH STATE
FZ THEY DON'T TAKE PART THIB EXPANDED MEDICAID OF THE LAW.
>> >>GLENN SMITH: TWENTY SIX STATE MADE THE ARGUMENT THAT BECAUSE IT WAS AN ALL OR NOTHING
CHOICE, THEY EITHER HAD TO PARTICIPATE IN THIS EXPANDED MEDICAID OR LOSE ALL THE MEDICAID
PROGRAM. THAT WAS TOO COERCIVE A CHOICE.
EVEN THOUGH THERE'S NOT A LOT OF LAW ABOUT THAT, THE COURT DID GO OUT ON A LIMB AND SAID
IF THEY CLARIFIED THAT THE FEDERAL GOVERNMENT DI DID NOT HAVE THE AUTHORITY TO FORCE THE
STATE ON PAYING ITS MEDICAID FUNDINGÊ >> >>JOANNE: THEY WON'T GET THE NEW MUPPIE
SNOO. >> >>GLENN SMITH: YA, THEY DON'T GET THE NEW
MUN A, AND PEOPLE SEEM TO IGNORE THLG FACT THERE'S A LOT OF INCENTIVES, THE FEDERAL GOVERNMENT
IS GOING TO PAY 100% IN THE FIRST YEAR, THEN 90%.
SO THERE'S A LOT OF GOODIES AVAILABLE. AND MANY STATES WILL ULTIMATELY, YOU KNOW,
JOIN IN. >> >>JOANNE: GRERKS LET'S BRING YOU INTO THIS.
>> >>GREGORY KNOLL: 515,000 N UNINSURED PEOPLE IN CALIFORNIA.
>> >>JOANNE: WILL THIS NOW START TO INCLUDE PEOPLE AND GIVE THEM? INSURANCE?
>> >>GREGORY KNOLL: TWHRZ RR GOING TO BE THE EXPANSION OF MEDICAID OR MEDICAL, THE EXCHANGE
WHERE YOU'RE GOING TO HAVE A LOT OF SUBSIDIES, WHERE YOU CAN GET YOUR OWN INSURANCE. THE
SUBSIDIES ARE HUGE, AND IT REALLY IS AS GLEN SAID GIVING OPPORTUNITIES TO ALL OF THOSE
FOLKS TO TRY TO TAKE ADVANTAGE. THERE ARE SOME PEOPLE WAS THEY HAVE NOTED
BEEN IN THIS COUNTRYIY FOR MORE FAN THAN FIVE YEARS WHO WILL NAWLT BE ABLE TO TAKE ADVANTAGE.
THIS ST GOING TO GET TWO THIRDS OF THOSE FOLKS ACCESS TO HEALTH CARE COVERAGE.
>> >>JOANNE: CALIFORNIA IS ALREADY IM GINNING, MEDICAID?
>> >>GREGORY KNOLL: CALIFORNIA HAS BEEN VERY AGGRESSIVE.
THEY WERE THE FIRST STATE TO PASS WHETHER OF THEIR LOCALÊ THEIR STATE LAWS TO KRE THAIT
EXCHANGE. THEY ALSO ARE ALLOWING COUNTIES TO EXPAND
AND PAY THE MATCH FOR MEDICAID EXPANSION RIGHT NOW.
IN FACT, SAN DIEGO COUNTY IS AT MORE THAN 23,000 PEOPLE TO THE MEDICAID ROLES LOW INCOME
HEALTH CARE PLAN ALREADY. >> >>JOANNE: ISN'T THIS LISTING THE CEILING
IN TERMS OF WHO'S ELIGIBLE AND HOW MUCH MONEY THEY EARN?
>> >>GREGORY KNOLL: IT'S BOTH. IT'S REALLY TRYING TO MAKE SURE THAT EVERYBODY
GETS IN THE POOL. IT'S TRYING TO MAKE SURE THAT HEALTHY PEOPLE
ARE INSURED, THAT THE PRICE THEN COMES DOWN FOR ALL OF US, BECAUSE THAT'S NATURAL AFFECT.
WHEN ALL OF THE THINGS THAT ARE ALREADY IMPLEMENTED, THIS DECISION TODAY ALLOWS ALL OF US TO GO
FORWARD. AND FOR ALL THE ONES THAT COME INTO AFFECT
IN 2014. >> >>JOANNE: TO BOTH OF YOU, THESE TWO THINGS
ARE PT THE ONLY THINGS IN THE LAW. THERE'S THINGS ABOUT KIDS UNDER 26 CAN STAY
ON THEIR PARENT'S INSURANCE. >> >>GREGORY KNOLL: RIGHT NOW, MILLIONS OF
YOUNG ADULTS BETWEEN 19 AND 26 HAVE FOUND HEALTH COVERAGE BY BEING ON THEIR PARENTS
KOIVE RMG. RIGHT NOW CHILDREN THAT HAVE PREEXISTING CONDITIONS
CANNOT BE DENIED INSURANCE AND CANNOT HAVE OUT RAGE OWS PREMIUMS BECAUSE OF THEIR PREEXISTING
CONDITION. THERE ARE PEOPLE IN SAN DIEGO COUNTY EXPOO
R BHOO HAVE FIVE YEAR OLD KIDS SICK ALL THEIR LIVES AND THEY'VE HAD TO PAY OUT OF POCKET,
10, TWEBT THOUSAND DOLLARS SSMENTS THIS MEANS PEOPLE WILL NOT GOI BANKRUPT TO ACCESS HEALTH
CARE. >> >>JOANNE: THIS IS A SURPRISING RULING.
MOST OF THE ANALYSIS IS THIS DOES THIS RESTORE SOME FAITH THAT IT'S NOT GOING TO RULE WHICH
PARTY LINE? >> >>GLENN SMITH: I THINK THIS WAS BEING DISCUSSED
WHERE THE COURT WOULD SPLIT ON PREDICTABLE WHRIENS.
I THIRNG THE COURT HAS GONE OUT OF ITS WAY, AND I THINK JUST OW ROBERTS, WENT OUT OF HIS
WAY TO MAKE IT CLEAR ON THIS ISSUE, WHERE PARTISAN PARL POLITICS AND THE AMERICAN PEOPLE
HAD COME UP WITH A MAJOR POLICY DECISION, THE COURT NEEDED TO STAY OUT OF IT INTHEY
COULD AND THEY NEEDED TO DECIDE ON A BASIS. I THINK THEY GENERALLY DID BOTH OF THOSE.
>> >>JOANNE: WE'RE OUT OF TIME, BUT IS THIS THE END OF THE LINE FOR THIS LAW?
>> >>GLENN SMITH: IT'S THE END OF THE LINE LEGALLY FOR THE FORESEEABLE FUTURE. AND IT
RETURNS THE POUR TO PAIK MAKE THESE DECISIONS TO THE POLITICAL PROCESS AND THE AMERICAN
PEOPLE. >> >>JOANNE: I'M GOING TO BE SPEAKING WITH
CONGRESSMAN BRIAN IMIL BRAI IN JUST A MOMENT. ALSO GO TO THE WEBSITE AT KPBS.ORG, I KNOW
THERE'S A MUCH LONGER CONVERSATION WITH BOTH OF YOU.
>> >>DWANE: U NOARGT HIGH COURT RULING IS GETTING A LOT OAF ATTENTION FROM VETERANS.
TODAY THE SUPREME COURT STRUCK DOWN THE STOLEN VALOR ACT.
THAT LAW MADE IT ILLEGAL TO LAW WHRIE ABOUT BEING THE RESIP SWRNT OF MEDALS.
HOW DID THIS CASE GET TO THE HIGH COURT? >> >>BETH: THIS STARTED WITH A MAN WHO SERVED
ON THE SOUTHERN CALIFORNIA WATER BOARD. HE CLAIM # D HE WAS A DECORATIVE WAR VETERAN.
HIS CLAIMS VIOLATED THE STOLEN VAL A ABLGHT OF 2005, WHICH MADE IT A CRIME TO SAY YOU
RECEIVED MEDALS. ALVAREZ RESERVED THE RIGHT TO APPEAL AND DID
APPEAL ALL THE WAY TO THE SUPREME COURT. IN ADDITION TO RULING THE STOLEN VALOR ACT
IS UNCONSTITUTIONAL. >> >>DWANE: WHAT KIND OF REACTION ARE WE GETTING
FROM THESE SUPPORTERS? >> >>BETH: MANY VETERANS GROUPS ARE VERY DISPLEASED.
THEIR LR HOLDING OUT HOPE THOUGH THAT A DIFFERENT WHREA WRILT N VERSION AND MORE NARROW VERSION
OF THE LAW MIGHT HOLD UP TO CONSTITUTIONAL MUSTER IN THE FUTURE.
>> >>DWANE: KPBS HOME POST BLOGGER, BETH FORD ROTH.
A SAN DIEGO CONGRESSMAN SAYS DEFENSE SECRETARY WHRE AWNÊ DENIED THE MEDAL OF HONOR.
WHETHER THE SARGENT WAS CONSCIOUS WHEN HE PULL AD GREN AID TO HIS BODY.
THE REVIEW SAID HE WASN'T, IMUT NUEVE DNS CONTRADICTS THE FINDING.
HE'S ENCOURAGED BY THE SECRETARY'S RESPONSE. QULFER OFFICIALLY HAS A NEW BUDGET.
GOVERNOR JERRY BROWNÊ INCLUDES DEEP CUTS IN SOCIAL SERVICES, INCLUDING A TWO YEAR TIME
LIMIT FOR CAL WORKS RECIPIENTS, ELIMINATION OF THE HEALTHY FAMILIES FOR LOW INCOME CHILDREN
AND A CUT FOR LOW INCOME CARE, CALLS FOR SIX BILLION DOLLARS IN CUTS IF THE TAX MEASURE
IN NOVEMBER FAILS. MOST OF THOSE CUTS WOULD EXPH FROM PUBLIC
SCHOOLS. FAILURE OF THE TAX VOTE COULD ALSO CUT MILLIONS
FROM THE UNIVERSITY OF CALIFORNIA. FOR NOW, UC'S PRESIDENT SAYS HE WON'T ASK
TO RAISE TUITION. A SIX PERCENT WAS EXPECTED TO BE PASSED NEXT
MONTH. IT'S BEEN PUT ON HOLD.
STATE PARKS WERE ALSO FACING SIZABLE CUT BACKS. TURNING TO LOCAL GOVERNMENTS AND NON PROFITS
FOR FUNDING, TWO OF THE PARKS ARE IN SAN DIEGO COUNTY.
FIERVE PARKS ARE STILL SCEMG WLED TO CLOSE ON SUNDAY BUT OFFICIALS SAY THEY'RE WORKING
ONG DEALS TO SAVE THEM AS WELL. >> >>DWANE: MORE REACTION TO TODAY'S HEALTH
CARE RULING, JOANNE IS AT THE ROUND TABLE WITH SAN DIEGO CONGRESSMAN BRIAN BILBRAY.
>> >>JOANNE: NOT A SINGLE REPUBLICAN VOTED IN SUPPORT THE AFFORDABLE CARE ACT IN 2010.
THAT INCLUES SAN DIEGO CONGRESSMAN BRIAN BILBRAY. THANK YOU CONGRESSMAN, FOR TAKE THE TIME JOINING
ME FROM WASHINGTON. WE KNOW THE HOUSE MU EXPWROIRT LEADER ERIC
CANTER REPEALS THE HEGHT CARE LAW. >> >>: I'VE INTRODUCE AD BILL WITH CONGRESS
WOMAN MU LOAPY, A PROGRESSIVE FROM NEW YORK. SHE TAKES THE SUN TANNING TAX FROM THE OBAMA
CARE FUNDING AND SHIP TD OVER TO MEL O NOAM UH RESEARCH.
WE'RE LOOKING AT RIGHT NOW THE PROJECTIONS OF THE COST OF THE N HELGT HEALTH 234 SHEURNS
SYSTEM. THIS IS NOT A HEALTH CARE SYSTEM, IT'S A HEALTH
INSURANCE SYSTEM. THE REVENUE FOR THE ABILITY TO PAY THE BILLS
IS ABOUT HALF OF WHAT IT IS. THE REAL CRISIS HERE IN THIS SIMS IS THAT
WASHINGTON HAS PROMISED A LOT AND WE DON'T KNOW HOW WE'RE GOING TO PAY FOR IT.
>> >>JOANNE: YOU WOULDN'T VOTE IN SUPPORT OF REPEALING THIS LAW, BECAUSE YOUR NEW LEGISLATION
RELIES ON, AND TO FOLLOW UP ON THAT, WHEN YOU TALK ABOUT COSTS ACCORDING TO THE CONGRESSIONAL
BUDGET OFFICE, IT SAYS THIS LAW WILL SAVE MONEY IN THE LONG RUN, IT HELPS TO REDUCE
THE DEFICIT. >> >>BRIAN BILBRAY: IT ACTUALLY DOUBLE COUNTS
MEDICARE MONEY IT HAS TEN YEARS OF TAXES WITH ONLY SIX YEARS OF SERVICE THAT'S PROVIDED.
SO THE FIRST 10 YEARS YOU'VE GOT SORT OF THE SHAM OF BEING ABLE TO TAX FOR 10 YEARS THAT
ONLY PROVIDES SERVICES FOR FOUR. THAT MAY LOOK GOOD INITIALLY, BUT WHEN YOU
GO WITH LONG TERM PROJECTIONS, THE COST IS ACTUALLY DOUBLING UP ON WHAT WE PROJECTED
IT WOULD BE. AND THAT'S ONE OF THE ITEMS THAT RULING COMES
DOWN WITH THIS. WITH THE SUPREME COURT RULING TODAY SAYING
INDIVIDUAL MANDATE IS SNOT CONSTITUTIONAL BUT THE CONGRESS DOES HAVE A RIGHT TO TAX
THE MIDDLE CLASS ANY WAY WE WANT. THIS IS PROBABLY THE LARGEST TAX SPECIFIC
WHREA ON THE MID MIDDLE CLASS WE HAVE EVER SEEN IN OUR LIFETIME.
>> >>JOANNE: I WANT TO BRING IT HOME TO SAN DIEGO NOW, HERE IN THIS COUNTY, THE LAW MEEBS
THAT 200,000 OF THE COUNTY'S 600,000 UNINSURED WILL HAVE HEALTH INSURANCE.
>> >>BETH: IF THEY DON'T HAVE DOCTORS TO GO TO, AND INSURANCE COMPANIES YOU DON'T WORRY
ABOUT THAT. ALSO THE FACT WE'VE GOT THE COMPANIES THAT
ARE BEING TAXED SEVERELY, THE PEOPLE MAKING THE MEDICAL DEVICES AND STUFF, THEY'RE BEING
HIT HARD WITH THIS ISSUE. THE BIGGEST ISSUE AS ANYBODY WOULD SAY IN THE ENVIRONMENTAL
COMMUNITY, IT'S A PROMISE THAT'S NOT SUSTAINABLE. YOU SAY WE'LL GIVE YOU INSURANCE UNTIL WHAT
TIME AND WHEN DID MONEY RUN OUT. THERE WAS A BIG REASON WHY CALIFORNIA HAD
NOT GONE TO UNIVERSAL HEALTH CARE. THERE'S NO WAY CALIFORNIA COULD HAVE AFFORDED
IT. THE PROBLEM IS YOU'VE GOT TO CUT THE COSTS
OF HEALTH CARE. REPUBLICANS HAVE GOT TO BE WILLING TO TAKE
ON THEIR INSURANCE COMPANIES AND BREAK UP THE STATE MONOPOLIES, IMUT THE DEMOCRATS HAVE
GOT TO LOOK THEIR FRIENDS AND CONTRIBUTORS INTO THE EYE AND SAY YOU CAN'T BE TAKING OUT
AS MUCH AS YOU ARE WHY DOES SOMEBODY ON MEDICAID HAVE MORE RIGHT TO IT THAT THAN A MARINE SERVING
HIS COUNTRY I WANT TO STEP IN HERE, WE HAVEN'T GOT A LOT OF TIME.
YOU HAVE BEEN PUBLIC ABOUT YOUR FAMILY'S EXPERIENCE WITH THE HEALTH INSURANCE.
YOUR DAUGHTER GOING FORWARD WOULD HAVE TO BUY HER OWN INSHOORNS, SHE WOULD BE UNINSURABLE, HOW
DO YOU RESPOND? >> >>BRIAN BILBRAY: ABSOLUTELY.
THAT IS WHY I SAID WE'VE GOT TO SIT DOWN BEFORE WE MAKE THE PROMISES THAT MY DAUGHTER WHO'S
GOING THROUGH CANCER TREATMENT, WE'VE GOT TO BE ABLE TO AFFORD THOSE PRICES OR SHE WON'T
HAVE ANY HEALTH CARE COVERAGE IN THE NEXT 10 YEARS, AND THAT'S WHERE BOTH SIDES AGAIN
HAVE TO FIGURE OUT HOW TO LOWER THE COST. JUST FORCING EVERYBODY INTO ONE BIG POOL OF
SAVINGS DOES BT SOLVE THE PRAWB LMS. DEMOCRATS HAVE TO TELL THEIR FREPPEDS THE
TRIAL LAWYERS WE CAN'T AFFORD TO HAVE THE KIND OF LITIGATION TO MAKE THE SYSTEM COST
EFFECTIVE. >> >>JOANNE: I HAVE TO LEAVE IT THERE, WE'RE
OUT OF TIME. THANK YOU SO MUCH FOR BEING WITH US.
>> >>BRIAN BILBRAY: THANK YOU VERY MUCH. >> >>DWANE: KPBS ASKED THE OTHER MEMBERS OF
SAN DIEGO'S CONNINGAL DELEGATION TO BE ON TONIGHT'S SHOW.
WE DO HAVE SOME YIT N STATEMENTS. DARRELL ISSA SAYS THE COURT CONTRADICTED THE
ACT WAS NOT A TAX. THE SUPREME COURT RULED IT WAS IN FACT A TAX, THIS TAX WAS IMPOSED
ON THE AMERICAN PEOPLE DURING ANNEX TENDED RECESSION AND HIS ONE OF MANY REASONS ARE
ECONOMY BEING STACKED UNDER PRAWK PRESIDENT OBAMA'S LEADERSHIP.
>> >>: SUSAN DAVIS WROTE THOSE PAYING FOR THEIR HEALTH INSURANCE SHOULD NOT CONTINUE
TO HAVE TO PAY FOR THOSE WHO DON'T. WE HAVE MOR MUCH MORE ABOUT TODAY'S SOUP PREEM
COURT RULING ON OUR WEBSITE, KPBS.ORG. >> >>DWANE: A HORTON PLAZA FIX CHR IS RUNNING
OUT OF TIME. THE STREET QULAWK HAS TO BE REMOVED WITHIN SIX MONTHS.
THE CLOCK OPENED IN 1885. THE OWNER IS NOT RENEWING THE CLOCK'S LEASE.
A TEMPORARY ART PROJECT IN SOUTHS EASTERN SAN DIEGO WAS UNVAILED AT THE 47TH STREET
TROLLEY STATION, PART OF AN EDUCATION CAMPAIGN TO ENCOURAGE KIDS TO GRADUATE HIGH SCHOOL
AND PURSUE A COLLEGE DESCREA. RAY KENNY FROM A COMMUNITY SCHOOL IS CHANGING
THE FACE OF THE NEIGHBORHOOD HE GREW UP IN. >> >>: I USED TO SKATE BOARD IN THE DITCHES
RIGHT HERE BEFORE IT WAS THE TROLLEY STATION. IT WAS JUST A DRAINAGE DITCH.
>> >>DWANE: THAT WAS MORE THAN 30 YEARS AGO. HE SAYS HE NEVER IMAGED DOING SOMETHING LIKE
THIS TO ENCOURAGE KIDS TO PURSUE HIGHER EDUCATION. >> >>: I.
>> >>DWANE: KENNY AND A TEAM OF ART STUDENTS ARE PUTTING THE FIEM TOUCHES OCH WHAT HE CALLS
TEMPORARY TATTOOS INSPIRED BY STREET ARTISTS. >> >>: WHETHER WE DID WAS TAKE THIS PLANE
PAPER ON AN OVER SIZED PRINTER, WIE TOOK THE IMAGES, PRINTED THEM OUT LARGE, THEN WHAT
WE DO IS WE MADE OUR OWN GLUE OUT OF FLOWER, SUGAR AND WATER.
>> >>DWANE: DOZENS OF OVER SIZED PICTURES OF KIDS CELEBRATING THEIR GRADUATION ARE GOING
UP IN SOUTH EASTERN SAN DIEGO. THE THEORY IS WHEN PEOPLE SEE OTHERS DOING
SOMETHING POSITIVE, THEY WILL EMULATE THAT BEHAVIOR.
LIANE PAGE AND LUN ET BRADLY ARE RECENT GRANT GRADUATES FROM UC SAN DIEGO AND WERE THRILLED
TO SEE THE MURALS. >> >>: IT'S KNOWING TO HELP PEOPLE SEE THE
VISION, YOU CAN GRADUATE. LOOK WHO ELSE IS DOING IT.
IT'S POSSIBLE FOR YOU. I THINK WE NEED THAT.
TITS RR KIND OF FOR EDUCATION. I FELT A LOT OF LOVE AND SUPPORT.
FROM THIS MURAL I FELT LIKE THE COMMUNITY WAS SAYING WE GOT YOU GRADUATED, YOU CAN DO
IT, AND THIS IS WHAT'S HAPPENING AT THE END OF THE TUNNEL.
>> >>DWANE: FOURTH DISTRICT COUNCILMAN TEEN YOUNG SAYS THE PROJECT ONLY COSTS $5,000 AND
WILL REMAIN UP ABOUT A MONTH TO REMIND PASSERS BY TO REMAIN IN SCHOOL AND PURSUE A COLLEGE
DEGREE. A NEW STATE REPORT SHOWS SAN DIEGO COUNTY
GRADUATION RATES LAST YEAR WERE SLIGHT WHREA ABOVE THE STATE AVERAGE OF 76%.
>> >>JOANNE: TONIGHT IN THE PUBLIC SQUARE, REMEMBER THAT CAR WE'VE BEEN FOLLOWING FROM
GERMANY TO LAS VEGAS? WE HAVE ANOTHER UPDATE. THE CAR AND INVEST DWAIT GATIVE NEW SOURCE
WERE DELAYED IN WHRVMENT A. BECAUSE OF A CHEMICAL SPILL.
HERE IS PART THREE OF BRAD'S CONTINUING SERIES INTO THE SAN DIEGO PORT.
>> >>: PULLS INTOOLT THINLY VOLKSWAGEN DEALERSHIP. WHERE THE SALES MANAGER ARE WAITING BEIGE
NTLY. HE SAYS HE'S BEEN KRIEIVING EVERYBODY NUTS
WAITING FOR THIS CAR. A VW WORK QUICK WHREA REMEUFNS THE WRAPPING.
HE DROPS IN AND DRIVES IT BACK TO THE DEALERSHIP'S GARAGE.
ANOTHER MAN UNLOADS THE REST OF THE PARTS OF THE CARS.
TIGHTENING THE LAKING NUTS, ATTACHING THE LICENSE PLAIS PLATE.
WHEN HE FINISHES HE CHANGES OUT OF HIS WORK CLOTHES AND HOPS IN. A LEFT TURN, ANOTHER
LEFT AND A FEW MILES LATER, HE PULLSINTO HIS GARAGE.
WITH THAT THE CAR COMES TO REST. A CAR THAT HAS JUST TRAVELED OVER RAILROADS
ON BOARD A SHIP, ACROSS AN OCEAN, THROUGH A CANAL, AND OVER HUNDREDS OF MILES OF DESERT.
HE TELLS ME AFTERWARDS I SHOULD PROBABLY PUT SOME GAS IN THIS.
THE CAR IS JUST ONE OF THE HUNDREDS OF COMMODITIES THAT COMES INTO THE PORT OF SAN DIEGO EACH
YEAR, EXPWT PORT OF SAN DIEGO IN TURN IS JUST ONE OF THE MANY PORTS IN THE COUNTRY.
WE'LL BE SHOWING YOU HOW THIS WORKS ON A GRAND SCALE, WILL INVOLVE SHIPS THE SIZE OF SKYPE
SKY SCAPERS, RAILROADS, PORTS POURING BILLIONS OF DOLLARS INTO THEIR INFRASTRUCTURE TO PREPARE
FOR THE EXPANSION OF THE PANAMA CANAL, THE BIGGEST THING TO HAPPEN TO INTERNATIONAL SHIPPING
IN A DECADE. BE SURE TO FOLLOW US ON TWITTER ON INEWS SOURCE.

>> >>DWANE: TODAY THE U.S. SUPREME COURT UP HELD THE AFFORDABLE HEALTH CARE ACT.
THE FIVE TO FOUR RULING CLEARS THE WAY FOR MAJOR CHANGES IN HOW PEOPLE GET AND PAY FOR
HEALTH CARE. CONGRESSIONAL REPUBLICANS VOW TO REPEAL THE
ACT. THE HIGH COURT ALSO STRUCK DOWN A FEDERAL LAW MAKING IT A CRIME TO HAVING RECEIVED MILITARY
MEDALS. AND CALIFORNIA HAS A NEW BUDGET TONIGHT SIGNED
BY GOVERNOR JERRY BROWN, THE NEW SPENDING PLAN INCLUDES DEEP CUTS IN WELFARE AND OTHER
SOCIAL SERVICES. IT ALSO CONTAINS SIX MILLION DOLLARS AND CUTS
TO EDUCATION. THOSE WILL TAKE AFFECT IF THE TAX MEASURE
DOESN'T PASS IN NOVEMBER. YOU CAN FIND TONIGHT'S STORIES ON OUR WEBSITE
